Issues in the present system

Crop Insurance

• Difficult to find out whether all loanee farmers have been covered under crop insurance.

• Farmer taking crop insurance multiple times for same land

• Government not able to know farmers who are not getting covered under crop insurance

• Delayed transfer of funds by banks to insurance companies may result in loss of cover for farmer

Crop Cutting Experiment

• Fully Opaque system

• Difficult to manage about 14000 primary workers

• Handling 89000 Experiments

• Experiment generation is a time consuming task

• Delay in submission of data to Government

• Crop Cutting Experiment data can be manipulated due to

▫ No supervision while crop cutting

• Under WBCIS calculation of payouts based on the weather parameters is a tedious task.

name of farmer

Crop Cutting Experiments

• Connects to Bhoomi data for randomising the survey nos.

• Details of Crop Cutting Experiment captured with in the system▫ District level officers can check the status

• All the details of primary workers are also stored in the database.

• System know the jurisdiction of each and every worker▫ Therefore re assigning of experiments minimised

Claim Settlement System

• CCE done using mobile devices

• The yield data is pushed instantaneously on to the server.

• Insurance Unit (IU) wise data would be populated.

• The software will then automatically calculate the payouts IU wise.

• Connects to weather database of Karnataka StateNatural Disaster Management Centre (KSNDMC)▫ 6000 Rain gauge stations▫ 800 Automated Weather stations

• Payouts are calculated based on the triggersindicated in the term sheets

• After completion of every phase farmer can knowthe payouts

MIS Report Generation

• The reports can be generated on the fly.▫ In the manual system it use to take months for just

compiling the reports

• Reports under Crop Insurance ▫ Farmers covered under district wise, bank branch wise,

crop wise, etc

• Reports under CCE▫ No of CCE scheduled week wise, No of CCE completed

along with yield and GPS.▫ Each Primary worker can be tracked with the help of the

MIS Which was impossible in the manual system

Crop Insurance

• Convincing the Administration in mandating the use of IT system

• Mapping the Gram Panchayat and Revenue Villages.

• Educating the banks in using the software.

• Training the bank officials.▫ 9000 bank branches

• Collection of Brank wise – branch wise Kisan Credit Card details

• On a same survey no multiple crop loans are sanctioned bydifferent banks.

• Co-Operative scale of finance – very less but cover full extentof the survey no.

• Convincing the Co-operative Societies for covering the loaneefarmers▫ Many societies passed resolution not to cover

• The IT system follow the First Come First principle i.e thebank which enters first will be enrolled.▫ Banks are requesting to allow all the loan accounts on the survey

no and based on the loan sanctioned date enrolment should bedone.
