Proposed Resolution 2018 – P1

Resolution to Support the Standardization of the Residency Requirement Pertaining to Fish

and Game Licensing

Submitted by: Bonner County Republican Central Committee

WHEREAS, “We believe in equal rights, equal justice, and equal opportunity for all, regardless of

race, creed, sex, age or disability”;

WHEREAS, Article I., Section 23 of the Idaho Constitution – SECTION 1. INALIENABLE RIGHTS

OF MAN. All men are by nature free and equal, and have certain inalienable rights, among which are

enjoying and defending life and liberty, acquiring, possessing and protecting property; pursuing

happiness and securing safety;

WHEREAS, Article I., Section 23 of the Idaho Constitution – THE RIGHTS TO HUNT, FISH, AND

TRAP. The rights to hunt, fish and trap including by use of traditional methods, are a valued heritage

of the State of Idaho and shall forever be preserved for the people…;

WHEREAS, I.C. 34-402. QUALIFICATIONS OF ELECTORS. Every male or female citizen of the

United States, eighteen (18) years old, who has resided in this state and in the county for thirty (30)

days where he or she offers to vote prior to the day of the election…, is a qualified elector;

WHEREAS, I.C. 49-119. Definitions – (12) “Resident” means for purposes of vehicle registration,

titling, a driver’s license or an identification card, a person whose domicile has been within Idaho

continuously for a period of at least ninety (90) days, excluding a full-time student who is a resident

of another state. A person, including a full-time student who has established a domicile in Idaho may

declare residency earlier than ninety (90) days for vehicle registration, titling, driver’s license and

identification card purposes;

WHEREAS, Title 36 – 202(s) Definitions – “Resident” for hunting, fishing and trapping purposes –

means any person who have been domiciled in this state with a bona fide intent to make this his place

of permanent abode, for a period of not less than six (6) months immediately preceding the date of

application for any license, tag, or permit required under the provisions of this title or orders of the

commission;

WHEREAS, Title 36 – 202(s)(3) Definitions – A “resident” member of the military service of the

United States or of a foreign country, together with his spouse and children under eighteen (18) years

of age residing in his household, who have been official transferred, stationed domiciled and on active

duty in this state for a period of thirty (30) days last preceding application shall be eligible;

WHEREAS, the Idaho hunting / fishing / combination license fees cost at least 700%, and big game

tags 1000% more for a non-resident status license as compared to resident status;

WHEREAS, Angelo Lonzisero, a citizen of Bonner County has drafted Fish and Game law with Idaho

Legislative Services Office, and sponsored by Representative Scott;

THEREFORE BE IT RESOLVED, that the Bonner County Republican Central Committee requests

that Idaho Legislature standardize the “residency” requirement pertaining to Fish and Game licensing

to 30 days for all applicants, so that a “resident” of Idaho experiences all applications of resident status

uniformly, or, strike Title 36 – 202(s)(3), Title 36 – 202(s)(4) and Title 36 – 202(s)(5).

Resolution in Support of President Trump and Calling on Congress to Focus on the Critical

Problems Facing the Republic

Submitted by: Elmore County Republican Central Committee

WHEREAS, the Republican Party holds a majority of both Houses of Congress, and;

WHEREAS, there is widespread reporting that surveillance authorized to protect the United States

from foreign elements has been misused by members of the former Obama Administration for political

purposes, yet no Congressional committee has focused on the issues, and;

WHEREAS, Judicial Watch and a National Security Agency (NSA) whistleblower provided the FBI

two years ago with evidence that NSA spying authority was being illegally used, yet no Congressional

committee has focused on the issue, and;

WHEREAS, the foregoing and other related matters threaten the foundations of our Republic while

the allegations concerning the foreign lobbying of sometime advisors to President Trump do not

threaten the Republic and are s distraction from the grave dangers we face, and;

WHEREAS, the Elmore County Idaho Republican Central Committee is disappointed in the

Congressional focus on investigations of President Trump and his Administration rather than the

critical problems facing the Republic, including out-of-control spending, excessive taxation, failure to

control our order, continuing oppression of property rights and uses in Western states by federal land

management agencies and the politicization of courts, now;

THEREFORE BE IT RESOLVED, the Elmore County Idaho Republican Central Committee calls

upon the Members of Congress to focus their limited investigative resources on the misuse of spying

authority and corrupt elements within our law enforcement and national security agendas, rather than

attacks on President Trump and his Administration, and;

BE IT FURTHER RESOLVED, the Elmore County Idaho Republican Central Committee calls upon

the Members of Congress to make progress on the real issues facing the Republic or resign so that our

members can elect representatives willing to perform that job, and;

BE IT FINALLY RESOLVED, the Elmore County Idaho Republican Central Committee directs the

Idaho Republican Party to direct its National Committeeman and Committeewoman to seek adoption

of a resolution similar to this by the Republican National Committee, and to direct its Executive

Committee to publicize this resolution in support of the President and his policies.

