CONTEXTThisreportpresentsthefindingsofround23ofthemobilitytrackingcomponentoftheDisplacementTrackingMatrix(DTM) inLibya,coveringthereportingperiodNovembertoDecember2018.In Round 23, the number of identified returnees inLibya increased from 403,978 to 445,845 individuals.This increase can mostly be attributed to the return ofpreviouslydisplacedpersonstoTripoliwhohadlefttheirhomesduringtheSeptemberclashesandduetoreturnstoDerna.Atthesametime,thenumberofidentifiedIDPsinLibyadecreasedto170,490inround23,representinga9%decreasecompared to theprevious round inSeptemberandOctober2018.InDernaandsurroundingareasatleast7,296previouslydisplacedfamilieshavereturnedsinceAugust2018asthesituation inmostneighborhoodsstabilized,althoughthesecuritysituationinpartsoftheoldcityremainsvolatile.For further details, please refer to page 6 and 7 of thisreportandtoamoredetailedareaassessmentconductedby DTM (http://www.globaldtm.info/returnee-return-assessment-january-2019/)Following the return toTripoliandsuburbs, thenumberofIDPsdecreasedinseverallocations,suchasYefrenandTarhunawherethenumberofIDPsdecreasedby93%and73%respectivelycomparedtothepreviousroundofdatacollection.

TheTawerghanpopulationremainsdisplacedthroughoutLibyaininformalsettlementsandprivateaccommodation.AsofDecember2018,reportedlyonly180Tawerghanfamilieshadreturnedtotheirplace of origin as basic services, infrastructure and employmentopportunitiesremainlimited.In termsof reportedneeds, the top threepriorityneedsof IDPsreportedduringround23wereshelter,foodassistance,andhealthservices,whereaskeypriorityneedsforreturneeswerereportedtobeWater,SanitationandHygiene(WASH),food,andhealth.Asinpreviousrounds,severalchallengesrelatedtoaccesstoserviceswere reported,most notably the limited availability ofmedicineand health services were an issue in many locations. IDPS RETURN TO DERNA

At least 6,985 previously displaced families returnedtoDerna and 311 families to surrounding areas in thesecondhalfof2018. Reportedly,thesecuritysituationgradually improved over the past fewmonths inmostneighborhoods,althoughtensionsremainhigh inpartsof theoldcityasclasheswithmilitantscontinuetobereported.The following two pages summarize reportedhumanitarian priority needs; a more detailed areaassessmentwasconductedshortlyafterdatacollectionfor Round 23 had been concluded and is available onDTM’swebsiteathttp://www.globaldtm.info/returnee-return-assessment-january-2019/

Education: 80% of public, and 70% private schoolswere reported tobeopen.However, twoschoolswerereported to be fully destroyed, while five others werepartiallydamaged,inneedofrehabilitationandrepair.Food: Food was identified as the most urgent priorityneed. Some households reported to be dependent onhumanitarian assistance. Availability of food at localmarkets was reported to be adequate but part of thereturneepopulationreliedonpurchasingfoodoncredit.

Water,SanitationandHygiene(WASH):Whilethewatersupplynetworkandgarbagecollectionwerereportedtobeoperationalandfunctioning,waterqualitywasreportedtobeunsafeforconsumption.Hygieneitemswerealsoflaggedashumanitarianneedofreturnees.

Inround23,alargeproportion(40%)ofIDPswereidentifiedinthewestofLibya,followedby32%intheeastand27%identifiedinthesouthofthecountry.ThehighestfigurereportedforthepresenceofIDPswasinBenghazi(26,865individuals)followedbySebha(21,005individuals).IntermsofIDPsreturningtotheirplacesoforigin,themajority(51%)ofreturningIDPs(returnees)wereidentifiedintheeastofLibya,followedby42%inthewestwhiletheremaining7%wereidentifiedtohavereturnedtotheirplacesoforigininthesouth.Benghazi had the highest number of returnees (188,625 individuals), followed by Sirt with 75,860 individuals identified asreturnees.Thetenmunicipalitieswiththehighestnumberofreturneesareshowninfigure6.

