Motor Vehicles (Amendment) Bill introduced in Lok Sabha

Road Transport and Highways Minister Nitin Gadkariintroduced the Motor Vehicles (Amendment) Bill, 2019 in the Lok Sabha on 15th July 2019.

The Bill seeks to amend the Motor Vehicle Act, 1988. Increasing penalties of traffic violations, address issues on third-party insurance, regulation

of cab aggregators, road safety are among the changes proposed in the amendment. The amendment Bill proposes to omit a clause of the Motor Vehicle Act to decide how to

maintain their registers for driving licenses, to centralize vehicle registration data and achieve standardization.

It also proposes a National Transportation Policy for ushering guidelines on the transportation of goods and passengers.

Surrogacy Regulation Bill tabled in Lok Sabha

Health Minister Dr Harsh Vardhan introduced the Surrogacy (Regulation) Bill, 2019in the Lok Sabha on 15th July 2019.

The Bill had been passed by the last Lok Sabha but lapsed after the dissolution of the House. The Cabinet earlier approved the introduction of the Bill that aims to prohibit commercial surrogacy in India.

The Bill proposes to regulate surrogacy in the country by establishing a National Surrogacy Board at the central level and state surrogacy boards and appropriate authorities in the state and Union Territories.

The purpose of the Bill is to ensure effective regulation of surrogacy, prohibit commercial surrogacy, and allow ethical surrogacy.

NIA (Amendment) bill moved in Lok Sabha

The National Investigation Agency (Amendment) bill 2019was moved in the Lok Sabha on 15th July 2019 by Minister of State for Home Affairs G Kishan Reddy.

Making a preliminary submission, the Minister said, the amendment will strengthen the investigation agency and speed up trials in terrorism-related cases.

He further noted that the agency will be able to investigate terrorist acts against our embassies or assets abroad and take up cases of drug, arms and women trafficking apart from cyber terrorism.

Speaking on the amendment bill, Manish Tiwari from Congress warned that additional powers to NIA may create police state as there are possibilities of using the agency for political vendetta.

The amendment, he noted, should not curtail the rights of the citizens under article 14, 19 and 21.

TVS Motor launches India’s first Ethanol based motorcycle TVS Apache RTR 200 Fi

TVS Motor Company launchedIndia’s first ethanol-based motorcycle TVS Apache RTR 200 Fi E100.

Their main aim is to help reduce crude imports and reduce air pollution. It is available in Maharashtra, Uttar Pradesh and Karnataka at a price of Rs 1.20 lakh. It was first showcased in Auto Expo 2018 in Delhi.

The decision comes after the government plans to convert three-wheelers to EVs (Electric vehicles)by 2023 and 2-wheelers below 150cc (Cubic Centimeter) by 2025.

Madhya Pradesh: 1st international flight from Indore leaves for Dubai

In Madhya Pradesh, the first international flight from Devi Ahilya Bai Holkar International Airport of Indore left for Dubai today with 153 passengers on board.

The non-stop flight has fulfilled a long-standing desire from the travel fraternity and tourists for direct connectivity to the Gulf. Indore-born Sunish Kumar Bhargava was the commander of this maiden international flight from his home city.

Former Lok Sabha Speaker Mrs. Sumitra Mahajan, MP Shankar Lalwani, Air India CMD Ashwini Lohani were also present on this occasion.

Air India is operating 162-seater A-320 Neo aircraft on this route, which will fly directly to Dubai on every Monday, Wednesday and Saturday while the return flight from Dubai will be on Tuesday, Friday and Sunday.

Gujarat CM Vijay Rupani flags off CRPF cycle rally

Gujarat Chief Minister Vijay Rupani today flagged off the Central Reserve Police Force cycle rally as a part of the celebrations of the 81st Foundation Day which will be held at the national capital on 27th July.

Five women officers along with 20 other cyclists will travel a distance of 982 kilometres on cycle from Sabarmati Ashram in Ahmedabad to India Gate, New Delhi.

