I. Objective/purpose of the Public Authority Mission / Vision statement of the public authority

To plan and promote programmes for production, processing, marketing, storage, export & import of agricultural produce, food stuff, industrial goods, live stock, certain other notified commodities and services on cooperative principles and for matters connected therewith or incidental thereto.

Brief history of the public authorityAll-India Rural Credit Survey Committee constituted by Government of India, which submitted its report in 1954, recommended that the Government of India should set up a statutory Corporation with a mandate to spearhead development of rural economic activities, other than rural credit, in the cooperative sector. Thus, the National Cooperative Development and Warehousing Board (NCDWB) came into being in 1956. In 1963, the Warehousing activity was separated and on 14th March, 1963 National Cooperative Development Corporation (NCDC) was established as a nodal organization for meeting the post harvest requirements of farmers through cooperative societies.

Duties of the public authority.To plan, promote and finance programmes of activities on cooperative principles as enshrined in the NCDC Act.

Main activities/functions of the public authority The functions of the Corporation shall be to plan, promote and finance programmes, through cooperative societies, for :-(a) the production, processing, marketing, storage, export and import of

agricultural produce, foodstuffs, poultry feed and notified commodities;

(b) the collection, processing, marketing, storage and export of minor forest produce; and

(c) development of notified services.

List of services being provided by the public authority with a brief write up on them.The services provided are as under: -(a) advance loans or grant subsidies to State Governments for financing

cooperative societies for implementing programmes of cooperative development;

(b) provide funds to State Governments for financing cooperative societies for the purchase of agricultural produce, foodstuffs, livestock, poultry feed, industrial goods, notified commodities and notified services on behalf of the Central Government;

(c) plan and promote programmes through cooperative societies for the supply of seeds, manures, fertilizers, agricultural implements and other articles for the development of agricultural produce.

(d) provide loans and grants directly to the national level cooperative societies and other cooperative societies having objects extended beyond one State;

(e) provide loans to cooperative societies on the guarantee of State Governments or in the case of cooperative societies in the Union Territories, on the guarantee of Central Government;

“Provided that no such guarantee shall be required in cases in which security to the satisfaction of the Corporation is furnished by the borrowing cooperative society”.

(f) participate in the share capital of the national level cooperative societies and other cooperative societies having objects extending beyond one State.

Expectation of the public authority from the public for enhancing its effectiveness and efficiency.The NCDC’s financial assistance is meant to help cooperatives for creation of common facilities and other income generating assets as also to equip cooperatives with equity, margin money for raising working capital and providing working capital finance. The benefits out of such assistance are expected to flow ultimately to the individual members, small and marginal farmers for enhancing their income / livelihood.

Arrangements and methods made for seeking public participation / contribution.Circulating NCDC’s schemes to all State Governments (Cooperation and other functional Departments), Offices of Registrar of Cooperative Societies, cooperators & other activists for wide publicity to cooperatives registered in their respective states. In case of National / State Level Apex Societies circulars are sent directly for availing NCDC’s assistanceOrganize Seminars and Meetings for sensitizing and promotion of the activities by cooperatives.

Mechanism available for monitoring the service delivery and public grievance resolution.Monitoring & evaluation of on-going schemes & projects for ensuring timely service delivery. Grievances of beneficiaries if any, are taken up at appropriate levels in the State Governments / Management of concerned cooperative society.

(along with connections thereof) and computers.

 Purchase of fuel efficient car up to a ceiling of Rs.7.50 lakhs against replacement of old car.

 Stationery and printing of stationery, publication of books and publicity material etc.

 Purchase of books and periodicals. Entertainment charges. Advertising charges. Power to write-off losses – (a) irrecoverable

losses not due to theft, fraud or negligence – Up to Rs.10,000/-; (b) irrecoverable losses – Up to Rs.5,000/-; and (c) other cases, in consultation with Financial Adviser in respect of a) and b) also).

 To declare stores (including items of dead stock) to be obsolete, surplus or unserviceable and to order their disposal by auction.

 Purchase Air Coolers. Assistance to Staff Club / Canteen.

  Managing Director is the Chief Executive

Officer of the Corporation and is responsible for the overall functioning of the organization.

Managing Director also functions as a member of the General Council and Board of Management of the Corporation.

IX. What is the procedure followed to take a decision for various matters? (A reference to Secretariat Manual and rule of Business Manual, and other Rules / regulations etc can be made).

1) All powers related to Corporation’s functions are vested in the Board of Management. However for speedy and smooth execution of various functions, Board has delegated powers to Managing Director and Vice Chairman, Board of Management.

2) Decisions with regard to sanction / release of assistance to State Governments and / or cooperative societies are taken in terms of the provisions stipulated under the approved programmes / schemes and schematic pattern of assistance with reference to delegation of powers. Major steps in decision making are as under:

Scrutiny of loan application;

Completion of application by seeking more information / documents;

Desk appraisal and / or field appraisal;

Consideration by respective Screening committee;

Approval of competent authority in terms of delegation of powers.

Issuance of sanction order and completion of other formalities; and

Disbursement in terms of the conditions laid down in sanction order.

3). Any proposal for amendment in NCDC Act, and notification of amendments, additional commodities / services etc. is placed before the Board of Management for its approval and then the Government of India is moved for further necessary action.

