‘A Day at the Indiana Statehouse’
IHIMA hosted ‘A Day at the Indiana Statehouse’ on Wednesday, March 13, 2019. The day
started with Julie Halbig, Vice President, Legislative Relations at Indiana Hospital
Association (IHA), presenting an ‘Update on the 2019 Legislative Session’. Julie
highlighted how the Indiana General Assembly changed with the results of last year’s
election – Republicans have the super majority in both the House and the Senate, there
were a total of sixteen (16) retirements, and because of the election results, there are more
women in office. This year’s legislative session is in a ‘long’ session (1/3/19 – 4/29/19)
because of being a budget year. There were 1,348 bills introduced this session with only 201
House bills and 218 Senate bills still alive. Julie highlighted a few of these bills, i.e., price
transparency, hospital licensure, INSPECT, Medicaid prior authorization, etc.
The IHIMA Legislative Committee, Bonnie Aspaizu, JD, RHIA and Julie Stiers, MBA,
RHIA, presented ‘Why is Advocacy Important?’. What is advocacy, how do we advocate,
and why do we advocate were reviewed. The group discussed what HIM issues to talk
about with our state legislators. Each attendee also received a packet with information to
help facilitate conversations with the legislators, i.e., medical records charging law, HIM in
Advocacy, the HIM Profession, about IHIMA, about AHIMA, etc.
The group had the opportunity to talk to several legislators over lunch at the Indiana
Statehouse. Lastly, the group toured the Statehouse and learned about the rich history of
our state legislative system.

IHIMA Student Liaison Update By Justin Carter, IHIMA Student Liaison Hopefully this article finds everyone doing well and gearing up for the end of the semester.
April is going to be a busy month for the Health Information Professionals in the state of
Indiana. The IHIMA Annual Meeting is right around the corner on the 8th and 9th of April.
This meeting will host a variety of interesting speakers, who will be covering a broad range
of topics ranging from Coding Compliance to Post Traumatic Stress Disorder. The annual
meeting also affords students the opportunity to network with potential employers. These
employers often utilize the annual meeting to recruit for entry level, mid-level, and key
executive positions.
As you already know by the emails we have been sending out over the past month. There
are plenty of volunteer opportunities for students and professionals at the annual meeting.
These volunteer opportunities are a great way for students to network with other
professionals and experts in our field. Volunteer positions that are in need are Registration,
Introducing Speakers, Speaker Liaisons, and Runners. If you have any interest or questions
regarding these positions or the times they are available, please don’t hesitate to reach out to
either Yvonne or myself. We would love to help you find an opportunity that fits your
schedule. If you haven’t already registered to attend the Annual Meeting you are in luck,
because Early Registration is still open and will continue to be open until April 1st, 2019. I
look forward to meeting everyone in person next month.

Delegate’s Report By Renee Meunier, RHIA, CHP, IHIMA Delegate On March 13, 2019, AHIMA presented a House Forum titled HIM Areas of Expertise
Vulnerable to Artificial Intelligence (AI)/Machine Learning (ML). Speakers were selected to
speak and explain the differences between AI/ML , the challenges/vulnerabilities, when and
where to say no to AI/ML, and how this may affect HIM areas of expertise. (Most of us are
familiar with CAC - Computer assisted coding as a form of AI.) Artificial Intelligence is
defined as, “Enabling computer systems to perform tasks that ordinarily require human
intelligence.” Machine learning is defined as “Using computer algorithms to uncover insights,
determine relationships, and make predictions about future outcomes.” Some main, repetitive
HIM functions could be susceptible to automation. The speakers were optimistic that when
there are processes that are automated, technology creates more jobs in other areas. If you
wish to receive further information about AI/ML, please contact
The CSA delegates also updated the AHIMA Code of Ethics. Some delegates provided
recommended changes during the voting period versus the discussion period. Due to this, the
House brought these recommended changes back to the Professional Ethics Committee (PEC)
for consideration. The PEC reviewed and approved additional changes. These changes are
being provided to the House for another review and vote.
According to the AHIMA bylaws, a thirty (30) day notice is required for action items. The
comment review and discussion period will be Monday, March 18, 2019, through Friday, April
19, 2019. Delegates will need to review the two proposed documents (Code of Ethics
Guidelines and the Code of Ethics Principles) during this comment period. The documents are
posted in the State Leaders and House of Delegates (SLH) Engage Community in the library
folder; 3.15.19 Code of Ethics Revision. Discussion on this action item will be held in the SLH,
under the topic 3.15.19 Code of Ethics Revision discussion closes 4.19.19 from now through
Friday, April 19, 2019.
The scheduled electronic vote will be Monday, April 22, 2019, 8 a.m. CT until Monday, April
29, 2019, 5 p.m. CT (1 week).
Additional information on either of these topics can be found in the State Leaders and House of
Delegates Engage Community.

Coding Corner - Surgical Site Infection Coding Update
According to the Agency for Healthcare Research and Quality (AHRQ), more than 10 million patients undergo surgical
procedures as inpatients each year, accounting for over 25 percent of all hospital stays. The most common types of
inpatient surgical procedures include cesarean section, hip and knee replacement, hip fracture repair, spinal fusion,
laminectomy, cholecystectomy, and colorectal resections.
Surgical site infection (SSI) is defined by the Centers for Disease Control and Prevention (CDC) as infection related to an
operative procedure that occurs at or near the surgical incision within 30 days of the procedure, or within 90 days if
prosthetic material is implanted at surgery. This is among the most common preventable complications after surgery. SSIs
occur in two to four percent of all patients undergoing inpatient surgical procedures. Although most infections are
treatable, SSIs remain a significant cause of morbidity and mortality after surgery. They are the leading cause of
readmissions to the hospital following surgery, and approximately three percent of patients who contract an SSI will die.
