highlights froM bishoP bickerton’s serMon, “take heart”Began with prayer. Importance of “heart” – image is used to sell many things by advertisers. World is asking, “How is it with your heart?” Yet, many of us are suffering from heart disease – heart aches, something happens in this world that pierces our souls or discourages us. “How is it with your soul?” is the question for us today. Paul lived in a world where everything was working against him.

Yet the passage from II Corinthians shows us the importance of not losing heart. With much going on around us, there is more tearing down than building up. Bishop has been looking forward to seeing us all because we need to build each other up. He reiterated the importance of seeing God’s Holy Spirit in this place because wherever we are, God is. This is God’s place. Yet, in this world as he looks around, there is a weariness in his soul. The strife that surrounds us is insidious. There is fear, which is generated by lack of trust. We have created an environment where we don’t trust anyone. It’s not who you know, but what you think you know about that person. That doesn’t even begin to address the issues about ourselves. If we don’t like ourselves then we won’t like others. Paul has an answer that might be helpful to us, faith in Jesus Christ. Wesley also had the answer of faith in Jesus Christ that changed his life. If Paul had only focused on externals, he would have lost heart. If Wesley only focused on his failed mission to Georgia, he would have been stuck. Their inner worlds, their hearts were filled with the presence of God, which was different than the outer world around them. This is Bishop’s 14th Annual Conference and he is sad that his parents not be able to attend conference. They always attended the conference and thanked the conference for welcoming his son and family. When last year, Bishop’s father, Jim fell and broke three vertebrae, they weren’t sure if he would make it. As Bishop was visiting his father, his father’s pastor, (also named Jim) came to visit his father. At this time, he had not been able to talk and when they held hands and were ready to pray, Jim, (Bishop’s father) started praying clearly and vividly. There is nothing that God cannot give us strength to do. His inward heart was well. The outward situation was different but he was renewed in his soul. Do we feel today that we have nothing to show for our efforts? Paul said that we will reap at God’s harvest time. Take time, for Christ endured such hostility so that we may never grow weary and lose heart. We, at NYAC have come to find joy and hope that can only be found in the power of God’s Spirit. In the midst of sinful persecution of others, Paul said, you belong here, In the name of Jesus Christ. Not because of what you have done but because you belong deep to the heart of God. Are we willing to open our hearts to the presence of God? Our hearts can be restored, healed by God. God is in charge and it can and will be well with our souls. May it be so. Amen.“His eye is on the Sparrow” chorus sung in closing. Amen. Hymn of Response was “In the Midst of New Dimensions”

Visual reflection

Fifty years ago, when the United Methodist Church emerged from the fusion of the Methodist Church and the Evangelical United Brethren, the Central Jurisdiction of the Methodist Episcopal Church was dissolved. Left behind in an era of segregation, people of African descent still faced struggles and challenges. They participated in a denomination which claimed them as members of the body of Christ but nevertheless dis not embrace them as full sisters and brothers. Voices of the Methodist Central Jurisdiction video was shown. The Central Jurisdiction was a racially segregated body of the Methodist Church from 1939-1968. In both archived and current interviews, former members of the jurisdiction discuss its history.

Bishop shared that at the 2016 General Conference there was a Proposed Constitutional Amendment I. It was overwhelmingly approved. However, the text of this amendment as distributed to the annual conferences in 2016 was found to be in error. And so, the corrected text is now presented to the annual conferences for vote. Ballots were given out and collected. There will be no report of results by NYAC. These go directly to General Conference.

highlights froM roena littlejohn’s lay leaDer rePort Roena began with chorus of “And Are We Yet Alive.” She reminded us of Bishop’s enthusiastic 2017 address. All are called to ministry. Lay persons are called by God and are to be advocates of the Gospel of Jesus Christ. She recalled Bishop’s remarks at Laity Conference - encouraging each laity to consider why they exist, their purpose; different pathways to ministry. She wondered, how often do we settle for rote behaviors instead of taking each opportunity before us. She remembered that there was a mandate to “Go and make disciples” in the sermons that were preached in recent conferences. Discipleship requires making a commitment to bring the good news of Jesus to wherever people are. Events Roena recalled - Laity Convocation was a time of blessing. Pilgrimage to Korea was also an amazing experience. Spiritual awakening was seen through the focus on intentional prayer. Bishop’s Rally with Confirmation youth was also a great time of worship. Metropolitan District hosted the UMW Annual Meeting and Roena appreciated the work of the UMW. Roena also appreciated the gathering in celebration of Rev. Alpher Sylvester’s appointment as D.S. to CT District. It was a full house.