Resolution to Support Removal of the United States from Participation in the United Nations

Submitted by: Elmore County Republican Central Committee

WHEREAS, the United Nations has encroached on both the sovereignty of the United States of

America and the United States Constitution, and;

WHEREAS, the United Nations has become dominated by a majority of countries that are anti-

freedom and even more strongly anti-American, and;

WHEREAS, the United Nations has viciously attacked the State of Israel with deliberate

condemnation that has constantly put one of the strongest of American allies in a near condition of

total isolation, and;

WHEREAS, the United Nations has proven itself counter-productive in pursuit of a peaceful world

and has refused to acknowledge or protest human rights abuses by some of the most evil governments

in the world, and;

WHEREAS, the United Nations has abandoned its original purpose as a forum of nations and is now

an experiment in global governance and a method to advance the Leftist agenda;

THEREFORE BE IT RESOLVED, that the Elmore County Idaho Republican Central Committee

endorses HR 193 and any other similarly purposed legislation as a means of recovering America’s

sovereignty, and;

BE IT FURTHER RESOLVED, that the Elmore County Idaho Republican Central Committee

specifically rejects Agenda 21, The Convention on the Rights of the Child and The Convention on the

Rights of Persons with Disabilities, and;

BE IT FURTHER RESOLVED, that the Elmore County Idaho Republican Central Committee calls

on Idaho’s federal congressional delegation to support HR 193 and similarly purposed legislation, and;

BE IT FINALLY RESOLVED, that the Elmore County Idaho Republican Central Committee calls on

President Donald J. Trump to reaffirm America’s sovereignty and to take steps toward removing

America from the U.N.

Proposed Resolution 2018-P4 A Resolution in Support of Stand-Your-Ground and Castle Doctrine in Idaho

Submitted by: Legislative District 17 Republican Committee

WHEREAS, under current law in Idaho, when using deadly force even if a citizen survives a

violent attack on life, they have no criminal immunity protections, which can result in having to

spend tens of thousands of dollars to defend themselves all over again in the courtroom; and,

WHEREAS, law-abiding gun owners should be able to exercise their God-given rights to

self-defense, especially without fear of facing prosecution or bankruptcy; and,

WHEREAS, Stand-Your-Ground and Castle Doctrine laws should allow law-abiding gun owners

in Idaho the right to defend themselves and their loved ones against criminal invasion without

facing prosecution; and,

THEREFORE BE IT RESOLVED, on behalf of law-abiding gun owners across the State of

Idaho, Republicans in this state should do whatever they can in their various positions to support

and/or enact Stand-Your-Ground and Castle Doctrine bills with no weakening amendments; and,

THEREFORE BE IT FURTHER RESOLVED, that the District 17 Central Committee implores

legislators to consider including legislation granting reimbursement of legal expenses for

individuals found not guilty of a crime in the course of using deadly force; and,

THEREFORE BE IT FURTHER RESOLVED, that this resolution should be forwarded to ALL

Republican legislators in the State of Idaho; and,

THEREFORE BE IT FURTHER RESOLVED, a copy of this resolution shall be sent to the State

Central Committee Resolutions Committee for consideration.

Resolution Honoring Jack H. Stuart

Submitted by: Legislative District 17 Republican Committee

WHEREAS, Jack H. Stuart was an award-winning Precinct Committeeman and committed volunteer

to the Republican Party, and;

WHEREAS, Jack was a father, grandfather, and great-grandfather, who was still walking his

precinct with his great-grandson in the 2012 election cycle; and,

WHEREAS, Jack was a friend and a colleague who exemplified the party’s values of Faith, Family,

and Freedom; and,

WHEREAS, Jack was a World War II U.S. Navy Veteran, ran his own hardwood flooring company

for many years, was an appointee of Governor Ronald Reagan and carried his appointment card

proudly showing his connection to President Reagan, and was well known as a Patrick Henry

reenactor, who, in historical dress, delivered the Founding Father’s famous “give me liberty or give

me death” speech by memory to audiences around the state and country; and,

WHEREAS, Congressman Raul Labrador summarized in his eulogy of Jack, “God, family, and

country, these were the three things Jack lived for. He was a true believer in the freedoms secured by

our constitution, and continued to fight for our liberties until the very end. He will be greatly

missed.”;

THEREFORE BE IT RESOLVED, First that the District 17 Republican Central Committee held and

does hold Jack Stuart in highest esteem, and wishes to express condolences to his family and friends;

and,

BE IT FURTHER RESOLVED, Second that a copy of this resolution shall be sent to the family of

Jack Stuart, and also to the State Central Committee Resolutions Committee for consideration.

