Enhance the safety and efficiency of air transport through the establishment of a self-sustaining sub-regional cooperative entity providing technical services in safety oversight to the Member States

BASIC FEATURES OF A COSCAP PROGRAMME
Main focus of the programme is Flight Operations and Airworthiness Safety Oversight
As the scope of the USOAP audit has expanded, in response COSCAPs have broadened their scope to provide cooperation in the area of Aerodromes, Accident Investigation, Air Traffic Management and Dangerous Goods
There is no one COSCAP Model as priorities of the COSCAP programmes vary depending on their needs as determined by the Steering Committee

BASIC FEATURES OF A COSCAP PROGRAMME
COSCAP programmes may supplement Member States Safety Oversight capabilities in areas where States have specific needs
COSCAP programmes may also serve as a vehicle for States to transition to a full fledged Regional Safety Oversight Organization, where the circumstances support the establishment of such an organization

BASIC FEATURES OF A COSCAP PROGRAMME
Harmonization or establishment of basic aviation laws, regulations, standards and procedures (5%)
Training provided to CAAs, service providers and air operators through courses and seminars (20%)
Regional Aviation Safety Teams (RAST) have been established under COSCAP mechanisms (15%)
Preparation for USOAP audits and supporting the implementation of corrective action plans (60%)

REGULATION/STANDARDS
Regulatory guidance material developed based on request of individual Member States or in response to new SARPs
Harmonization of regulations remains an objective
Where States have mature regulatory structures, harmonization is a low priority activity

INSPECTOR MANUALS
Development of Inspector Guidance Manuals is a higher priority activity COSCAPs develop generic Manuals which can be quickly adapted for use in a particular StateManuals adapted by the State should be available prior to training being provided and should be referenced during the trainingManual should then be utilized to provide On-Job-Training to inspectors

TRAINING
Seminars, Workshops, Courses provided to States based on their needsProvided by COSCAP Experts and/or donor organizationsAir operators/service providers normally participate in the programme with CAA staff

COSCAP mechanism has proven to be cost-effective Donors support programmes where the benefits can be realised by maximum number of StatesDonor support and resource sharing permit some COSCAPs to meet most of the training requirements of Member StatesAvailability of local technical support COSCAPs have develop considerable material which may be shared with other orgaizations

CONCLUSIONThe COSCAP has proven to be a viable, practical and efficient approach to enhance the safety and efficiency of air transport. It is being adopted increasingly in other regions
