1. The meeting of 31 individuals engaged in studying and collecting flags was highly successful and the reports deliveredby many of the participants were all of great interest. Conditions for fruitful cooperation in the future seem very promising. All ofthose who attended are indebted to those responsible for the organization and realization of the Congress, above all Mr. and Mrs.Sierksma and family. Participants were also pleased to note the attendance at the Congress of so many young persons engaged inflag study, a fact which augurs well for the future.

2. At the Congress the Stichting voor Banistiek en Heraldiek (Muiderberg) represented by Mr. and Mrs. Sierksma and theFlag Research Center (Winchester/New York) represented by Mr. Smith expressed their desire to cooperate more closely with oneanother and with the participants at the Congress. To this end it was determined to establish an International League of Vexillologists.Membership is to be by ballot. The Governing Board of the League is to consist of a representative from the Flag Research Center,a representative from the Stichting voor Banistiek en Heraldiek, and an individual vexillologist. The majority approved of theselection of Mr. Louis Mühlemann (of Brugg, Switzerland) to serve as their representative on the Board and in the preparation ofstatutes for the League which will be submitted for judgement to all those attending the Congress. The general responsibilities of theLeague will be the coordination and promotion of vexillological activities on an international level and in particular the organizationof future International Congresses for Vexillology.

3. By general consent at the Congress it was also decided that there should be another Congress somewhere in Europe in1967. The languages preferred at such a Congress are to be French, English, German, and the other official languages used at theUnited Nations. The official organ of the League and of the International Congresses is to be The Flag Bulletin. The desirability ofestablishing an internationally accepted terminology for vexillology and of attaining the highest possible accuracy and completenesson future editions of the Flags of the World chart (published by De Geïllustreerde Pers, Amsterdam) was agreed upon.

4. Finally, there was agreement that a Report of the First International Congress for Vexillology should be published, toinclude the names and speeches of all participants. (A separate sheet with addresses will be available to participants only.) TheStichting voor Banistiek en Heraldiek was commissioned to produce and distribute such a Report, at reasonable cost.

C’est avec une grande joie que ma femme et moi nous vous souhaitons la bienvenue ̀à MIDGAARD, de la part de la Foundation deBanistique et Héraldique.

Nous pouvons bien dire que c’est un moment historique sur une terre historique *

Le moment historique — Voici une rencontre de quelques dizaines d’amateurs, qui étaient on rapport les uns avec les autres parlettres depuis de longues années déjà, mais qui ne s’étaient encore jamais vus lors d’une rencontre général comme celle-ci auxPays-Bas.

La terre historique — Pendant des longues siècles les imprimeurs néerlandais ont répandu à travers le monde les résultats de lierdocumentation banistique dans des planches et des livres.

Nous pouvons espérer que de ce premier contact personnel s’ensuivra une collaboration et une échange de données encore plusgrande. Peut-être même qu’il aura comme résultat un congrès bi-annuel ou annuel.

Il y a à peu près environ 350 spécialistes banistiques de par le monde. Sont présents ici 10 nationalités, 7 pays, 3 parties du monde.Nous espérons que les résultats de nos entretien trouvent une telle répercussion qu’à la prochaine rencontra le nombre de participantssoit encore considérablement élargi *

La Fondation de Banistique et Héraldique, Mesdames et Messieurs, peut revendiquer l’honneur d‘avoir organisé la première aumonde une rencontre internationale d’amateurs de banistique.

C’est à vous, Monsieur Whitney Smith de la part de la Centre de Recherche Banistique que revient l’honneur d’avoir étable le premiercontact international entre los amateurs de banistique on fondant une périodique intéressante.

Permettez-moi, Monsieur, de vous inviter à inaugurer maintenant ce congrès, ce qui signifiera le commencement du travail que nousproposons de faire.

Mesdames, Messieurs ; Monsieur et Madame Sierksma, Cher Collègues !

Je suis très heureux de me trouver ici dans cette jolie petite ville où j’ai l’insigne honneur d’ouvrir le Premier Congrès Internationalpour la Vexillologie. Je crois cependant qu’il nous convient tout d’abord de nous arrêter un instant à la question de savoir quel estle sens exact de ce terme «vexillologie» et quel but nous poursuivons par son étude.

L’un des premiers auteurs qui ont traité ce sujet, Henri Châtelain, a dit en 1720 que la vexillologie est «une étude curieuse etdivertissante non seulement pour ceux qui navigent (SIC) ou qui habitent des villes maritimes, mais aussi pour tous les curieux.»

Ce point de vue s’est maintenu durant les deux siècles et demi qui suivant et il n’existait donc pas, jusqu’à un passé assez récent, dedénomination généralement admise pour cette «étude curieuse et divertissante». Dans le fond la vexillologie fait partie des sciencessociales et ce en dépit de la façon négligente et condescendante dont elle toujours été traité. Pour la plupart en l’a considérée commeune subdivision de l’héraldique, mais cette interprétation prétend ignorer que la véritable héraldique est limitée aux certains siècleset à l’Europe. En dépit de la façon négligente et condescendante dont elle toujours été traité, la vexillologie, dans le fond, fait partiedes sciences sociales.

Et voilà un des objectifs de ce congrès : combler cette lacune de considération sérieuse des drapeaux. Mesdames, Messieurs, j’ai ditque la vexillologie est une science sociale ; elle se rattache non seulement à l’histoire, mais aussi à la politique et à la psychologiesociale. Mais il faut préciser que son rôle n’est pas celui d’un aide-mémoire ou d’un détail pittoresque.