Resolution of Rejection of State Funding Committee Proposed Rule

Submitted by: Kootenai County Republican Central Committee

WHEREAS the Idaho Republican Platform, Preamble, provides that we believe government must

practice fiscal responsibility and the taxpayers should allow the government only the money

necessary to provide appropriate functions; and

WHEREAS the proposed Funding Rule, Section 1, provides for the presentation of the budget of all

proposed general operating expenses of the State Central Committee, but does not allow

participation by Central Committee members in the preparation of such budget, placing the crafting

of such budget under the sole control of the Chairman; and

WHEREAS the proposed Funding Rule, Section 2, allows the Chairman, between budget proposals,

to accept and expend additional funds, including funds contributed by the National Republican

Committee or funds earmarked for other specific expenditures, in excess of the budget, without input

or approval from the State Central Committee; and

WHEREAS the Idaho Republican Platform, Article 1, Section 2(D), establishes our support for

government transparency that allows the public to review all government expenditures, contracts and

audit online; and

WHEREAS the proposed Funding Rule, Section 2, provides for no audits, no transparency, no

online review, allows for budget details to be disclosed only with permission of the Chairman and

signing of a confidentiality agreement prior to disclosure, and allows the Chairman, at his or her sole

and absolute discretion, to deny access to all budget information, without explanation to the party

requesting the information, resulting in the total absence of transparency; and

WHEREAS the Idaho Republican Platform, Article 1, Section 2(D), establishes our support for

uniform accounting systems which allows taxpayers to compare and analyze government spending

trends; and

WHEREAS the proposed Funding Rule contains no provisions for an independent audit of state

party funds, and the Rules Committee at the most recent state meeting rejected Bonneville County's

proposed revision to the State Party Rules, Article 1, Section 15, to provide for a Standing

Committee on Audit to allow independent audits of state party and region budgets and expenses

under generally accepted accounting procedures and distribution of reports from such independent

audits to all State Central Committee members; and

WHEREAS the Idaho Republican Platform, Article 1, Section 5(B), establishes our support for zero-

based budgeting or other appropriate budgeting techniques; and

WHEREAS the proposed Funding Rule, Section 1, provides the details of the budget may be general

or specific as desired by the Chairman, but in all instances, must clearly state only two bottom line,

lump sum figures, which represent the total proposed amount for each budget class, resulting in the

total absence of appropriate budgeting techniques; and

WHEREAS the Idaho Republican Platform, Article 2, establishes that we believe that government

works best when its citizens become actively involved and that the party should encourage all

citizens to engage in healthy debate on all issues that will increase citizen control of government,

and Article 1, Section 2(H), establishes that we support a comprehensive overhaul of the Federal tax

system requiring universal participation; and

WHEREAS the proposed Funding Rule, Section 2, provides for no vote or approval of the budget by

the State Central Committee; and

WHEREAS the proposed Funding Rule, Section 6 prevents participation on any subcommittee or

committee of the State Central Committee, and prohibits participation in motions and proposed

resolutions, by any County which has not fully contributed the County's annual funding mandate;

and

WHEREAS the Kootenai County Republican Party Central Committee cannot support a state

spending rule which goes against numerous core principals of the Idaho Republican Party Platform

and results in total transfer of budget preparation and enforcement of State Party funding from the

counties to the state Chairman; and

WHEREAS the Kootenai County Republican Central Committee believe the State Party should

comply with the same standards of transparency, accountability and universal participation which

the Party advocates for State and Federal governments;

NOW, THEREFORE, the Kootenai County Republican Central Committee resolves to oppose the

proposed Funding Committee Rule and directs its representatives to the State Winter Meeting to

unanimously vote in opposition to the Funding Committee proposed Rule; and

FURTHER RESOLVES to encourage the Central Committees of all Idaho Counties to adopt this

proposal or a similar proposal before the State Winter Meeting in January, 2018, and to cast their

votes unanimously in opposition to such Funding Committee Proposed Rule.

