As a not-for-profit organisation, we are driven by a bigger ideal: to grow New Zealand through people. Our core purpose is to work with businesses in the primary industries to grow the capability of their people.

We do this through applied learning. Training

and assessment is designed to take place in the

workplace which enables employees to learn

on-the-job, while gaining real-world industry

experience. Our learning zone is vocational skills

from Level 2 which are foundation practical skills

through to management skills at Levels 5.

So much of who we are, how we live and where

we are going is connected to the land and sea. It’s

people – those who are guardians of the land and

water space, produce food from it, innovate every

conceivable connection to it and protect our

Literacy and Numeracy support for Primary ITO trainees and employers.Make a positive impact on your business by increasing the capability of your employees.

By assessing and supporting literacy and numeracy skills across your team

you will increase the profitability and productivity of your business.

Supporting your employees will increase their engagement, compliance, health and

safety and staff retention. For more information, talk to your Sector Manager.

Literacy and numeracy assessment

We can assess your whole team for literacy and numeracy competence and provide advice and tools to increase competency.

Workplace literacy programmes

We can advise and support your business to access the workplace literacy fund. This fund will enable you to increase the literacy, numeracy and communication skills across your whole business. The fund provides support in the manner of 25-80 hours of free literacy provision in the context of your workplace.

In house mentors

We can train up a group of mentors to support their colleagues. The training is workshop based and provides a good grounding for peer mentoring.

Study nights/study groups

We recommend study nights as a way for learners to set aside time to focus on the theory side of their qualification. Primary ITO field teams hold study nights around the country. We can support a large business to create their own study groups at a time that will suit the business.

Dyslexia Support

We have a free screening service and programme to support people with dyslexia. We provide information and access to learning tools including reader/writer support, reading pens, speech recognition computer software and phone apps.

Mentor Programme

We have over 400 mentors providing learning support at all levels of training. As well as literacy and numeracy assistance, our mentors help with confidence building and motivation. Located all over New Zealand, they work with learners one on one during class and at local study nights.

Workplace AssessorsThere are currently two ways you can get your staff assessed as competent when completing their training; 1. Have workplace (or on job) assessors trained and registered and available to assess.2. Engage an external assessor.

A workplace assessor is a member of your staff who is trained and registered and has been moderated and approved by Primary ITO to assess and result trainees within their company against the Unit Standards within the programme.

Having one (or more) workplace assessors trained, registered and available on your site will make it significantly easier to assess your trainees and allow them to progress through their programme while also removing the additional cost required to fund an external assessor.

An external assessor is someone who does not work for either Primary ITO or the dairy processing company being engaged, who has been moderated and approved by Primary ITO as having suitable experience and knowledge base to understand the course requirements, who will visit your site as and when required to work with and assess your staff against the Unit Standards.

Use of an external assessor comes at a cost to your company and can also impact trainees as these assessors may not be available when your staff are ready to be assessed.

When using Workplace Assessors, it is recommended to use verifiers to work with trainees during their assessment to verify that the trainee has captured all the required evidence.

A verifier and assessor can be the same person but by splitting the role, allows for greater spread of workload to ensure the trainee is assessed properly against the requirements of each unit standard at the time when they are most confident without having to create delays to wait for the assessors availability.

An overview of the assessment process using an external assessor, a workplace assessor or a verifier and workplace assessor is below.

• Once signed off as competent, Assessors will be registered with Primary ITO and will receive an assessor tool kit.

Re-activating an expired Assessor• Complete the re-activation form to become an

assessor and send to [email protected]

• Assessors will be reviewed to ensure they remain current for the Unit Standards they can assess for.

Using external AssessorsIf you determine that you would prefer to use an external assessor for assessing your staff, please contact Ross at [email protected] and he will provide you with the contact details of the external assessors available for dairy processing.

Keeping EvidenceModeration of assessment is an important responsibility for the Primary ITO. Workplace Assessor’s must keep evidence for two years unless otherwise specified in the company corporate service agreement.

What are New Zealand Qualifications?