Il suffit pour cela de penser aux combats d’intérêt vital et souvent sanglant qui se sont déroulés autour des symboles de certains états— par exemple l’échec des royalistes couronnant leurs tentatives de retourner au pouvoir en France en 1875 ; la lutte entre lespartisans et les adversaires d’un nouveau drapeau canadien, y a un an ; ou celle de même genre en l’Afrique du Sud dans les annéesvingt — pour se rende compte que la nécessité de comprendre les symboles nationaux afin du pouvoir estimer à sa juste valeur lesévénements et mieux comprendre le déroulement de l’histoire du pays.

Nous comprenons parfaitement que des recherches plus urgentes aient pris longtemps le pas sur la vexillologie, mais à l’heure actuelleon nous a fait nos premiers pas à nous et où les études scientifiques dans ce domaine de sont justifiées — car elles ont abouti àl’organisation du Premier Congrès International — il serait non seulement désirable, mais il s’impose qu’il soit accordé à lavexillologie sa place d’une discipline distincte qu’elle a mérité depuis si longtemps. Aussi suis-je particulièrement heureux deconstater parmi 35 participants à ce congrès tant d’éminentes personnalités venues d’une telle diversité de pays, et l’intérêt que lapresse, la radio et de la télévision y ont pris.

N’oublions surtout pas les efforts considérables dont nous sommes redevables à Monsieur et Madame SIERKSMA et qui assurentla réussite de ce congrès.

De la part de nous tous je leur adresse ici nos très sincères remerciements.

Et ainsi je le grand plaisir d’inaugurer ce congrès qui a finalement pour but de transformer la vexillologie d’une «étude curieuse etdivertissante» en une véritable science du symbolisme.

It is with great joy that my wife and I welcome you to MIDGAARD, from the Stichting voor Banistieken Heraldisk.

We can say it’s a historic moment on a historic land.

The historical moment—Here is a meeting of a few dozen amateurs, who have been corresponding with one another bycorrespondence for many years already, but who had never seen each other at a meeting like this one in the Netherlands.

The historical land—For many centuries Dutch printers spread the results of flag material in charts and books throughout the world.

We can hope that from this initial personal contact there will be even greater collaboration and exchange of information. Perhapsit will even result in a bi-annual or annual congress.

There are about 350 flag specialists around the world. Present here are 10 nationalities from 7 countries and 3 parts of the world. Wehope that the results of our discussions have such a significant affect that the next meeting greatly expands the number of participants.

The Stichting voor Banistieken Heraldisk, ladies and gentlemen, can claim the honor of having organized the first internationalmeeting of flag enthusiasts in the world.

It’s now time to recognize Mr. Whitney Smith from the Flag Research Center for bringing together the flag enthusiasts of the worldfor this first international meeting and for founding his interesting journal.

Allow me, Sir, to invite you now to open this congress, which will mark the beginning of the work we propose to do.

Ladies and gentlemen, Mr. and Mrs. Sierksma, dear colleagues!

I am very happy to be here in this beautiful little town where I have the honor to open the First International Congress forVexillology. I believe, however, that it is convenient for us at first to pause for a moment at the question of what is the exact meaningof the term “vexillology” and what purpose we pursue in its study.

One of the first authors who have treated this subject, Henri Chatelain, said in 1720 that vexillology is “a curious and entertainingstudy not only for those who sail or who live in maritime towns, but also for all the curious.”

This point of view was maintained during the next two and a half centuries, and so there was no generally accepted denominationfor this “curious and entertaining study” until quite recently. In the main, vexillology is part of the social sciences, despite the carelessand condescending way in which it has always been treated. For the most part it has been considered as a subdivision of heraldry,but this interpretation claims to ignore that true heraldry is limited to certain centuries and to Europe. In spite of the careless andcondescending way in which it has always been treated, vexillology is basically part of the social sciences.

And here is one of the objectives of this congress: to fill this gap of serious consideration of flags. Ladies and gentlemen, I have saidthat vexillology is a social science; it is related not only to history, but also to politics and social psychology. But it must be said thatits role is not that of a memory aid or a picturesque detail.

Just think of the battles of vital and often bloody interest that took place around the symbols of certain states—for example the failureof the royalists crowning their attempts to return to power in France in 1875; the struggle between supporters and opponents of a newCanadian flag a year ago; or that of the same kind in South Africa in the twenties—to realize the need to understand a nation’ssymbols in order to be able to fully appreciate the events and better understand the unfolding of the country’s history.

We understand perfectly well that more urgent research has for a long time overshadowed vexillology, but at the present time wehave taken our first steps, and where scientific studies in this area are justified—as they have led to the organization of the FirstInternational Congress—it would not only be desirable, but it must be granted to vexillology its place as a separate discipline whichit has deserved for so long. For this reason, I am particularly pleased to see so many eminent personalities from so many differentcountries among the 35 participants in this congress, and the interest that the press, radio and television have taken in them.

Let us not forget the considerable efforts that we owe to Mr. and Mrs. SIERKSMA, which ensure the success of this congress.

And so I have the great pleasure of opening this congress, which ultimately aims to transform vexillology from a “curious andentertaining study” into a true science of symbolism.
