It is truly a compliment to have people join the team after experiencing us in action doing what we do best: serving the public. The quality and diverse experiences of our new members complement our capabilities. Some of our newest members can competently tackle the technologies we must use, just as our new GIS members have provided additional knowledge and resources from their profession. There is one factor though that makes everything click. When all or most of our members attend meetings and exercises they are furthering their knowledge in specific positions, leadership skills and technology as well as practicing field work together. Thus we are refining our capability of providing expert assistance to those in need. From my observations, we have the people, most of the tools and the experience to make it happen. Keep up the good work IL-IMT! A Member’s Observation Michael Moos, editor As many of you are aware, IMT has evolved from a concept to a functioning operational resource that the State turns to, along with other Mobile Support Teams, in time of need. It is truly a compliment to have people join the team after experiencing us in action doing what we do best: serving the public. The quality and diverse experiences of our new members complement our capabilities. Red Card Certification Red Card Certification means a person has completed all the tasks and experience that is specified in the national position specific Task Books as published by the All Hazard IMT Association. Dennis Bingheim, Chairman of the Qualification Committee is pleased to announce the following members credentials and task books were reviewed and approved to receive a Red Card. Our sincerest congratulations for the hard work and professionalism to reach such certification:

PIO Update The following is an update of activities from your PIOs:

Exhibit/Display – the tabletop display has new graphics updating its look and feel. The PIOs went through a verbal survey process to ascertain what the leadership wanted in a message to those visiting the display. What was finalized was a display that lists our deployments, action pictures and dramatic scene shots. We hope you agree that the display explains what we are all about.

Small Display – after imput from our Liaison Officers we purchased a small banner display that can be setup to identify us not only during deployments but at meetings and conferences. I think you will agree that the device selected was a great idea from our ILEAS partners and matches the artwork on our big display.

IL-IMT Business Cards – have been reprinted. There is now space on the backside for members to write or attach their contact information. Please contact Mike Moos to request a supply to use.

PIO Update continued:

Exhibiting Now – Thanks to Leon Duncan for setting up the exhibit and Dennis Bingheim for manning the booth at the ILEAS Training Conference in Springfield. We will have a prime spot also at the IEMA Training Conference so see us at Booth #36!

New on the Website – we continue to load new or additional resource information onto the member side of the website. Since our last announcement we have added:

o New Member Orientation Guide – this document should have been also emailed to all new members.

o May 2016 IFOG – the digital copy of the Illinois Interoperable Field Operations Guide is available in the communications section.

o Current Member Roster and Radio Call Sign lists - Remember that the roster and radio call sign lists are always posted in the communications section.

o AAR – the Olive Branch After Action Report is now in the AAR Section. o IAPs – the Olive Branch and Prairie Dragon IAPs are in the IAP Section.

Cook County Situational Report Available to IMT Members During our Team Lead’s meeting in December IC Gene Ryan discussed ongoing information and intelligence in Cook County. He felt that the probability of an incident in Cook County is growing. To be aware of activites in the area, members may want to tap into the intelligence that is established throughout the county. Members are invited to gain more information through the daily reports from Cook County. IC Ryan noted that a large amount of information is disseminated so be ready for your email to be very active. Members wanting to start receiving the intelligence from Cook County need to do the following:

1. In an email type in the address of, [email protected]. 2. In the subject block place “Add to Product List”. Tom Hardin is the person in charge of the duty

desk. 3. Advise him that “Per IC Gene Ryan” you are requesting to be placed on the Product List and would

like to receive the daily SitRep from Cook County. Mr. Hardin will then place you on the list to receive the SitRep. Please note that the SitRep can only be sent to .gov or business type email accounts. It cannot be received on gmail, yahoo, or other emails of this sort due to governmental guidelines.

April Exercise – Capstone 16 in Springfield On April 27th IL-IMT participated in a joint exercise with Emergency Management Assistance Team (EMAT) prior to the Illinois Emergency Services Management Association (IESMA) training summit held in Springfield. The venues included two trailers simulating IMT being located in cities of Harrisburg and Carbondale communicating with a southern Illinois EOC. The disaster was the result of a New Madrid Fault Earthquake. The EOC then communicated with the State EOC. This was an opportunity for teams to continue working together honing our skills, for EMAT to test new EOC equipment and everyone to work with our State EOC partners.