Bishop Thomas J. BickertonBishop shared the history of Lewis and Clark expedition, which teaches us truths for us as a church: 1. Way in front of them was nothing like the way behind them 2. Motive the team to move forward they had to build trust 3. Only way to lead was to adapt 4. Build relationships 5. They had to change. The book is “Canoeing the Mountains” – Ted Bolsinger.Bishop will use these five things as a platform for the state of the church address. churches in his experience: 1. Church is doing the same things the same way they have doing - OR - 2. Church is pushing the envelope and trying new things. Bishop gave the analogy that we’ve been paddling the canoe for years but the mountains are in front of us. It’s time to climb them.We have to help lead leaders who lead. No one will follow you OFF the map unless they can trust you ON the map. Competency is the key. He has found biblical illiteracy.• Caring for Souls and Communities. Creating a family environment is important. • Teams and Tasks• Striving to be the best we can be• Spiritual leadership and deep trust The next 8-10 months will be uncharted territory but if we can do it together, it will be good. In unchartered territory, adaption is everything. We have to learn to adapt to our context. Understanding your region and your people. There are no “Cookie Cutter” answers. Either we adapt….Or dieTechnology can help or fix thing, but it cannot change. Ted Bolsinger says, “The ability to innovate, to be creative to new…Margaret Wheatley, “It is possible to prepare for the future without knowing what it will be. The primary way to prepare for the unknown is to attend to the quality of relationships to how well we know and trust one another.” To navigate the high mountains of change, we have to choose to walk together. Know and listen to one another. Use our voice/influence with one another. • We need women in ministry; equality• We need to claim racism is wrong• We need to welcome immigrants here• We need to advocate for one anotherEven though Bishop does not advocate for any petition, he thanked the following for standing up for immigrants. First and Summerfield UMC – thank you very much. Church of St. Paul and St. Andrew UMC – thank you very muchBolsinger notes that you haven’t made it until you survive the sabotage. Surviving the Sabotage: 1. Let LOVE be your DEFAULT. In the upcoming year, lay and clergy will engage in ministry. You will disappoint one another, make mistakes but remember that all are trying the best they can. They love God. Love them please. 2. Look for the GOOD. All of us will make a mistake in judgment and struggle at times, but we are brothers and sisters in Christ. Love them please. 3. Reflect CHRIST more than the CULTURE. 4. RESIST the temptation. 5. Be quick to FORGIVE.If transformation is to really happen, the leader is changed. We need to be tender and humble with one another. Bishop shared his story as a youth – he was short and fat and was bullied. In school, it was bad where his sense of self-worth was eroded every day and the threat of harm was constant. As a youth he found hope and love in the church. At church camp, he found a place and people that transformed his life.OUR GOAL: Transform ourselves and the world into the image of Jesus Christ. When in doubt…Come to the font. Let us remember the waters of our font, which tell us “You matter to me.” Amen.

Bishop noted that last night’s votes on ubiQus were invalid because the rules were not followed. He reminded us that we to remember some rules about voting: Clergy can vote only for Clergy and Laity can only vote for Laity. There were many discrepancies where people voted for the same person more than once. There were also people who were nominated that were not eligible; local pastors, probationers, etc.We did a trial with voting on our favorite colors. Bishop dismissed us for 15 minute break.

serMon: “when hoPe anD history rhyMe?”Bishop Sally Dyck, Northern Illinois Annual ConferenceRev. Sally Dyck reminded us of the Romans text – Nothing can separate us from the love of God. God did not make anything unclean. When hope and history rhyme – despite of all the injustice in our world – a moment, if not a whole title wave of justice. Koinonia – the word of the week! National spelling bee champion had to speak Koinonia. Koinonia – communion with one another, a true sharing in community. God doesn’t make anything unclean. Paul trying to work out his understanding of grace and love. Nothing can separate you and me, nothing between my soul and yours. Except that so many things separate us and so we keep coming back. Bishop Estelle Sterling was going to share her experience of the Central Jurisdiction. And since Bishop Sally is white, her experience is a little different. She met Rev. Riley and Mrs. Riley, who were retired but had experience in the Central Jurisdiction. When Rev. Riley became sick, Bishop Dyck used to visit them and had many conversations with Mrs. Riley. Rev. Riley was outspoken and told of an Annual Conference where the fact was that his church gave apportionments for camp but his church’s kids were not given the opportunity to go to camp. Immediately he was moved and sent

