इस jकार के दर द� गई ह¤.

14. ट�डरर (mनgवदाकार) zवारा द� गई दर म� सेxस टै�स क� राbश/दर शाbमल qकए जान ेपर भी, इसे अलग से दशाVया

जाना चा�हए. जहा ंकोई दर म� शाbमल qकए गए सेxस टै�स/वटै क� राbश/दर कुछ नह� ंहोने पर, इस jpताव म� gवशेष

�पसे bलखा जाना चा�हए.

15. फम¦ क� ओर से अपे�ा क� जाती है qकमांगकताV के प�रसर म� मु¨त से सुपुदVगी इसका मतलब उनके zवारा

मालभाडा jभार वहन करना है. य�द फमV मालभाडा jभार का दावा करती है तो, मालभाडा घटक (सडक या रेल zवारा)अलग

से दशाVया जाना चा�हए. इस तरह स ेनह� दशाVए जान ेपर उनका jpताव मालभाडा स�हत के �प म� माना जाएगा और इस

ऑ�¢ाय «युट� छुट jमाणप� bलया जाना चा�हए.

17. द� गयी ªडल�वर� ट�डर म� gवmन�दV�ट ªडbलवर� से पुि�ट कर लेना चा�हए और आपके आव�यकता के अनुसार जैस े

अpप�ट या अmनि�चत जैसे 2 स े12 माह इसम� jारंभ करने का समय, स�लाई के �मैाbसक दर और समाि�त का समय

आ�द pप�ट �पसे उxलेख qकया जाए. इस धारा के अनुसार ªडbलवर� स�हत jpताव को pवीकृत qकया जाएगा.

18. मद� क� सुपुदVगी यथा संभव पूवV pटाक (ए�स pटाक) या हाल� ंक� होनी चा�हए.

19. स�लाई ऑडVर म� उxलेoखत शत¬ के अनसुार मांगकताV कोस�लाई ऑडVरके अनसुार सामtी स�लाई क� जानी चा�हए.

20. स5लाई ऑड-र क� 8ड9लवर: ता�रख से पहले उपरो=त मांगकता- को साम0ी सपुदु- >कया जाना चा�हए.

21. करार के अनुसार bलि�वडटे डमैजेेस और जमुाVना के अनुसार नह�ं, qकसी भी pटोअर क� क�मत के 2% (दो

jmतशत) क� समान राशी रेल jशासन zवारा स�लायर से वसुल qक जाएगी (कर� के भाग, «युट�ज, ेट आ�द स�हत) िजसे

ठेके म� ªडbलवर� के bलए mनधाV�रत अव�ध के भीतर स�लायर ªडbलवर� देने म� असमथV रहनेपर या j�येक माह के bलए

बढाये गए अनुसार या माह के भाग म� िजसम� म� इस jकार के भंडार क� ªडbलवर� म� होगा, जहा ंइसक� ªडbलवर� उपयुV�त

अव�ध बीत जाने के बाद pवीकार क� जाती है. बशत� के gवलंब क� ओर vयान �दए �बना gवलबं स ेक� गई स�लाई के

अ�धकतम 10% (दस jmतशत) मूxय ह�गा अ�यथा ठेके म� gवशषे �प म� �दया जायेगा. य�द सपुुदVगी क� अव�ध / बढाई

गयी सुपुदVगी क� अव�ध के भीतर स�लाई नह� qकये जाने पर, wय आदेश 10% सामा�य �mत से र� क� जायेगी और

इसक� वसूल� प�ªडगं �बल से क� जायेगी.

22. स�लाई ठेके म� प�रसमा�त हाmनय� क� वसूल� के bलए उ¯च सीमा gवलंब क� ओर vयान �दये �बना ठेके के मूx°स

के 10% (दस jmतशत) रहेगा. अ�यथा ठेके म� gवशेष �प से �दया जायेगा.

23. फै�स zवारा बुले�टन / bलbमटेड और gवz�यgपत / ओपन ड�डर खलुने के समय ट�डर बौ�स म� jा�त qकया जाता

है तथा सभी ²�ट� स ेपूणV और jा�धकृत हpता�रकताV zवारा हpता��रत jpताव समय jpताव के �प म� माना जायेगा

बशत� qक फमV/फम¬ ट�डर खुलन े क� mतथी स े दस कायV �दन� के भीतर ट�डर शत¬ के अनुसार अ�धकृत ³यि�त zवारा

हpता��रत पुि�ट jmतbलgप शी´ता स ेjpतुत qकया जाता है.