DRIVERS OF DISPLACEMENT

IDP AND RETURNEE PROFILES

Theoverwhelmingmajorityofkeyinformants(94%)reportedthatIDPspresentintheirlocalitieshadlefttheirrespectiveplacesoforiginduetosecurityrelatedissues.Toasignificantlylowerextentvariousotherreasonswerecited,suchasdeteriorationoftheeconomicsituationattheplacesoforiginandinavailibilityofbasicservices.Similarly,whenaskedabout the reasons for IDPs’presenceat their respective current locations,most key informants (75%)reportedthatbettersecurityconditionsintheirlocalitieswasthemajorreasonfortheIDPs’decisiontomovethere.Thiswasfollowedbya largeproportionofkey informants (52%)reportingthat IDPschosethese localitiesduetothepresenceof IDPrelatives,signifyingsocialandculturalbondsandthepossibilityofsocialsafetynets.Thiswasfollowedbyavailabilityofbasicservicesasreasonforchoosingthosecommunities(33%),andaccesstohumanitarianassistance(25%).Overall,themajordriverofdisplacementwasidentifiedtoberelatedtothesecuritysituation,playingaroleinboththedecisiontoleavetheplaceoforiginandforchoosingthesiteofdisplacement.

IDPs’ Priority Needs Identified Returnees’ Priority Needs Identified

Priority needs were identified by calculating weighted averages based on affected population in the assessed locality and rank scores assigned to each priority need by KIs. The graphs in Figure 13 and 14 show relative percentages of the calculated weighted averages for comparison.

EDUCATION

Outofthe100municipalitiescoveredinRound23,keyinformantsin99municipalitiesreportedthatbetween80%and100%ofpublicschoolsintheirmunicipalitieswereoperational.Similarly,80%to100%ofprivateschoolswerereportedlyoperationalin75municipalities.In six municipalities between 61% and 80% of private schools were reported to be operational, while key informants in twomunicipalitiesreportedthatonly41%to60%ofprivateschoolswereoperational.Pleaserefertothechartatthebottomofthispageformoredetailedbreakdowns.Withregardstotheschools’operationalconditions,202schoolswerereportedtobepartiallydamaged,whereas47schoolswerereportedtobefullydestroyed.Inaddition,20schoolswerereportedtobeusedassheltersfortheinternallydisplacedpersons.

Notably, mattressesemergedasthemostcommonlycitedNFIneedandwerereported to be needed in 73 municipalities, followedby clothes in 53 municipalities, hygiene items in 46municipalitiesandgasfuelwaschosenaspriorityneedin28municipalities.

In terms of challenges faced in access to non-food items,the most commonly cited obstacle was that the non-fooditems were too expensive for those in need. In addition,key informants in 18 municipalities also highlighted thatinadequatequalityofNFIswasanissue.Infivemunicipalities,key informants reported that distance to the local marketwas themain challenge,whereas in threemunicipalities noproblemsorchallengesinaccessingNFIswerereported.

SECURITY

As part of the baseline assessment, security related indicatorswerecollected inallmunicipalities.Theaimwastounderstandthechallengesfacedbyresidentsinbeingabletomovesafelywithintheirmunicipalities, the reasons hindering such safe movement (whereapplicable),andawarenessofthepresenceofunexplodedordnances(UXOs).

PossiblepresenceofUXOswasreportedin10municipalities,whiletheremaining90reportednopresenceofUXOs.Residentswerereportedasnotbeingabletomovesafelywithintheirmunicipalitiesin16municipalities.Inmunicipalitieswheremovementwasreportedtobeunsafethemainreasoncitedwasinsecurity(13municipalities)followedbythethreat/presenceofexplosivehazards(2municipalities).

WASH AND PUBLIC SERVICES In terms of the availability of public services, garbage disposalandelectricitywere the twomostcitedpublic servicesavailableacrossLibya,althoughelectricityoftenonlyintermittently.Outofthehundredassessedmunicipalities,in60municipalitiesgarbagedisposalwasreportedtobeavailable,whereasregularavailabilityofelectricitywasreportedin49municipalities.In 45municipalitieswater supplynetworkswere reported tobepresentandoperational. Inonly4municipalities fully functionalsewage treatment services were reported while in just 5municipalities regularpublic infrastructuremaintenanceserviceswerereportedtobehappening. METHODOLOGY COVERAGEThe data in this report is collected through DTM’s Mobility Tracking module. Mobility Tracking gathers data through key informantsat both the municipality and community level on a bi-monthlydatacollectioncycle.ThefulldescriptionoftheMobilityTrackingmethodologyisavailableontheDTMLibyawebsite.
