• the external supplier will be awarded capacity at the applicable external control area market-clearing price

• any external capacity purchased will be identified as Rest-of-State (ROS) for the purchaser

• buyers of ROS capacity (including external capacity) will pay a capacity weighted average market-clearing price based on the amounts of ROS capacity purchased internally and externally and the applicable market-clearing price of this capacity

Changes - MPsPrior to acceptance as a valid transaction, a bilateral must be confirmed by the other party to the transaction

• Control area entities have been setup to administer bilaterals exports to these control areas

• NYISO Staff will make the second party confirmation for these external sales

Correct MP names must be provided with each bilateral transaction submitted – MP names will be available through a drop-downCertification must take place through the web interface – no upload capability availableTo participate in the ICAP auctions, the Purchase and Sale Agreement applicable to the automated system must be on file with the NYISO

• verify the Special Case Resource registration entered by the NYISO

• monthly certify their market position and bilateral transactions

• participate in the ICAP auctionsRIPS will continue to use the manual process for:

• SCR registration• reporting of event data• maintenance of strike price information

RIPs must enter UCAP values for each SCR• RIPs will provide ICAP values (APMD – CMD) for

each SCR to NYISO via current manual process• NYISO will provide RIPs with performance factors

and UCAP values for each SCR via current manual process

• RIPs must enter UCAP values for each SCR provided by NYISO into the automated system on the DMNC page

• NYISO Staff will verify and approve the entered DMNC values (UCAP values) for each SCR and set its performance factor to 0.0%

Changes - GeneralOnce deployed, all MPs trading ICAP must use the web-based application

• To become ICAP Qualified, an MP must:– be a NYISO Customer– establish collateral– sign the ICAP Purchase and Sale Agreement

An MP working through a Billing Agent can only access the ICAP system by permission of the Billing AgentAll MPs engaged in the ICAP market must change their password to support changes made to the NYISO’s security architecture