24. पैरा 23 म� शाbमल नह� qकये गए फै�स zवारा jा�त qकए गए jpताव� को अवैध माना जाएगा. उपयुV�त पैरा 23

म� mनधाV�रत समय के भीतर पुि�ट jmतbलgप jा�त नह� होन ेपर उपयुV�त पैरा 23 म� कवर qकए गए अनुसार फै�स zवारा

jpताव� को jmतकुल समझा जाया जाएगा.

25. pथायी jmतbलgप के jाि�त के �बना फै�स jpताव� के bलए wय आदेश जार� नह� qकया जाएगा.

26. mनgवदाकर� को (ट�डरर) को यहाँ सुmनि�चत करने के bलए िजnमेदार� होगी qक फै�स zवारा jpतुत mनधाV�रत समय

एवं mतथी को सीxड कवर/कवर� म� उ�चत ट�डर बौ�स म� डाल �दया जात ेहै. फै�स jpताव उ�चत ट�डर बौ�स म� डालने के

bलए qकसी gवलंब को रेलवे qकसी भी प�रिpथmत म� िजnमेदार नह� रहेगी.

27. कोटेशन पर फमV zवारा अपने वैट/ट�न सेxस टै�स रिजp¢ेशन नंबर क� महुर लगाकर या gjटं qकया जाय.

28. mनgवदाकार� (ट�डरर) को उनके zवारा मांगी गई सेxस टै�स (वैट) क� सह� दर क� राbश pप�ट �प से दशाVया जाना

चा�हए, जो भी लागू हो. उ�ह� यहा ँभी उxलेख qकया जाना चा�हए qक दशाVई गई वैट क� दर महारा�¢ मूxय व�धVत कर

अ�धmनयम – 2002 के qकस धारा के अंतगVत है.

29. य�द mनgवदाकार (ट�डरर) zवारा jभायV सेxस टै�स / वैट pप�ट �प से दशाVए जाने के मामले म� कोई सं�ध·ध होन े

पर ख�रददार jpताव� के गहन wम mनधाV�रत करने हेतू लागू qकए गए अनुसार ख�रददार को सेxस टै�स/वैट के �प म�

z�यात उ¯चतर दर को vयान म� रखकर jpताव� का मूxयाकंन करेगा. इस मामले म ेख�रददार का mनणVय अंmतम होगा और

सेxस टै�स/वैट क� ³यवहा�रकता के संबंध म� कोई दावा नह�ं होगा या अ�यथा ट�डर खुलने के बाद इस पर gवचार qकया

जाएगा. तथाgप mनgवदाकार� (ट�डरर) zवारा असं�द·धता स ेया gवशेष �प स ेदावा नह� क� गई / pप�ट �प स ेदशाVई गई

INSTRUCTION

01. Quotations must be submitted on the following address. Divisional Material Manager, DRMs Office,

Central Railway, Solapur. Pin code - 413 001. 02. Offer from firms who are not registered with DMM/SUR, COS/CSTM and other nodal agencies as

decided by Railway Board, Govt. of India and who has not submitted their credential, will not be considered for placement of supply order.

03. Separate quotation in separate envelops against each item must be submitted giving its tender No. Also on the envelope with the opening dates

04. Quotations must be dropped in a tender box of DMM/SUR on or before tender opening date before 11.45 Hrs.

05. Rate must be shown both in figures & words strictly.

06. Scratches/Corrections/if any must be signed.

07. Brand/Make, Part No., Code No., etc. must be quoted in the quotations wherever necessary. Rate should be quoted separately for each brand. Your offer should be strictly as per specification and drawing no (if any). The brand name (if any) of the item to which offer is made should be indicated clearly in the offer.

08. The validity of offer must be at least 30 days.

09. Once quotations accepted & S.O. placed, material must be delivered within stipulated period, otherwise the registration of the firm will be cancelled without any notice.

10. No correspondence will be entertained in regard to the acceptance/rejections of any offer.

11. All powers of cancellations of any quotations/S.O. placed are vested with the DMM/Solapur or his representative without any justification.

12. Advance payment/payment against delivery will not be accepted. Payment term shall be 100% after receipt and acceptance of material.

13. Tenderers must clearly indicate the exact rate/amount of Central Sales Tax (VAT) claimed by them, as applicable in the state of the seller. They should also provide copies of relevant notification/circular indicating the schedule/section and percentage of VAT applicable for the tendered item in the state of the seller, based on which such a rate of CST/VAT has been quoted.

14. The rate/amount of Sales Tax even when included in the rate quoted by a Tenderer must be spelt out separately. Where the rate/amount of Sales Tax/VAT included in the rate is NIL, this should be specifically stated in the offer.