Resolution in Support of Making Municipal Elections Partisan

Submitted by: Boise County Republican Central Committee

WHEREAS, in the state of Idaho, elections for Mayor and City Council -- held in odd-numbered

years -- are mandated by law to be non-partisan, in that candidates appear on the ballot without a

party designation; and,

WHEREAS, this has led to the Republican party of Idaho largely ignoring municipal elections, and

failing to officially endorse or fund municipal candidates who happen to be party members; and,

WHEREAS, voter turnout in municipal elections is substantially lower than turnout in even-year

partisan elections; and,

WHEREAS, city council offices are legislative in nature, in that they pass policies that are

influenced by political ideology; and,

WHEREAS, Idaho law states that no individual may hold two or more elected offices at once, but

failed to include municipal offices in the definition, meaning that an individual may be both -- for

instance -- a city councilman and a legislator at the same time, a situation which has occurred more

than once in Idaho; and,

WHEREAS, this “blind spot” has been exploited by the Democrat party, an unpopular political party

in Idaho making up only 16% of the Idaho legislature; and,

WHEREAS, Democrats have recently bragged in an Idaho Statesman story dated November 2, 2017

that they do in fact exploit non-partisan races to elect liberal candidates, to-wit: “As losses for

governor and other statewide offices mount, Democrats have intensified their focus on local races,

where they believe they can win. “…City council elections in Idaho are nonpartisan, so voters

ostensibly don’t pick candidates based on nationwide platforms. That gives Democrats here an edge

they don’t have in most races, said Rep. Mat Erpelding, Idaho's House minority leader and one of

Idaho’s most prominent Democrats. “In nonpartisan races, when we’re not saddled with the ‘D,’

when we are able to run on our values, we have tremendous success in elections,” he said.” And,

WHEREAS, recent victories in the 2017 election by far-left candidates running in conservative

legislative districts demonstrate conclusively that the Democrat party is exploiting the nonpartisan

loophole, taking advantage of low-turnout elections, and deceiving voters;

THEREFORE, BE IT RESOLVED, that the Republican Party of Idaho believes that municipal

elections by their nature are, and should be, partisan affairs; and,

THEREFORE, BE IT RESOLVED, that the Republican Party of Idaho respectfully requests that the

Idaho Legislature amend state code to allow for a partisan system of primaries to be implemented at

the municipal level; and,

THEREFORE, BE IT RESOLVED, that a copy of this resolution be forwarded to all Republican

members of the Idaho legislature and the Secretary of State.

The Republican Party Anti-Bureaucracy Resolution

Submitted by: Idaho County Republican Central Committee

WHEREAS, the Idaho Republican Party is a volunteer grassroots organization, relying on the

participation of members in every precinct of the state; and,

WHEREAS, voting members of the State Central Committee and delegates to the State

Convention spend their own time and money to attend these functions in a hope to accomplish

meaningful business for the party; and,

WHEREAS, Republicans in general oppose government bureaucracy as it inevitably complicates

simple processes, stifles ideas, restricts the free flow of information by channeling it through an

intermediary, and reduces creativity; the defining characteristic of the bureaucrat is that their

first response will always be ‘no’ because there is nothing in it for them to say ‘yes;’

THEREFORE, BE IT RESOLVED that the State Central Committee opposes the bureaucratic

mindset within the party, and encourages its officers and employees to conduct themselves in

a way to best facilitate the free flow of ideas and grassroots participation. Conduct encouraged

includes but should not be limited to the following:

1. Rules, Resolutions and Convention Committee hearings should not have scheduled

adjournments. The presumption should be that committee members are there to

hear all business before them, in light of the fact that members must travel great

distances to present their proposals to the respective committees. Adjournment

should only occur upon a motion once all business has been completed.

2. The Convention, State Central, and Committee Chairman should take care to ensure

that debate by the full body on any matter before them is allowed to occur. The

Chair should clearly and plainly explain to the body their right to debate a motion at

the appropriate time, and should not try limit debate by calling for the question too

quickly.

3. It shall be the presumption that members of the Republican Party have the right to

freely access members of the State Central Committee and Convention Delegates;

that individuals, clubs or groups have the right to express their opinions to voting

members regarding proposed rules, resolutions, officer elections, and other matters;

and that there shall be no restrictions against the distribution or posting of literature

at such meetings; and that there shall be no artificial bar to speaking to members on

the floor except during actual voting; and that information from party members may

be emailed to voting members for their consideration.

4. Contact information and rosters of precinct committeemen, SCC members,

Convention delegates, officers, and clubs shall not be restricted to members of the

State Central Committee.

5. Party meetings, conventions, and committee hearings are public, and may be video

and audio recorded, and the Executive Committee is encouraged to make provision

for the party itself to record meetings to be posted online.

6. Proposed rules and resolutions should be made available online as they are

received.

7. Completed business by the State Central Committee or State Convention, such as

duly-passed resolutions and rules, should be prominently featured on the state

party’s website.

8. The Executive Director shall ensure that a press release detailing the State

Convention or State Central Committee’s completed business is sent out in a timely fashion.