to “Samaria,” according to Rev. Riley. They packed up and he had to stop his Ph.D. studies. But he was not bitter.Nothing can separate us from the love of God except our own sinfulness. Let us provide the tidal wave of justice where hope and history rhyme. But, so much separates us – we lament and repent – keep coming back for services of remembrance and reconciliation. The people that we remember – are people who have worked for mercy, love and grace. They were in the rooms where it was happening – where the seeds were sown. It’s in the car with your kids – were the conversation happens of love for all or walking with your friend. Nothing can separate us from the love of God, through Christ Jesus, but our sin. Let us continue where hope and history rhyme.

introDuction to litany of reMeMbrance for the central jurisDiction of the uniteD MethoDist church Fifty years ago, when the United Methodist Church emerged from the fusion of the Methodist Church and the Evangelical United brethren, the Central Jurisdiction of the Methodist Episcopal Church was dissolved. Left behind in an era of segregation, people of African descent still faced struggles and challenges. They participated in a denomination which claimed them as members of the body of Christ, but nevertheless did not embrace them as full sisters and brothers. However, these struggles and challenges are important reminders of the mountains we have removed and the rivers we have crossed on the journey to full acceptance by the variety of people demonstrated in God’s creation. We should not forget these challenges and struggles, lest at our own peril, we repeat them, and suffer yet again. This introduction was followed by a Litany of Remembrance for the Central Jurisdiction of the United Methodist Church.HYMN – “For All the Saints”

rePort of the cabinet

Rev. Denise Smartt SearsReport started with a video clip, “We are on a journey.” Rev. Sears said this year, Bishop Bickerton led us out of the conference center and they spent time worshiping, eating, meeting, eating in different districts. We are learning best practices and growing as a team. We are gaining a heart for all of the NYAC. We are breaking ground. We are always leaning in – seeking ways to care for those God has put before us. Even the church struggles with our use of words when we disagree. Still, we cannot see all of God’s children as worthy. Everything is possible when we allow God to lead the way. We are on our way – sanctuary churches, abundant health initiatives, LEGS (Laity Excellence Groups) and PEGS (Pastor Excellence Groups), 40 days of prayer, church assessment tools, creating new spaces, creating new congregations, new initiative on Spanish speaking ministries and more.

History reminds us that life can be a struggle and, “when the storms of life are raging, stand by me” we can trust Christ is with us, as written by Charles Tinley. He was born free but worked alongside slaves. His message transformed evil into new life with Christ. When we all allow Christ to lead us, life is better. The members of the Cabinet have one yearning, which is to be a full expression of Christ alive in the world. When we come to the table, we are one. We want to be adaptive leaders, creating safe places, sanctuary churches where undocumented can find a safe place… reaching beyond our church walls to reach people. Rev. Robert Hewitt gave witness to the power of Holy Spirit. In 1994, Pine Bush was ready to close and had enough money to buy nails to close the doors. Instead they prayed for a revival.Rev. Cathy Gilliard spoke about Park Ave UMC. The work of the Holy Spirit is active and moving the church to reach people. In their efforts to reach people outside their doors, in their community, they are launching ministries to reach the quiet, the introverted, the least picked.Rev. Carlos Figueroa spoke about Puerto Rican mission trip. He highlighted his encounter with 70-year-old Dennis, who they went to help. Dennis ministered to them by feeding them, caring for them even as Rev. Carlos went to help them recover from Hurricane Maria.Rev. Denise Smartt Sears invited us to stand and link arms as we sang Charles Tindley’s, “Stand By Me.”

