    Example:In 2010, After-School All-Stars (ASAS) committed to expand the We Are Ready

    program, which aims to prevent 6,500 eighth graders around the country fromdropping out of high school. We Are Ready provides high school readiness training,study skills, college exposure, mentoring opportunities, and career explorationactivities such as work-site visits and informational interviews to eighth graders at riskof becoming high school dropouts. Over five years, ASAS committed to launch We AreReady in 200 schools, up from 82.

    The AVINA Foundation, The Coca-Cola Company, the Multilateral Investment Fund (MIF) ofthe Inter-American Development Bank (IDB) and the IDBs Water and Sanitation Divisionare launching the first Latin American program to create an integrated vision for how tointegrate waste collectors into the formal recycling market across Latin America and theCaribbean. This novel program, being implemented over a five-year period, will improveaccess for informal recyclers to private and public markets for recycled materials byenabling the sharing of knowledge, innovation, access to market and regulatory reform.

    The Regional Initiative for Inclusive Recycling is expected to reach 5,000 directbeneficiaries, and 10,000 recyclers as indirect beneficiaries. Other direct and indirectbeneficiaries will be recycling cooperatives, the recycling value chain of companies,municipal and national governments, NGOs and foundations in Latin America and theCaribbean.

    It is estimated that in Latin America and the Caribbean there are 4 million people whoderive their livelihood from the hazardous work of recycling street trash. These people,including entire families, work in unhealthy conditions with materials that may pose risksto their health and well-being. These recyclers produce an environmental and economicbenefit to society by reducing waste and making recycled material available to industry,thereby providing a public service that enhances industrial competitiveness by supplyingcheaper inputs and mitigating the post-consumption effect of products. Yet despite theimportance of their work, recycling/waste picking lacks dignity and is accorded no social or

    economic recognition, meaning informal recyclers remain trapped in the cycle of poverty,isolated from society and the formal economy.

    Although some countries in the region have seen limited progress in terms of setting uprecycler business organizations and in developing linkages with public services provided

    by municipalities and/or with the supply chain of large corporations, there are fewexamples of successful social and economic inclusion for these people. The sustainabilityof the recycling cooperatives remains elusive and challenging, requiring the adoption ofmanagerial best practices, incorporation of technology into the process and thedevelopment of new income-generating alternatives.

    A new push is needed if such efforts are going to be shared, replicated and scaled toachieve a long-term and lasting impact. It is essential to bring together key public andprivate players involved in the recycling market to create an environment that respectstheir work, demonstrating that is honorable and valuable to society. The MIF of the IDBGroup - with its strong relationship with civil society, governments and corporate players iscommitted to play such catalytic role launching a regional public-private partnership handin hand with AVINA Foundation and The Coca-Cola Company with support from the Bill &Melinda Gates Foundation.

    APPROACH AND METHODOLOGY

    The Regional Initiative for Inclusive recycling will provide a forum for dialogue and action

    between the different stakeholders to promote the socio-economic empowerment ofrecyclers. It seeks to transform the recycling market generating systemic impact in 3dimensions:

    (a) improving the economic and social conditions of informal recyclers and their families,by upgrading their skills and making their activities more profitable and secure, providingthem better access to basic services, and changing the public perception of the recyclersfrom that of a social problem to that of a social, environmental and economic asset;(b) changing public policies, by improving municipal capabilities to work with informalrecyclers and to develop inclusive waste management systems, while strengthening theregulatory framework and creating laws for enforcing rules and policies in the sector; and(c) involving the private sector, from including recyclers in the value chains andencouraging greater market responsiveness and transparency to facilitating thetraceability of recycled materials used as inputs.

    Two independent evaluations will be conducted. The MIF/IDB and AVINA Foundation willmonitor and supervise the program. Program status reports every six months will helpmonitoring the implementation progress.

    IV.Newness of Commitment. Please confirm that the commitment has not beenpreviously publicized in a significant way at the time of finalization, and specify how thecommitment differs from or adds to work you have previously done in this area. What isthe story behind the commitment?

    MIF/IDB and AVINA Foundation are currently collaborating on five technical assistanceprojects in Argentina, Bolivia, Brazil, Colombia and Peru. This history of teamwork createdthe institutional basis, the technical know-how and the managerial capabilities tosuccessfully expand the relationship for the benefit of recyclers in Latin America and theCaribbean. For the scaling-up effort, additional partners were brought in early on to addtheir expertise: The Coca-Cola Company with their technical and market expertise; theIDBs Water and Sanitation Division (AquaFund) with its municipal market knowledge; andthe Bill & Melinda Gates Foundation with its global perspective and know-how. TheAdministration Agreement for the Initiative was signed on May 26th, 2011; being now thefounding partners in the final steps of designing policies and processes to start activeoperations.

    The founding members of the "Regional Initiative for Inclusive Recycling" are: (1) theMultilateral Investment Fund (MIF) of the Inter-American Development Bank (IDB) (MIF

    contributes $4,000,000, IDB's Water and Sanitation Division $1,000,000); (2) the AVINAFoundation ($1,400,000), and (3) The Coca-Cola Company ($2,000,000).

    In addition, (4) the Bill & Melinda Gates Foundation supports the Initiative and is currentlya member of its Steering Committee.

    Although the "Regional Iniciative for Inclusive Recycling" was created outside the CGI, ithas been in actively in contact with the CGI Action Network on "rethinking waste" lead by

    the Cason Family Foundation. The IDB has had multiple fruitful contacts and interactionswith the Cason Family Foundation to find sinergies and share know-how.

    CGI is expected to provide a very powerful convening platform to make the case tomobilize civil society and corporations interested in working in the informal waste sectorand raising awareness to the importance of integrating these millions of people into theformal market and into society.

    The funds to be mobilized ($1,800,000) are 30% of the counterpart required for the pilottechnical assistance projects to be implemented by the Initiative.

    The partners of the Regional Initiative for Inclusive Recycling are very interested infurther increasing the number and depth of the activities to be undertaken in order tomaximize scale and impact. As such, the founding partners well try to capture the interestof additional partners in the recyclers regional platform. The main counterparts that could

    be interested in contributing are: (a) large companies mitigating the post-consumptioneffect of their products in a responsible manner, reducing consumption of raw materials,and/or developing products and services from recycled material; (b) national andmunicipal governments seeking solutions to the socioeconomic exclusion of recyclersthrough inclusive systems of solid waste management; (c) civil society creating linkagesbetween recyclers, businesses and governments; and (d) recyclers business associationsgenerating economic opportunities that result in greater empowerment and better livingstandards among their associates.