• Registered on the New Zealand Qualifications Framework.

• Comprised of a graduate profile and graduate outcomes – what a person who completes the qualification learns and can skillfully perform.

• Once a training programme is completed, a trainee will receive a qualification award.

What are Programmes of Industry Training?

• Programmes of Industry Training are registered on the New Zealand Qualifications Framework (for funding purposes) and with the Tertiary Education Commission (we also register short programmes with TEC).

• A programme outlines the learning pathway to achieve either full or part qualifications (New Zealand Certificates, New Zealand Diplomas and New Zealand Apprenticeships) – how a person will complete the qualification.

• The programme lists the unit standards that will be assessed.

• TEC have some short programme variants called Limited Credit Programmes (LCPs) and Supplementary Credit Programmes (SCPs). These must contain a minimum of 20 credits.

• Each programme is comprised of unit standards that each have a credit value.

• All programmes have a specified credit value and duration.

What are Unit Standards?

• They are registered on the on the New Zealand Qualifications Framework.

• Building blocks of the programmes.

• Each has assessment outcomes and distinct credit values.

• Trainees are assessed against the unit standards, and a competent trainee will have a result for the unit

reported to NZQA.

Funding

How many credits can someone be enrolled in?

The monthly and annual enrolment allocations are set at an enrolled credit level, as follows:

» 10 enrolled credits per month (within the trainees annual allocation).

» 75 enrolled credits per calendar year.

What are Training Agreements (TAG)?

• A contract between the employer, trainee and Primary ITO.

• These must be completed and signed by all parties.

• Each agreement collects data that is necessary for the enrolment to be funded.

• A Training Agreement is required for first enrolment between employer and employee.

What is a Training Plan?

• The details of a Training Plan select unit standards that the trainee enrols in to meet the requirements of a programme.

• If a trainee has already been awarded one of the selected units (prior result) the Training Plan and Training

Programme will be adjusted accordingly (i.e. the duration will be adjusted).

Making things happenENROLMENT

What do you need to do to enrol someone?

• Make sure they are eligible for TEC funded training.

• Agree their training requirements in the form of a Training Plan.

• Complete a Training Agreement.

• Ensure they have relevant ID and provide evidence of this.

• Send all the above to Primary ITO with training start date – this must be sent within 60 days of the start date.

Enrolments entered within 90 days

From January 2018 the TEC will only fund enrolments that are entered into our system within 90 days of training starting. Therefore, we would appreciate all enrolments being received by us within 60 days of the start date to ensure government funding can be obtained.

Any enrolments received after 60 days that cannot be entered within the TEC’s timeframe due to enrolment volumes or missing or incorrect details, will not receive government funding and therefore cannot be financially supported by Primary ITO.

What types of ID are accepted?

• Birth certificate (issued after 1 January 1998); or • Certificate of identity; or • New Zealand certificate of citizenship; or • Current passport (or an expired passport that has not been cancelled); or • Current New Zealand Firearms Licence; or• Current New Zealand photo driver licence; or• Copy of work visa where relevant.

If an acceptable form of identification cannot be provided we will attempt to source and verify the trainee’s identification via an NSN (National Student Number) enquiry. There will be an administration fee charged to your organisation of $50 + GST per trainee.

Dairy Processing Apprenticeships are based on the completion of level three and four New Zealand Certificate qualifications. Dairy Processing Apprenticeship programmes can take anywhere from two and a half years, to three years to complete.

How it works

NZAs are formal work-based training programmes intended to produce graduates who are fully competent in their occupation. An apprentice must be realistic about their intention to work in the dairy processing industry and whether it is the right choice for them.

A potential apprentice must already have been working in the industry long enough to understand the requirements of the qualification before signing up.

Primary ITO is responsible for facilitating an apprentice’s training and will support both the apprentice and the employer throughout the apprenticeship.

Entry is subject to the discretion of the Primary ITO Sector Manager who is managing the enrolment, based on a discussion with the learner and their employer, including considerations of the learner’s likelihood to succeed.