Presentation of license to local Pastors

Rev. Eileen DauntA licensed local pastor is one who has answered the call to serve the mission of Jesus Christ through the work of a local congregation in The United Methodist Church. Local pastors are clergy members of the annual conference in which they are appointed. A licensed local pastor is not ordained in The United Methodist Church but is licensed for pastoral ministry. A local pastor has the authority of a pastor only within the setting and during the time of the appointment. In this setting and for that time, a local pastor performs all the duties of a pastor, including proclamation of the Word of God, leading in worship and liturgy, performing the sacraments of baptism and holy communion, the services of marriage (where states allow), burial, confirmation, and membership reception. serMon, grit & grace Bishop Sally DyckSermon Notes: Grit – the persistence to peruse your purpose and goals despite your obstacles. You have full-filled educational requirements and gone before DCOM and BOOM and written papers, background check and finance checks, theology checked – you come for reediness for ministry. The minute you are assigned – immediately your capacity is tested for grit. You come here for the love of Jesus Christ – the most important document that you have is your baptismal papers. Many things will happen to you, reminders of Paul in the scripture lesson. Paul made it through – because the church was in his heart. Studies also show that clergy have good emotions – come by the way of, but not limited to, prayer, authentic relationships, Sabbath. It’s not up to clergy to take care of clergy, but the local church – is a place where they will experience the negative things, but also the positive things. Does the local church have authentic social interactions, are they having fun, - or is it all negative, what’s the environment. Will you love it all? There will be weeks that Sunday comes relentlessly. Will you love the good and the bad? In those hard moments of the grit – grace shines through. There’s a beauty in the grace – so cherish the grace in the moment. Grace will shine through in the grittiest of times. Look for it – because it might come from your biggest nemesis. from information put out for the 2019 Special General Conference noting that a $200 to $300 fee will be asked for those who are reserve and visiting the GC. Are there monies available for those who might want to attend the special session of G.C.? Bishop said that according to ¶206.10, the only declaratory decision that the annual conference can address is one that pertains to our conference. Bishop indicated that there is money in the 2019 budget for delegates and reserve. Ross Williams reported that CGFA to cover cost of delegates and NYAC to cover laity reserve delegates and clergy reserve delegates. Bishop reported there is a pool of money being created for those who are interested in visiting the General Conference session. Dr. Dorothee Benz spoke against the fees as they prevent people who are not able to afford the fees to attend the General Conference. Bishop ruled that the request is out of order. Bishop did note that he would consider a motion that expressed concern of the fees that will be charged to be sent to the Council of Bishops and Judicial Council. However, a request for a declaratory decision is not in order. Fred Brewington asked if those who spoke against the fees would meet with himself and Beth Capen regarding the issue so that they can prepare an appropriate motion. Rev. Linda Wiley asked if people can donate monies for those who want to attend the special session.Dorothee Benz presented the following motion: In light of the economic effect of the registration fees and the imperative to get as many people as possible to attend the special GC Council, NYAC council of bishop and judicial council, we recommend that a $1 contribution from every member of the larger United Methodist church be collected to offset the fees. John Blossom spoke in support of the motion but noted that in some parts of Africa, and other countries, an assessment of $1 is a lot to ask. Rev. Steve Knutsen asked if he did not pay that $1, would he be kicked out of the conference? Bishop noted that this is not a binding motion, but the spirit is to urge us to be mindful of the cost.Bishop said yes, this would be in order and would be happy to consider it.Rev. Alex da Silva Souto offered a friendly amendment for United States to offer radical hospitality to other countries so that other visitors to come to GC. Rev. Bill Pfohl asked how much would we save at GC by not using the voting devices.Rev. Marva Usher-Kerr asked if we are finished with the legislative section? Bishop said that there is a motion on the floor and so we are going to finish that first.Bishop Bickerton and Dorothee Benz agreed that there would be a petition written and submitted to Special General Conference addressing this issue. Friendly amendment withdrawn. In the meantime Bishop Bickerton approved the taking of a $1 per person offering to be available for non-elected delegates. Motion for the preparing of petition and offering was approved.Rev. Usher-Kerr noted that this one of the first times the legislative section was done very quickly.Bishop asked for vote on the approval to submit the petition. Dale Ashby presented the following candidates: for ordination as an Elder – Melissa Hinnen, Steve Youngdong Kim and Sharon Petgrave-Cundy and for recognition as an Elder in full connection in the NYAC – Jongbum Lee.Bishop Bickerton recognized that these persons have been led by God for set apart ministry in Chris’s Holy Church. Those authorized have discerned that they are ready for this ordination and recognition.

