Occurrence of flood in Malaysia is a common phenomenon. Every year the northern part of the country comprising Kelantan, Terengganu and Pahang are inundated due to flash flood, cyclonic storm caused intense downpour. During flood, large tracts of land get inundated and, thereby, disconnected from the adjoining areas resulting in disruption of normal day to-day activity in that area. Though natural calamities like flood cannot be avoided, its impact in terms of loss of lives and damage to properties. This can be minimized by undertaking appropriate management practices for preparedness, prevention and mitigation measures. This constitutes a holistic approach towards management of flood with emphasis not only on the traditional post disaster response; but also on pre-disaster preventive/mitigation preparedness as well, thereby, laying down the Standard Operating Procedure (SOP) for a Disaster especially for flood management. IN A GROUP OF 5 (FIVE) You are required to draft a new comprehensive Standard Operating Procedure (SOP) that fits Malaysia’s landscape on community preparedness for the annual flood disaster. This is in tandem with The Prime Minister, Datuk Sri Najib Razak’s statements that the current standard operating procedures (SOP) of national disaster management be reviewed to reduce burdens and losses in the future (BH Online, 2014). Comparisons are necessary to derive a new SOP with the developed country especially the United States, United Kingdom and Japan, as they are known to have the best disaster management system in the world. Furthermore interviews could be conducted with various stakeholders to identify unique variables for inclusion in the new SOP.