X. What are the documented procedures / laid down procedures / Defined Criteria / Rules to arrive at a particular decision matters? What are different levels through which a decision process moves?

NCDC assistance is not individual beneficiary oriented but is meant for development of Cooperatives. In this regard, NCDC supplements the efforts of State Governments.   Financial assistance is sanctioned either through State Governments or directly to cooperatives.  Process for decision making is given below: 1. Proposals funded through State Governments    On receipt of proposal from State Government on the prescribed loan application form, NCDC

undertakes desk or field appraisal as deemed necessary.   Proposals with block cost up to Rs.50.00 lakh are sanctioned by respective Regional Directors in

consultation with Regional Screening Committee.  RDs are also empowered to consider escalation up to 20% of original sanction except subsidy from Corporation’s resources.

   Proposals for NCDC’s assistance up to Rs.1.00 crore are considered by Divisional Heads in

consultation with respective Divisional Screening Committees.   These Committees are also empowered to consider escalation up to 20% of original sanction, except subsidy from Corporation resources.

   Proposals for NCDC’s assistance exceeding Rs.1.00 crore are considered by the Internal Screening

Committee under the Chairmanship of the Managing Director.   Managing Director is empowered to sanction proposals / projects with NCDC’s assistance not

exceeding Rs.5.00 crore for projects and Rs.50 crore (subject to ratification by BOM ) in case working capital loan.  He is also authorized to approve escalation up to 20%.

   Proposals, where NCDC’s assistance exceeds Rs.5.00 crore, are placed before BOM for approval after

clearance by the Internal Screening Committee.   Funds are released as per the terms and conditions of the sanction. 2.           Integrated Cooperative Development Projects (ICDP)  State Governments recommend the names of the districts to be covered under the ICDP Scheme.  Thereafter, a detailed project report (DPR) is got prepared by multi disciplinary group of experts or by an

outside consultancy organization identified for the purpose by the State Govt.

 After examination of the DPR, on-the-spot appraisal is carried out by a team of NCDC officers.  The proposal is placed before Internal Screening Committee for consideration.   After clearance of the

Internal Screening Committee, the proposal is submitted to the Chairman, Board of Management (BOM) for approval.

 3.           Direct Funding to Cooperatives  Proposals for availing financial assistance are submitted by cooperatives directly to NCDC in prescribed

loan application form.    The proposals are first examined in the concerned Division to ascertain whether these meet the eligibility

criteria for direct funding.  Thereafter, the proposals are placed before the Pre-Screening Committee, which determines suitability of

the proposals for direct funding and if so, whether detailed appraisal of the project is required to be taken up.

  After clearance of the Pre-Screening Committee, field appraisal is undertaken by a team constituted by the

Managing Director.  Proposals with a block cost up to Rs.40.00 lakh and escalation up to 20% of original sanction, except

subsidy from Corporation resources, are considered by Regional Screening Committee and submitted to concerned Division at the Head Office for approval as per laid down procedure.

  Proposals with NCDC’s assistance up to Rs.1.00 crore and escalation up to 20% of original sanction,

except subsidy from Corporation resources, are considered by respective Divisional Screening Committee at the Head Office for approval.

  Proposals, where NCDC’s assistance exceeds Rs.1.00 crore, are placed before Internal Screening

Committee chaired by the Managing Director.  Managing Director, in consultation with the Internal Screening Committee, is empowered to sanction

proposals, where NCDC’s assistance does not exceed Rs.5.00 crore and escalation up to 20% for project loans.

  Proposals, where NCDC’s assistance exceeds Rs.5.00 crore in case of term loan of Rs.50 crore in

case of working capital loan , are placed before BOM for its approval based on recommendations of the Internal Screening Committee.  In case of any relaxation in eligibility criteria, matter is placed before BOM for consideration / approval irrespective of the quantum of assistance involved.

  Funds are released as per the terms and conditions of sanction letter.

Note : All major decisions and approvals internally given are reported to Board of Management and General Council in their ensuing meetings.

XI What are the arrangements to communicate the decision to the public?

Decisions are communicated to the concerned State Governments, participating cooperative agencies and beneficiary cooperative societies respectively through suitable mode

In the process of decision making, opinions of Divisional Screening Committees, Divisional Heads, Regional Directors and Internal Screening Committees are taken into consideration.

Q4.        What is the Management and Administrative Structure of NCDC?A4.      The Management of NCDC vests in the General Council of 51 members and Board

of Management of 12 members. The term of General Council and Board is for 3 years and the same is reconstituted by Central Government every three years. The Union Minister of Agriculture is the President of the General Council and the Secretary (Agriculture & Cooperation) Government of India is the Chairman of the Board of Management. The main responsibility of General Council is to lay down policy frame work, approve Programme of Activities and Annual Report of NCDC. The main responsibility of Board of Management is to implement the policies and guidelines of General Council. The Managing Director is the Chief Executive of the Corporation for implementation of programmes assisted by officers in various disciplines.

NCDC functions through its Head Office at New Delhi and Regional Offices located at Bangalore, Bhopal, Bhubaneswar, Chandigarh, Chennai, Dehradun, Guwahati, Gandhinagar, Hyderabad, Jaipur, Kolkata, Lucknow, Pune, Patna, Shimla and Thiruvananthapuram.