The cycle rally is being flagged off from the birth place and work place of Mahatma Gandhi. The rally has taken place at a crucial time when the nation is celebrating the 150th birth

anniversary of father of the Nation. The CRPF was established on 27th July, 1939. Today, it is a family of more than three lakh

brave soldiers.

The Union Minister for Information and Broadcasting Prakash Javadekar announced the schedule regarding IFFI 2019.

IFFI 2019 is to be organised jointly by the Directorate of Film Festivals and state-run Entertainment Society of Goa (ESG) in Panaji.

The celebrations in the year 2019 will mark the 50th edition of IFFI. Russia is to partner with IFFI.

International Film Festival of India (IFFI):

IFFI was founded in 1952. The film festival is one of the most significant film festivals in Asia. IFFI is being organised in Goa since 2004 under the leadership of Chief Minister of Goa.

World Bank planned to offer $250 million to Kerala

World Bank would offer a loan of $250 million to the Kerala Government for the Resilient Kerala project. The main aim is at enhancing the state’s resilience against the impacts of natural disasters and climate change in

the wake of last year’s floods. The World Bank recently signed a $250 million loan agreement to help Kerala enhance its resilience against

natural disasters and climate change.

Govt plans to set up 4,200 Ayush wellness centres in ongoing fiscal

Ayush Minister Shripad Yesso Naik informed the Rajya Sabha that 2,500 new centres are planned to be opened within the first four months of the present government.

The government also provided financial assistance to set up integrated Ayush hospitals in 85 districts across various states, and has plans to add more.

The government is trying to modernise Ayush hospitals across the country and is increasing the number of doctors. It is also modernising postgraduate AYUSH medical colleges.

The government provided around Rs 53,000 crore for Ministry of Health and Rs 1,686 crore for Ministry of Ayush for the last fiscal. Standing Committee asked to increase the budget for the Ministry of Ayush.

Yadav asked the government to introduce NET like all-India entrance exam for tradition medical education.

Over 1.28 Lakhs Gram Panchayats linked with optical fibre under Bharat Net

Union Panchayat Raj Minister Narendra Singha Tomar informed Lok Sabha that over one lakh 28 thousand Gram Panchayats linked with optical fibre under Bharat Net programme is uploading photographic evidence of the works taken up by them and assistance given to beneficiaries.

Two lakh 19 thousand Gram Panchayats have uploaded their Development plan and the details of 16 lakh works taken up by them are on the website ensuring transparency.

On empowering Panchayats further, states which do not conduct local body elections are not funded under the Finance Commission.

More than 3 crores beneficiaries receive 2nd instalment under PM KISAN

Three crores ten lakh 77 thousand 444 beneficiaries have received the second instalment under Pradhan Mantri Kisan Samman Nidhi, PM-KISAN scheme till 5th of this month with a cost of over 6,215 crore rupees.

Agriculture and Farmer Welfare Minister Narendra Singh Tomar said around 7,121 crore rupees is already credited into the bank accounts of 3 crores 56 lakh three thousand 344 beneficiaries as the first instalment.

The government has also approved a pension scheme for all Small and Marginal Farmers in the country. The scheme provides for payment of a minimum fixed pension of three thousand rupees per month to the

eligible farmers on attaining the age of 60 years with minimal or no savings.

China to impose sanctions on U.S. companies that are involved in a potential arms

sale worth $2.2 billion to Taiwan

China has announced that it is to impose sanctions on U.S. companies that are involved in a potential arms sale worth $2.2 billion to Taiwan.

China cited the reason as to safeguard national interests. The U.S. arms sale to Taiwan has

severely violated the basic norms of international law and international relations.

The planned weapons sale between US And Taiwan comes amidst the trade war between US and China. China views Taiwan as part of its territory and has vowed to one day seize it, by force if necessary.

The Chinese Foreign Ministry had already lodged formal complaints expressing strong dissatisfaction and resolute opposition at the potential weapons sale. The weapon sale includes battle tanks and anti-aircraft missiles.

