What is a “Labor Shed”? • A region from where a county gets most of its labor force. • Based on the US Census Bureau’s 2000 Census,

“County-To-County Worker Flow Files” • Is not limited by political geographies. Process of Identifying West Virginia’s Labor Shed • For each West Virginia county, examined where its workforce

lived, looking for a “natural break.” • Generally, a county had to contribute at least 40 workers to be

considered part of the labor force. • Mapped, by county, where the county’s labor force lived and

commuted from. • Considered distance, access to major highways and natural

barriers such as rivers. • Then asked the question “Is this a stretch to include this county in

the labor shed?”

• Presented initial results to county and regional economic development organizations for comment and update.

Expected Outcomes • A realistic and defendable analysis of each county’s true

available labor force. • A framework to identify the available labor force, by skill and

wage level. • To serve as marketing material for:

West Virginia Development Office State’s local and regional economic development programs Companies considering West Virginia Site location consultants

• Ultimate goal is to have an online database where you can

determine each county’s labor shed, including: Total population Total Labor Force and employment statistics Occupations and wages, by the Workforce Investment Areas that make up each county’s labor shed.

Parkersburg / Wood County will serve as an example of our approach