the general exaMination

The Wesleyan Historical Questions and General ExaminationBishop Bickerton asks the candidates the series of Wesleyan question and a series of general questions. Did they understand what they were expected to know and to do as members of the United Methodist Church. Did they understand that they were not set apart; they were called to serve and profess the Christian faith.Music Ministry – “Preaching the Cross,” composed by Young Hoon Jun, a beautiful piece sung by a diverse group of children. The Scripture readings were Ephesians 3:14-21 and Mark 3:20-35

Sermon – “The Four B’s of Transformation”Bishop Thomas J. BickertonSummary: Some of you know I love statistics – I’m a golfer and I like to keep statistics on how I play. As a pastor I was a weekly stat guy. Wanted to track down my weekly attendance and the participation level of my members. I set pretty high personal goals to push myself to higher goals. In my life I am either highly pleased or disappointed. Recently the statistics here have been revealing. These statistics have given us a picture. Did you know a survey conducted years ago that many people recognized the arches as McDonalds but only 54% recognized the cross as the symbol of the cross as Christianity. Is this what the world has come to, that the arches would be recognized more than the cross? Church attendance is at an all-time low in this country. Our UMC has lost a 1000 members a year since 1968. Nearly 60,000 people in church today will make a decisions to never go back or have a drop in their attendance. People say the church is unfriendly, or they have something else to do or they have found something more important to replace church. Pastors, I don’t think you were made for the past of church “highs,” but made for 2018 for this moment in time. Going back…Get over it! The churches questions should be What is coming to the world, not what is the world coming to… The answer you! You are coming to the world – confirmation students and Ordinands. Confirmands and Ordinands – The questions is what’s coming to the world… Question to Confirmands – what is it that you want from the church, from these pastors so when you come out of church you have the things you need. What do you need in church, worship or Sunday School? On the other hand there are these Ordinands – What should the church bring to you? What are the struggles that you worry about and what are the things we should be praying about? How should you be leading us into the future? If you were to say something to us, what would you say? What are the possibilities? Interviewed someone from the emerging generation – it’s

not that we don’t believe in God anymore – it’s that we don’t believe in the church. What should the church be saying to the world? We need to tell the world about love and grace and that people are loved and needed. We need to not be afraid to use the praise Jesus Christ – we should be calling people to Jesus Christ. We should be quoting John 10:10 – Jesus came that they may have life. There is this awesome feeling called joy – we need to tell the world! We need to share that joy with the world! Are you afraid of what a true spiritual revival might do to us? What must we do? We need to employ the four B’s of transformation:Break – Break out of our apathy and not settle for it on Sunday. Break out of our judgments – let love flow – break out of our holier than thou attitudes. Start in this very room in this very moment. How can we transform the world if our hearts are not transformed? How can we transform the world if our commitment is so weak? Let’s hear the Gospel of Jesus Christ not the gospel of ….Build – Build relationships. Not only to build with people who look like us, but people period. People in this room and in this world. Search for the ways that God is at work in this world and learn from the inspiration of others. If we are to reach those in this land, we have to learn to speak their language. Bring – When was the last time you brought someone to church with you? Do you believe enough in the same God that saved you – that you would bring someone to church with you for the same saving love. What is the church bringing to people? God is not boring – worshiping God when filled with spirit is not boring. Confirmands what do you need to make it not boring - what are you hoping for in this church. We have to bring our full selves to this work. Bringing is life giving. Bridge – Bridge the gap in the opposites of Christ, theology, homeless and well houses, obese and anorexic, gay and straight, male and female, black and white, young and old. If no one else does that we have to bridge the world between Christian and non-Christian. Be aggressive to build bridges to the world. And then Believe – If we are going to transform this world we have to believe. Ephesians 3:21, second favorite verse. Miracles continue in our world. When my soul gets discouraged – when I know I am unlovable – I feel the love of God deep in my soul – I cry out I believe! Jesus calls us to believe in God, trust in God and do our best to love one another. We will break walls, build relationships, bring others to the saving powers of Jesus and bridge the gaps and believe that Jesus Christ loves us. NYAC break down the walls; NYAC Build relationships; NYAC bring someone on the journey; NYAC God will see us through, and love one another deeply. Amen.Anthem – “Order My Steps” by G. Burleigh performed by Conference Mass Choir