June Team Training/Meeting – Cook County Department of Homeland

Security (CCDHS) On June 10th the IL-IMT Advisory Board and Team Leads met to discuss items for the good of the organization. Approved minutes of those meetings are published in the quarter following the meeting on the team website (www.il-imt.org). On June 11th we had a full day agenda of CCDHS tours, GIS training and WebEOC.

June Exercise – Prairie Dragon 2016 in Marseilles

In this exercise LaSalle County entered a Delegation of Authority with IL-IMT with instruction of our roles, responsibilities and timetables. The exercise incident was an event involving a semi-truck crash into a building in Marseilles Area with possible indications of a terrorism nexus. Illinois Task Force 1, the Illinois National Guard CERF-P (Chemical, Biological, Radiological/Nuclear and Explosive Enhanced Response Force Package) and IL-IMT were players in this exercise.

IAR is fully operational and being used.

REMEMBER when you receive a message to respond.

REMEMBER when you receive a dispatch to respond with your status and if going approx. hours when.

IAR has indicated they can now track personnel as they are responding. We will be trying this new feature out to ascertain how accurate it is and if it can be used by the ICs to determine where you are as you respond. Further information will become available as we learn more.

Idea Corner - Storing/Transporting Your Stuff As many of you found hauling your position specific supplies can be tough at times, especially if you work multiple positions. Dennis Bingheim came up with a neat system that helps him take what he needs but preserves his back. Jim Cueno followed suit and shared pictures of what he did. Note this system locks each case to each other and has a large luggage style retractable handle on the backside of the base (wheeled unit). You buy each case separately so you can customize to your needs. We are not endorsing any single product and these systems are available at Home Depot, Lowes and Menards in different brands for slightly over $100. Note this is personal expense and not purchased by the team. We thought though it was well worth sharing.

IL-IMT Uniform Site Unique Apparel Solutions (UAS) have set up a web portal for us to purchase IL-IMT embroidered 5.11 apparel. Please note that while this vendor has gone to great lengths to setup this portal, members are not required to use this vendor or even 5.11 products. Our rules indicate that the clothing has to be very similar to the 5.11 items we have specified for our uniforms in order to be worn. To access the website go to: http://www.shopuas.com/ILLINOIS-IMT_c_217.html. The store will only be open each quarter for 30 days after a quarterly meeting. This is so the vendor can combine and produce orders at one time and keep costs down. Remember, if you do not have an account, go and register on the site before trying to make an order. New Apparel available from UAS Command has approved the use of an IMT t-shirt for use when deployed. The shirt shall not be worn however when performing public duty or during briefings. The only color available at this time is grey. Pricing at time of publication is $12.00 per shirt.

Illinois Emergency Management Agency

IEMA provides training throughout the state in a multitude of preparedness and response subjects. In addition IEMA certifies persons as Illinois Professional Emergency Manager (IPEM) after proof of successful completion of a rigerous training program. All this information can be found on their website at www.state.il.us/iema.

Northeastern Illinois Public Safety Academy

NIPSTA is located in Glenview and provides a multitude of training programs for 1st responders, public works and local officials. Information of what training is available can be found on their website www.nipsta.org.

Congratulations – to Ed St. Louis who received his Chief Fire Officer

Certification on May 26th. Ed has also been appointed Chair of the

Emergency Response and Hazardous Materials Committee of the Kankakee

County Local Emergency Planning Committee (LEPC). He is beginning his

third term as President of the Kankakee County MABAS Division 7 Chief’s

Association.

Congratulations – to Joe Jones for receiving his Chief Fire Officer

Certification. Joe was also selected for the NFPA 1600: Standard on Disaster

Emergency Management and Business COOP Committee and continues on

the NFPA 1616 Committee on Mass Evacuation, Shelter and Re-entry.

Congratulations – to Mike Moos who was presented with the National

Emergency Number Association (NENA) “Founders Award” at the 35th

Annual National Conference in Indianapolis on June 12th. Mike has been a

member of NENA since it was formed and served as its Fourth National

President in 1985-86. He is also a recipient of the Association’s “Hall of

Fame Designation”.

Moving On - Les Albert (prior South Team IC) has retired from the Office of

the State Fire Marshal. We wish him our best.

New Position – Bob Elliott, starts a new career as Assistant Professor of

Criminal Justice and Homeland Security at MacMurray College in

Jacksonville, IL.

New Position – in addition to his teaching at IFSI, Matt Bryan was appointed

in November 2015 as the Emergency Management Coordinator for the

Village of Chatham, IL.
