The Objectives of the SBIDZC:
The objectives of the SBIDZC shall be to create jobs
and sustainable economic development by,
including but not limited to:
• promoting, managing and marketing the
Saldanha Bay Industrial Development Zone;
• providing internal infrastructure to support
investors in the Saldanha Bay Industrial
Development Zone area;
• facilitating the ease of doing business in the
Saldanha Bay Industrial Development Zone
area; and
• acquiring and leasing land.
The SBIDZC MandateThe Saldanha Bay IDZ Licencing SOC Ltd:
• The Saldanha Bay IDZ Licencing SOC Ltd
(SBIDZC) is the licence holder and operator of
the Saldanha Bay IDZ as designated by Minister
Dr Rob Davies on 31 October 2013.
• The SBIDZC is a non-profit company with the
specific mandate of creating enabling
infrastructure to attract investment into the
Saldanha Bay region, thereby positively
impacting local communities and the broader
socio-economic objectives of South Africa.
• Funding is provided by the dti and Western
Cape Government.

• Designated by the Minister of Trade & Industry on 31
October 2013
• Total land area of ~330ha designated across IDC- &
TNPA-owned land
• IDC-owned land ~164ha. 25 year Lease agreement,
with option of a 25-year renewal. Initial 10 years
being a phased-in rental model.
• TNPA-owned land ~166ha. Negotiations underway,
and “to be jointly planned and implemented for the
mutual benefit of all concerned parties as well as to
accelerate industrial development and trade
facilitation in the region”.

Investment Promotion Target Areas
Serviced Land Available
• Zoning and Environmental Impact Assessments have been completed for the full 330ha – ready for
development
• Approximately 125ha of land is already serviced with water, electricity, and road access
Topside Infrastructure (Warehouses, Manufacturing Facilities)
• Topside infrastructure is provided on a bespoke basis to each investor – various financing options are
available
Leases
• Leasing to investors is available on two options: Project Leasing or Long-term Leases
• Project Leasing Facility – short-term lease for projects on hard lay-down surface i.e. 3 months, 6 months etc.
• Long-term leases available for 3 yrs; 5yrs; 10yrs; 15yrs and maximum of 25 yrs with options to renew
• Lease rates are subsidised and include all basic services
• Lease rates are calculated based on the length of the lease; footprint required; and proximity to quayside
• Each investor is provided with an individual leasing model based on the above information