Workplace trainers, supervisors and/or tutors will provide feedback on learner progress and facilitate further learning opportunities. Our Primary ITO dairy processing sector representatives visit each apprentice four times per year to mentor, set and review goals with the trainee and verifier.

Achievement of the programme’s learning outcomes rely on a combination of:

• off-job learning.

• application of knowledge to activities in a dairy processing workplace.

• practical application of skills in a dairy processing workplace.

• The main assessment tool will be a series of tasks which provide evidence that the learner meets the learning and graduate outcomes.

New Zealand Apprenticeship in Dairy Product Process (Level 4)

Description The New Zealand Apprenticeship programme provides dairy processing employees with knowledge of some of the key fundamentals in the dairy industry together with increased technical skills of the specific product/process the employee works in.

NZ Apprentices benefit from regular support to complete the training and graduates of the programme will be expected to have a clear career pathway.

Learning outcomes Graduates of this apprenticeship will be able to:

• Carry out basic milk processing operations.

• Comply with dairy processing quality assurance requirements including hygiene and food handling requirements.

• Comply with workplace safety and environmental requirements in a dairy processing operation.

• Work in a team in a dairy processing operation.

• Comply with automated clean in place and basic heat treatment requirements in a dairy processing operation.

• Plan and manage work priorities in a dairy processing operation.

• Analyse and convey workplace information in a dairy processing operation.

• Monitor the implementation of health and safety, quality and environmental practices in a dairy processing operation.

• Implement food safety requirements in a dairy processing operation.

Recommended for Operators with more than 6 months experience in the Dairy Processing industry who want to develop increased levels of product and industry knowledge with increased support from Primary ITO.

New Zealand Apprenticeship in Distribution (Level 4)

Description The New Zealand Apprenticeship clearly demonstrates a career pathway as a learner progresses through a comprehensive training plan, while also being able to develop, set and achieve goals related to both the programme and the workplace.

Learning and assessment for the apprenticeship is achieved entirely on-the-job with ongoing support from workplace assessors, employers and Primary ITO throughout the duration of the apprenticeship.

Learning outcomes On completion of level 3, graduates will be able to:

• Apply health, safety and security practices to ensure own safety and minimise potential hazards for any customers and co-workers in a distribution environment.

• Communicate with staff, managers and customers effectively.

• Apply standard operating procedures and the code of conduct to a work role applicable to a distribution environment.

• Receive and dispatch goods in a distribution environment.

• Carry out store operations and inventory control in a distribution environment.

Graduates of the optional strand in Mechanised Goods will also be able to:

• Use Mechanised Goods machinery and equipment in a distribution environment.

On completion of level 4, graduates will also be able to monitor and maintain:

• Health, safety and security practices to ensure own safety and minimise potential hazards for any customers and co-workers in a distribution environment.

• Interactions with staff, managers, and customers.

• The application of standard operating policies and procedures to work roles applicable to a distribution environment.

How it works• Assessment will be holistic and integrated across all

learning outcomes. Assessment is carried out in the workplace (onthe-job). On-the-job assessment will take advantage of naturally occurring evidence observed by the assessor during the trainee’s workplace activity.

• Progress through the programme will be monitored by the trainee’s employer through their development of workplace skills and knowledge.

New Zealand Certificate in Dairy Processing (Level 3)

Description The core outcomes of this programme introduce the trainee to the fundamentals of dairy processing including hygiene, health & safety, teamwork, automated cleaning and heat treatment to upskill someone who is capable of completing a range of core tasks and who has increased skills and knowledge to work in operational roles in the dairy processing industry.

Trainees will benefit through increased skills and technical knowledge which will unlock job performance improvements and support career opportunities while also having a qualification within a training pathway that recognises progression through the dairy processing industry.

The dairy processing industry will benefit by having operators assessed to a national standard with increased operational and technical knowledge which will improve the overall performance of the individual operations.

Learning outcomes Graduates of this apprenticeship will be able to:

• Carry out basic milk processing operations.
