    edge) and technology (which derives

    from sci ence an d manifests itself in

    physical form). The scop e to apply tech

    nology to both farm and non-farm ac

    tivities in rural areas is huge, as are

    th e potential benefits. In fact, crop

    yiel ds ar e fa r lo we r tha n w hat th ey ar e

    in demonstration farms, where science

    and technology are more fully applied.

    Technolog ies tha t reduce power con

    sumpti on of pump s are vital; unfortu

    nately, their use is minimal, since ag

    ricultural power is free or largelysubsidised. Similarly, there is little

    incentive to optimise- through technol

    ogy or otherwise - water use, espe

    cially in irrigated ar eas (a third of total

    arable land), given the water rates.

    Post-harvest technologies for process

    ing and addi ng val ue could grea tly

    enhance rural employment and in

    comes, but at present deployment of

    technology is marginal. Cold storage

    and cold-chains for transportation to

    mark et is of great imp ortanc e for man y

    agricultural products - particularly,

    fruits and vegetables - but are non

    existent. These are clearly technolo

    gies with an immediate return on in

    ves tme nt, and bene fits for all;- the

    farmer, the end-consumer, the tech

    nology provider. However, regulator y

    and structural barriers are holding

    back investments.

    Pow er is a key requ irem ent in rural

    areas, for agricultural as well as do

    mestic uses. Technology can provide

    reliable powe r at comparatively low cost

    in a decentralised manner. However

    this needs to be upgraded and scaled

    in a big way, wit h empha sis on re new

    able and non-polluting technologies.

    Reliable a nd low cost means of trans

    porti ng goo ds and peopl e is an essen

    tial need for rural areas. The bullock-cart and the tractor-trailer are present

    vehic les of choice. Surely, technolog y

    can provide a better, cheaper and more

    efficient solution? Information related

    to commodity prices, agricultural prac

    tices, weather etc. are crucial for the

    through mobile phones, which is a
