I would like to first
thank the awards
committee for all their
hard work at the Annual Awards and
Installation Banquet on March 3,
2006. The awards and installation was
a great success and we recognized
over eight outstanding individuals
and gave out two scholarships at the
Clunie Community Center. Thank you
to all the agencies who applied and
participated in this year’s awards pro-
gram. We had outstanding participa-
tion and representation from the Dis-
trict II agencies.
I would also like to
congratulate the Dis-
trict II Board Members
who were installed at
the awards and instal-
lation ceremony in
March. Since our installation cere-
mony, the Board has updated our
three year strategic plan, outlined our
goals for the year as well as formed
our committee assignments. This year
the Board outlined our annual goals
including education, training, com-
munication, marketing and fundrais-
ing.
As of July, we would also like to say
good bye to Aman Kaur the District II
Aging Representative. She will be
leaving West Sacramento Parks and
Recreation and will be taking a job

Folsom Park & Recreation’s Bark
‘n’ Splash Bash event was started
in 2003 to recognize and respond
to the growing household owner-
ship rates for dogs in the U.S. and
the popularity of
recreational out-
lets where owners
can socialize with
their dogs.
The Bark ‘n’ Splash
Bash provides a
unique opportunity
for owners to bring
their dogs to swim
at the Folsom Aquatic Center
(after the event – which is held in
fall – the pool is drained, sanitized,
and inspected as standard post-
season procedure). This rare op-
portunity for “pet parents” to bring
their canine companions to a fa-
cility that’s customarily off-limits is
an attention-getter that generates
additional awareness for our
award-winning Aquatic Center
and helps create a sense of place
The vision of this project started five decades ago with Paradise resi-
dents and the Paradise Recreation and Park District Board of Directors
purchasing the property in 1967, and was formally put into action by the
organization of an Advisory Committee in 1998 consisting of five com-
munity individuals, two Park District board members, and two Park Dis-
trict staff members. The Committee worked on this project for twenty-
two months and realized the product of their work with the grand open-
ing of this twelve acre expansion project in the summer of 2004.
Located in the Town of Paradise on a fifty-five acre park site overlooking
the Butte Creek Canyon, this project is enhancing an adjacent seven
acre passive park site on the same parcel. The project consists of a covered pavilion, restrooms, kitchen, trails,
walkways, gazebo, playground, parking facility, new entry road, and detailed landscaping.
The District put its financial focus on this project contributing over a quarter of a million dollars of funding and
utilizing the resources of Proposition 12, Per Capita Funds, a Roberti-Z’Berg/Harris grant, a Land and Water
Conservation grant, and contributions from the Town of Paradise and a private citizen. The total project cost

for the city. Although 60% of at-
tendees at the ’05 event were resi-
dents of Folsom, residents from 30
other cities comprised the remain-
ing attendees.
The 2005
event was a
huge suc-
cess with
513 human
attendees,
a 43% in-
crease over
‘04; and 307
dogs, a
150% increase over ‘04. The 2005
Bark ‘n’ Splash marketing cam-
paign (a CPRS Award of Excel-
lence winner) was designed to in-
crease participation through ef-
fective communication. Low-cost
but efficient tools were used to
target an audience of new and
returning participants. An on-site
registration form and survey served
as the measurement tool to track
attendance data and the success
of the marketing elements.
A partnership with the Sacramento
County Animal Care & Regulation
department is an important ele-
ment of the Bark ‘n’ Splash Bash
and allows us to promote responsi-
ble pet ownership. County officers
are on hand at the event to verify
current animal licenses (a require-
ment for admission to the event),
and to provide vaccinations, micro-
chips, and to update licenses if
needed.

Sierra Collage Campus for the An-
nual Catch the Spirit Recreation
and Childcare Leadership Training
Conference. Breakout sessions
included, program planning,
games, behavior, leadership,
more. All the sessions were well
received. This year participants
were treated to Keynote speaker,
Ian Hill of The Changing Point. Hill is
a motivational speaker, dedicated
to inspiring positive change. In ad-
dition to the opening session, Hill
provided a breakout session on
Team Building for Supervisors.

This project has created an avenue for environmental education and
appreciation, maximized the beauty of the natural setting, developed a

ties for residents of the Paradise area, and is enjoying steady patron us-
age.

Congratulations to the Southgate Recreation and Park District’s WildHawk Golf Club for their award winning Marketing Cam-paign. Designed to en-courage more people to discover the benefits of golf, this campaign used nontraditional imagery to attract a younger generation of golfer. Once on the links, WildHawk’s staff sought to keep their new customers by fo-cusing on quality customer service and fun, moving away from the stuffy and aloof im-age of many country clubs.
