• Directora Técnica de Laboratorio CEAHT (Centro Especializado en Afecciones de Hemostasis y Trombosis) desde 2005.

• Docente en Cátedra de Análisis Clínicos de la Facultad de Química de la Universidad de la República desde 2004.

• Encargada del Curso de Hematología de la Carrera de Bioquímica Clínica de Facultad de Química de Universidad de la República.

El papel de representante de la Federación Regional lo desempeñará en base a

- Interactuar para mantener en óptimas condiciones los vínculos entre COLABIOCLI e IFCC fomentando la interrelación en actividades regionales e internacionales.

Como secretaria del Comité Ejecutivo de COLABIOCLI se mantuvo contacto con los países, por lo cual existe conocimiento de las necesidades académicas y de apoyo.

-Mantener contacto con la Directiva de COLABIOCLI y las distintas filiales en los países de Latinoamérica,

- Acercarse a los países de Latinoamérica que no forman parte de IFCC con el fin de lograr su afiliación, asesorándoles sobre los documentos requeridos para obtenerla .

- Asistir a las reuniones de Consejo Directivo de la IFCC

- Reportar las actividades previo a la Junta de Consejo Directivo de IFCC informando los avances técnicos, científicos y administrativos de COLABIOCLI.

- Participar en las actividades académicas a las cuales sea invitado el consejo directivo de IFCC

- Alentar la formación de jóvenes científicos e invitarlos a participar en la Task Force Young Scientist de la IFCC.

- Monitorear permanentemente el surgimiento de becas o pasantías para los jóvenes profesionales latinoamericanos. - Difundir las actividades de VLP - Informar a los países de COLABIOCLI de los beneficios y de las actividades donde pueden participar en nombre de su sociedad y de la región en IFCC.

• Dr. Ana María Lena is willing to serve during the full three-year term of the IFCC Executive Board, if elected.

• She obtained the degrees of Clinical Biochemistry, Pharmaceutical Chemistry, and postgraduated in "Coagulation Alterations in Diabetic Patients" obtaining the title of Doctor of Chemistry from the Faculty of Chemistry of the República Oriental del Uruguay.

• CEAHT Laboratory Technical Director (Specialized Center for Haemostasis and Thrombosis Disorders) since 2005.

• Professor in Clinical Analysis Chair of the Faculty of Chemistry of the University of the República Oriental del Uruguay since 2004.

• Responsible for the Hematology Course of the Clinical Biochemistry Degree at the Faculty of Chemistry of the University of the República Oriental del Uruguay .

• Professor at Universidad Católica –Faculty of Odontology. Chair of Biochemistry, between 2001 – 2002

• Head of the Hematology Service of the Military Hospital Laboratory from 1997 to 2011.

The role of representative of the Regional Federation will be based on

- Interact to keep the links between COLABIOCLI and IFCC in optimal conditions, fostering interrelation in regional and international activities.

As secretary of the Executive Board of COLABIOCLI, she maintained contact with the countries, so there is knowledge of academic and support needs.

-Maintain contact with the Board of Directors of COLABIOCLI and the different subsidiaries in Latin American countries,

- Approach Latin American countries that are not part of IFCC in order to achieve their affiliation, advising them on the documents required to obtain it.

- Attend IFCC Board of Directors meetings

- Inform to the Board of Directors of IFCC about technical, scientific and administrative advances of COLABIOCLI

- Participate in academic activities to which the IFCC board of directors is invited

- Encourage the training of young scientists and invite them to participate in the IFCC Task Force Young Scientist.

- Monitor permanently new scholarships or internships to be offered to young Latin American professionals.

- Divulge VLP activities

- Inform COLABIOCLI countries of the benefits and activities where they can participate on behalf of their society and the region in IFCC.

The Paraguayan Biochemistry Association (ABP) is pleased to nominate Prof. Graciela Russomando, MSc, PhD for the COLABIOCLI Representative at the IFCC Executive Board with time in office 2021-2023. We are confident that Dr. Russomando professional career make her an excellent candidate for this position.

Dr. Russomando CV proves her engagement in teaching, investigating and implementing new technologies in the diagnostic area. Her involvement as scientific member in courses, societies and scientific meetings related to areas were discussions are centered in the role and value of diagnostics in global health, how to build capacity for critical decision-making on diagnostics in developing countries, access to quality-assured diagnostics, among others, proves her strong commitment in laboratory medicine. She has learned, teach and got expertise in the last 10 years as a i) Committee Member on Molecular Diagnostics (C-MD) at the IFCC from 2013 to 2019, ii) Member/Secretary of the Latin American Alliance for the Development of In Vitro Diagnostics (ALADDiV) since 2012, and iii) Member of the International Scientific Committee (ISC) and Faculty for the Advanced Course on Diagnostics (ACDx), an annual 1-week course organized in Annecy France, jointly by the London School of Hygiene & Tropical Medicine and Fondation Mérieux from 2012 to 2017

Dr. Russomando has 80+ published research papers, among them practice guidelines, that demonstrate the breadth of her work and collaboration with colleagues around the world to advance science in the areas of diagnostic and public health. Also as a full-time Research Professor, head of a Molecular Biology and Biotechnology Department, head of the Scientific Unit at a Research Institute in Health Sciences of the National University of Asunción, Head of a National Program at the Ministry of Health, it was possible to translate all her experiences with students and with field work.

This summary highlights Dr. Russomando substantial contributions and commitment with laboratory medicine, her willingness to work, responsibility and professionalism.

Dr. Graham Beastall, Chair, IFCC Nomination Committee Dear Dr Beastall:

I am writing to the Nomination Committee of IFCC to express my strong desire to be the COLABIOCLI Representative at the IFCC Executive Board with time in office 2021-2023.

My major goal and motivation to be part of the Executie Board, in representation of the Latin America professionals in the field of clinical laboratory and laboratory medicine, resides in the need to a better understanding of the use and value of diagnostics in global health, not well understood in most developing countries; also, to reinforce our participation in the different activities offered at the IFCC.

I would like very much to work in the Executive Board of the IFCC because as a professor and researcher involved in new diagnostic tools applied in public health diseases in developing countries, I have observed that there is a lack in the accessibility to diagnostic tests in most of our countries. I have full knowledge of the importance of new technologies that must be implemented following quality standards, but, I have noticed that our systems are not helping to the public sector. The lack of access to a laboratory diagnosis is the same as not having good medications to prescribe a correct treatment.

The value of diagnostics in patient management and disease control, and the importance of building capacity in diagnostics to improve global health is not well understood by most of our policy makers. We need to work together to ensure appropriate sensitivity and specificity of tests, access to quality-assured diagnostics; in most developing countries regulation is not being conducted, or is being conducted poorly, and bad diagnostic tests proliferate. Although the long-term solution is to build capacity for diagnostic innovation in developing countries, technology transfer and local/regional production can be an effective and sustainable strategy by which to increase access to diagnostic tests.

If you give me this opportunity I will work with the Committee to increase the Latin America and other Regions in need, to stimulate on more participation in scientific meetings and to be more active in the different workgroups that the IFCC offers. My strong commitment with laboratory medicine during my professional life, as member of scientific organizations, research networks withing America and other Regions and teaching graduate and postgraduate students gave me a different vision of the real necessities in developing countries.