China on demanded that the U.S. immediately cancel the sale.mBut, US shrugged off China’s complaints. The US said that the equipment would contribute to peace and stability in Asia.

China’s economic growth slows to 6.2 per cent in 2nd Quarter

China’s economic growth slowed to a record low of 6.2 per cent in the second quarter of this year.

This is the weakest growth rate in nearly three decades for the world’s second-largest economy, in the midst of a trade war with the United States and weakening global demand. Government data showed that Gross Domestic Product (GDP) growth slid from 6.4 per cent in the first quarter to 6.2 per cent.

China’s GDP expanded 6.3 per cent year-on-year in the first half of 2019 to about 6.56 trillion US Dollars.

The growth, however, was in line with the government’s annual target range of 6.0-6.5 per cent for the whole year, down from the 6.6 per cent growth China put up in 2018.

Cycle rally in S Africa to celebrate Gandhi’s 150th birth anniversary

Indian diplomats in South Africa participated in a cycle rally along with scores of people to promote greater awareness of Mahatma Gandhi’s ideals of non-violence and satyagraha to celebrate his 150th birth anniversary.

Conceived by Indian Consul-General in Johannesburg Dr K J Srinivasa, the event was co-hosted by the Gandhi Walk Committee.

First Global Conference for Media Freedom held in London

First Global Conference for Media Freedom 2019, hosted bythe United Kingdom (UK) and Canada, was held on July 10-11, 2019 in London, UK.

It is co-hosted by Chrystia Freeland, Canadian Minister of Foreign Affairs, and Jeremy Hunt, the UK Foreign Secretary. The conference is structured around 4 themes.

The four themes are protection and prosecution, including impunity, national frameworks and legislation, building trust in media and countering disinformation and media sustainability.

Indian delegation led by Prasar Bharati Chairman Surya Prakash. The UK government committed 18 million pounds. Their main aim is to improve media freedom across the world.

The new Global Media Defence Fund, administered by the United Nations Educational, Scientific and Cultural Organization (UNESCO), will support, train and provide legal support to journalists in the most dangerous parts of the world.

India, Italy to set up fast-track mechanism to facilitate investment

A fast-track system would be set up for companies and investors of India and Italy to facilitate investment proposals in both countries.

The main aim is to facilitate Italian companies and investors in India and Indian companies and investors in Italy and to decide to establish a fast-track system for companies and investors of both countries.

The key objectives of the system in India will be to pave the way for and identify and solve problems faced by Italian companies and investors with their operations in India.

They serve as a platform for discussing general suggestions from the point of view of Italian companies and investors with regard to ease of doing business in India.

The Department for Promotion of Industry and Internal Trade (DPIIT), under the ministry will represent Indian side in this system.

The department will facilitate the participation of other relevant ministries and authorities on a case by case basis.

India-Uzbekistan hold meet on counter-terrorism

The 8th meeting of India-Uzbekistan Joint Working Group on Counter-Terrorism was held in New Delhi on 16th July.

The Group discussed measures to strengthen bilateral cooperation in the sphere of counter-terrorism through information sharing, mutual capacity building and sharing of best practices.

Cooperation in multilateral fora including UN, Shanghai Cooperation Organisation’s Regional Anti-Terrorist Structure and EAG was also discussed.

The Joint Working Group reviewed threats posed by terrorist groups worldwide and in their respective regions including cross border terrorism.

The next meeting of the Joint Working Group will be held in Uzbekistan on a mutually convenient date.

SBI to waive off the charges on NEFT, RTGS and IMPS

State Bank of India (SBI) has waived the charges on National Electronic Funds Transfer (NEFT) and Real Time Gross Settlement (RTGS) transactions through YONO, Internet, and mobile banking.

This will be effective from July 1. The move comes after the Reserve Bank of India (RBI) has decided to waive off the charges with an aim to move the country towards less-cash economy.