15. Firms are expected to quote free at consignee premises meaning freight charges are to be borne by them. In case firm wishes to claim freight charges, freight element (by Road or Rail) must be indicated separately failing which their offer will be considered as inclusive of freight and no reference in this matter will be entertained.

16. In respect of Road delivery, where the municipal/local authority do not accept octroi duty exemption certificate the Octroi duty should be borne by the seller.

17. Delivery quoted must confirm to the specified delivery in the Tender Schedule & should not be vague like as per your requirement or indefinite like 2 to 12 months. It should clearly mention starting time, quarterly rate of supply & finishing time. OFFERS WITH DELIVERIES NOT AS PER THIS CLAUSE ARE LIKELY TO BE IGNORED.

18. The delivery of the item should be ex-stock or earlier as possible.

19. Material against S.O. must be supplied to consignee as per the terms and conditions mentioned in the Supply Order.

20. Material must be delivered to the consignee before the delivery date of supply order.

21. Railway will recover from the supplier, as agreed, liquidated damages & not by way of penalty, a sum equivalent to 2% (Two percent) of the price of any stores (including elements of taxes, duties, freight, etc.) which the supplier has failed to deliver within the period fixed for delivery in the delayed supplies or as extended for each month or part of a month during which the delivery of such stores may be in arrears where delivery thereof is accepted after expiry of the aforesaid period, subject to a maximum of 10% (Ten percent) value of the delayed supplies. In case of no supply made within DP / extended DP, PO will be cancelled against 10% General Damage and will be recovered from pending bills.

22. Upper limit for recovery of Liquidated Damages in supply contracts will be 10% (Ten percent) of value of delayed supplies irrespective of delays, unless otherwise provided specifically in the contract.

23. Bulletin, Limited and Advertised/Open tender offers received through FAX & found in the tender box at the time of opening of Tenders and complete in all respects and duly signed by the authorized signatory should be treated as in time offer subject to the firm/firms submitting post confirmation copy duly signed by the authorized person as per the tender conditions within ten working days from the date of opening.

24. All other offers received by FAX not covered in Para 23 above shall be treated as invalid. The offers received by FAX as covered in Para 23 above shall be deemed as unresponsive in case the confirmation copy is not received within the time stipulated in Para 23 above.

25. No purchase order shall be issued against the FAX offers without receipt of the confirmation copy of the same.

26. It shall be the sole responsibility of the tenderers to ensure that the offers submitted by FAX are dropped in appropriate tender box in sealed cover/covers and within the prescribed time and date. The Railways shall not be responsible in any way for any delay in dropping the FAX offers in the appropriate tender box.

27. Firm to provide their VAT/TIN/Sales Tax registration number on quotation either by putting rubber stamp or printed.

28. Tenderers must clearly indicate the exact rate/amount of Sales Tax (VAT) claimed by them, as may be applicable. They should also indicate the section of Maharashtra Value Added Tax Act, 2002, based on which such a rate of VAT has been quoted.

29. If, any ambiguity is left by the Tenderer in the matter of clearly indicating the chargeable S.T./VAT the purchaser shall evaluate the offers by taking into account the highest rate of S.T./VAT as known to the purchaser as applicable for determining the inters ranking of the offers. The purchaser’s decision in this regard will be final and no claim regarding applicability of S.T./VAT or otherwise will be entertained after opening of the Tender. The purchasers will, however, still reserve the right not to pay any S.T/VAT not specifically claimed/indicated clearly or unambiguously by the Tenderers.

PARTICIPATION IN E-TENDERS OF DMM OFFICE, SOLAPUR

“E-Procurement System” has been launched on Central Railway & e-tendering will be shortly launched at Solapur Division. Procurement of all items in DMM office, Solapur will be done by e-tendering in phased manner. In order to participate in tendering process of this Railway, possession of “Digital Signature” is mandatory. All the vendors are therefore requested to purchase Class III digital signature from any of the approved digital signature providers (visit www.cca.gov.in for further information on Authorized Digital Signature providers). Please note that in future vendors may not be able to participate in any of the tendering process in absence of the Digital signature. Vendors can derive several benefits from e-procurement viz. loading of documents from their office/residence, instant viewing of tabulation statement on opening of tenders, transparency, saving time, money and manpower which will otherwise be needed for sending the physical tender documents.

Vendors who already have a valid “Digital Signature Certificate” and are participating in E-Tendering on any of the Railways or production units will be able to use the same for participation in E-Tenders of Central Railway DMM office, Solapur.
