Transcript of Identity management – developments within the European Social Security Sector
This presentation is about
How to address the citizen ID interoperability
use case using a requirements driven
approach to create a profile with a European
wide recognition
Semantics
MSs need to id citizens for healthcare/social
security purposes (also in a cross-country
setup)
HCOs need to manage information
(documents) id-wise (also in a cross-
reference setup)
User requirements perspectives
• Industry Perspective

Perspective

The eEHIC CWA Profile
The eEHIC CWA (CEN/CWA 15974:2009):
• provides an interoperability framework for the electronic health insurance card
• supports cross-border services
• supports both existing and new implementations
• is back-to-back compatible with ECC-3
(CEN/TS 15480-2)
• provides an interoperability framework for
legacy systems
which means:
The eEHIC CWA Profile (cont.)
• an existing ECC card can migrate to become an
eEHIC as well
• an eEHIC implementation can migrate to
become an ECC as well
• a new system can be implemented to support
both by design
• An existing citizen or health card system can
migrate to become an eEHIC as well
The eEHIC CWA Profile (final)
“Profiles represent a layer that describes how aset of (base) standards can be put into a functional order to serve an interoperablepractical solution of a pragmatic use case.” M403 Phase 1 report
The eEHIC CWA represents a European recognised (to be) profile upon which MS may build their interoperability implementation specifications
Conclusion
Patient/citizen electronic identification profiling in
Europe is in an advanced state of maturity.
Implementation lying ahead of us will show how
successful this preparatory work has been.
Policy
Council Conclusions on Safe and efficient healthcare through
eHealth, 1 December 2009
“CALLS UPON the Commission to:
1. …
2. produce a report on the development of existing EU policies
and actions regarding electronic identification management
in related areas in order to benefit from possible
3. …..”
Which Synergies?
• Recognizing the EHIC data set as a suitable identifier in healthcare
• Stork could include the EHIC data set in their eID systems
• epSOS could use EHIC as patient identifier
• Sharing pilot sites with
• epSOS recognizing that eEHIC add value to their use cases e.g. by contributing to user acceptance
• Testing eEHIC data set as an eID solution for Renewing Health
• Implementing the eEHIC CWA specifications
eHealth
• A tourist travels from Sweden to Italy
• Gets in need of medical care
• Grants the Italian doctor electronic access to
his patient summary (allergies …) and
medication history located in Sweden
• Patient safety is improved
eID
• A student from Germany wants to study in Spain
• The administration of the university electronically checks who she is and which qualification she has on the basis of her ID
• She is granted access to Granada University electronic services and starts her studies
• Public services are provided across border

eSignature
• Purpose of the project
example:
• A small fashion chain in Paris, France wants to open up a shop in
Graz, Austria
• It contacts the “Point of Single Contact” in Austria
• Applies remotely for all necessary administrative steps by means of
an electronic signature
• Single market and Service directive