Before July 1, SBI used to charge between Rs.1 and Rs.5 for transactions through NEFT, and Rs.5 to 50 for RTGS transactions.

SBI has also decided to do away with the charges on fund transfer using the Immediate Payment Service (IMPS) through mobile phones. It will be effective from August 1.

The bank has reduced NEFT and RTGS charges for customers transacting through branch network by 20% across all slabs.

RTGS:

Real Time Gross Settlement System. The RTGS system is used for large value transactions.

The minimum amount that can be remitted through RTGS is Rs.2 lakh with no upper or

maximum ceiling.

NEFT:

National Electronic Funds Transfer. NEFT is a nation-wide payment system that facilitates

one-to-one funds transfer. NEFT system is used for fund transactions of up to Rs.2 lakh.

AIIB provides $100 million to L&T Finance arm for wind and solar infrastructure

projects

Asian Infrastructure Investment Bank (AIIB) provide $100-million loan to L&T (Larsen & Toubro)Infrastructure Finance Company (LTIF) for wind and solar infrastructure projects.

This is the first time AIIB is extending loan to a non-banking finance company (NBFC). It is collaborated with AIIB to explore the international market for green finance.

The project mainly helps to increase the supply of renewable energy in India. It helps to reduce the carbon intensity by 30-35 percent of the 2005 levels by 2030 which was India’s commitment under the Paris agreement.

India set a target to install 175 Gigawatt (GW) of renewable energy capacity by 2022, of which a total of 80.04 GW of renewable energy capacity installed in the country till May 2019.

RBI imposed fine on SBI and Union Bank of India for violating certain regulatory

guidelines

The Reserve Bank of India (RBI) imposed fine on State Bank of India (SBI) and Union Bank of India for violating certain regulatory guidelines.

RBI fined Rs.7 crore as SBI did not comply with the directions issued by the RBI on Income Recognition and Asset Classification (IRAC) norms, code of conduct for opening and operating current accounts and reporting of data on Central Repository of Information on Large Credits (CRILC), and fraud risk management and classification and reporting of frauds.

RBI also fined Rs.10 lakh on Union Bank for non-compliance with the directions on the cyber security framework in banks issued by the RBI.

The RBI accused Union Bank of India that it failed to carry out the cyber security framework in 2016.

RBI’s examination revealed reports of generation of seven fraudulent messages worth $171 million through the SWIFT system of the bank.

No changes made in ITR forms after April 1 2019: CBDT

Central Board of Direct Taxes (CBDT) has announced no changes have been made in any of the Income-tax Return (ITR) forms since the notification made on 1st April this year.

There were reports in social media that the taxpayers were facing difficulties in filing return of income in ITR-2 and ITR-3 due to large scale changes in the ITR form.

The impression that the taxpayers are not able to file a return due to changes in ITR form is not correct as over 1 crore 38 lakh taxpayers have already filed their returns till date.

The software utility for e-filing of all the ITR forms has been released long back. The software utility is a dynamic process and is continuously taken up as per the feedback received from the

filers to ease their experience in electronic filing of returns.

Around 30 lakh persons enrolled under PM Shram Yogi Maandhan Scheme

The union government notified the eligibility criteria for its mega pension scheme – Pradhan Mantri Shram Yogi Maan-dhan.

They announced in the budget 2019 for unorganized sector workers. People who are at 40 years or already covered under a pension with part contribution by the government are not eligible for the scheme.

Only one spouse will be eligible for family pension in case of demise of the pensioner. The Government via notification dated February 7, 2019 notified the rules and other criteria for the mega

pension scheme announced by the Finance Minister. The mega pension scheme is known as Pradhan Mantri Shram Yogi Maan-dhan. The scheme will come into force

from 15 February, 2019. As per the notification the Scheme shall apply to the unorganised workers.

High-level committee proposes to set up National Digital Health Mission

A high-level committee formed by the government has proposed setting up of a National Digital Health Mission.

The report of the committee entitled ‘National Digital Health Blueprint’ was released by Health Minister Dr Harshavardhan in New Delhi on 15th July 2019.

Both the Centre and state governments will be the owners and stakeholders in the new organisation.

AGCL, OIL, GGL sign agreement for setting up of the new company for City Gas

Distribution (CGD) network in Assam

Assam Gas Company Limited (AGCL), Oil India Limited (OIL) and GAIL Gas Limited (GGL) signed an agreement for setting up of a new company for implementation of the City Gas Distribution (CGD) network.

It is done in five districts namelyKamrup, Kamrup, Cachar, Hailakandi and Karimganj of Assam. The joint venture is the result of the extension of the National Gas Grid Pipeline (Urja Ganga Project).

It is planned for an extension from Jagadishpur in Western Uttar Pradesh, to Haldia in West Bengal. In the 5 districts, about 4.16 lakh households connected with the Piped Natural Gas (PNG) and 72 CNG (Compressed natural gas) stations will be set up.

The Industrial sector, power generation sector, automotive CNG sector, and households sector benefited by the supply of natural gas grid throughout Assam and other parts of the northeast.

Kalraj Mishra appointed Himachal Pradesh governor, Acharya Devvrat sent to Gujarat

The Rashtrapati Bhavan announced the appointment of former Union Minister Kalraj Mishra as the Governor of Himachal Pradesh on 15th July 2019.

Incumbent Himachal Pradesh Governor Acharya Devvrat has been transferred and appointed as Governor of Gujarat.

Mishra, 78, had resigned from the Narendra Modi-led government as Minister for Micro, Small and Medium Enterprises in 2017 after he crossed the age of 75, the BJP’s unofficial age limit for holding an elected post.

Devvrat, 60, was appointed as Governor of Himachal Pradesh in 2015. He will replace OP Kohli, who retires on on 15th July 2019.

Kohli, who took over as Governor from Margaret Alva on July 16, 2014, completes his five-year term on July 15.

Former leader of opposition Chandrakant Kavlekar has been appointed as the deputy

chief minister of Goa

Former leader of opposition Chandrakant Kavlekar has been appointed as the deputy chief minister of Goa.

He has sworn in as DCM on 15 July. He is among the four legislators inducted into the Goa cabinet. The appointment came days after 10 Congress MLAs in Goa joined the BJP.

Mr.Sawant reshuffled the Goa cabinet on 13 July. Three members of the ally, Deputy Chief Minister Vijai Sardesai, Water Resources Minister

Vinod Palyekar, Rural Development Minister Jayesh Salgaonkar and Independent MLA and Revenue Minister Rohan Khaunte, were dropped to accommodate the new members to the cabinet.

Anusuiya Uikey, BB Harichandan Appointed Governors of Chhattisgarh and Andhra

Pradesh

BJP leaders Anusuiya Uikey and Biswa Bhusan Harichandan were appointed as governors of Chhattisgarh and Andhra Pradesh respectively.

A communique was issued by Rashtrapati Bhavan after President Ram Nath Kovind cleared their files for the gubernatorial post.

Harichandan, who is a BJP leader from Odisha, replaces ESL Narasimhan, who was the governor of Andhra Pradesh for the last one decade. Uikey is a BJP leader from Madhya Pradesh.

The post of Chhattisgarh governor was under the additional charge of Madhya Pradesh Governor Anandiben Patel.

With the appointment of Harichandan, two Telugu states have got separate Governors. Harichandan was elected to the assembly five times; thrice on the BJP ticket and one each from Janatha and Jana Dal Parties.

Former India wicketkeeper-batsman Kiran More takes charge as the interim coach of the senior USA cricket team. He replaces the head coach Pubudu Dassanayake.

Kiran More appointed as the USA’s director of cricket in June 2019. He served as the chairman of the Indian selection committee and the wicket keeping-consultant of Mumbai Indians in the IPL.

Chandrayaan-2 launch called off after technical snag in rocket

ISRO Scientists a few days to assess the seriousness of the problem. The launch in the current window of opportunity is available only till Tuesday (July 16). The next launch date could be months later.

A technical snag detected in the GSLV-MkIII rocket, less than an hour ahead of the scheduled launch aborted the planned flight of Chandrayaan-2, India’s first attempt at landing a spacecraft on the moon.

They indicated that it could take up to a few days to assess the seriousness of the problem. The countdown to the launch stopped at 56 minutes ahead of the scheduled time after scientists detected a problem in the rocket.

ISRO did not specify it but there were indications that the problem was detected in the

upper stage of the rocket having the cryogenic engine where liquid hydrogen fuel had been

filled less than half an hour earlier.

Twitter bans religion-based dehumanizing tweets

Twitter is one of the most important parts of the day to day life. Twitter is the land for such religion-based dehumanizing conducts.

media. Twitter expanded its rules against hateful conduct to include language on its platform that

dehumanizes others on the basis of religion. Actually, the main aim of the twitter is to primary focus is on addressing the risks of offline

harm, and research shows that dehumanizing language increases that risk. Twitter asked for feedback from different communities and cultures to ban hateful content

based on religion. But many people also raised concerns about Twitter’s ability to enforce its rules fairly and

consistently.

The respondents also asked the company to use clearer language when defining policy

violations and to be more consistent in its enforcement of the rules.

England lifted their maiden ICC World Cup cricket trophy beating New Zealand in a nerve-wracking final that was decided via a dramatic Super Over in London last night.

India bagged two Gold and one Silver medal in the Women’s 10-metre Air Rifle event at the International Shooting Sport Federation (ISSF) Junior World Cup in Suhl, Germany.

In the Individual section of the category, Elavenil Valarivan claimed the top honours with a total score of 251.6, while another Indian Mehuli Ghosh settled for Silver with 250.2 points.

India also clinched Gold in the team section by creating a junior world record.

British-Pakistani Boxer Amir Khan clinched the WBC International Welterweight 2019 title in Jeddah,

Saudi Arabia. The Olympic silver medalist defeated the Australian boxer Billy Dib.

The event was organized by Khan’s Super Boxing League in association with the General Sports Authority of Saudi Arabia.

The first professional boxing league in India is the Super Boxing League. The Super Boxing League was

created in 2017, after Super Fight League first season. The founders of the league are British-Asian

World Youth Skills Day: 15th July

On July 15 every year, World Youth Skills Day is marked to promote youth skills development and abilities. In 2019, UNESCO and the UNEVOC network will join the global celebrations to mark the day and also to raise awareness about the importance of youth skills development.

Bangladesh’s former military dictator Ershad passes away

Bangladesh’s former president Hussain Muhammad Ershad died due to complications from old age at a hospital in Dhaka on 14th July 2019. He was 91.

A former army chief, Ershad took over the state power in a bloodless coup in 1982 and subsequently ran the country for eight years until he was forced to quit in a pro-democracy mass upsurge in 1990.

Despite being imprisoned subsequently on several charges, Ershad emerged as one of the most powerful political leaders in the 1990s after his Jatiya Party became the country’s third biggest political outfit.

He was elected to parliament several times, once contesting from the prison even.

Fernando Corbató, a Father of Your Computer (and Your Password), Dies at 93

Fernando Corbató, whose work on computer time-sharing in the 1960s helped pave the way for the personal computer, as well as the computer password, died at a nursing home in Newburyport, Mass. He was 93.

He joined MIT in 1950 to study for a doctorate in physics, but realised during those years that he was more interested in the machines that physicists used to do their calculations than in the subject itself.

In a bid to overcome this limitation, Dr Corbato developed an operating system for computers called the Compatible Time-Sharing System (CTSS).

Rather than have the machine dedicated to one person, CTSS divided up the processing power of a computer into small slices so it could do little bits of work for lots of people.

In 1990, Dr Corbato received the AM Turing Award – one of the highest honours given to computer

scientists – for his pioneering work on time-sharing systems.
