existing operating agreement for this conference similar to the one in existence for the Applied Power Electronics Conference. The IEEE Miami Section is also a financial co-sponsor of this meeting. Each financial sponsor is contributing a $10k loan for a total conference loan of $50k.

unexpected vacancy in the position of IAS Treasurer. Background: Current IAS Treasurer Resi Lloyd has submitted her resignation, effectively immediately. The procedure for filling a vacancy in the Treasurer position is provided in IAS Bylaws, section 13.7.1. The procedure involves three steps: 1) the Nominating Committee recommends a candidate, 2) the Executive Board approves (or disapproves) the recommendation, and 3) the IAS President makes the appointment., after approval of the Executive Board. Steve Larson formerly held the position of IAS Treasurer in the late 1990s and has agreed to accept the appointment if asked. President Halpin will make the appointment immediately after successful approval of this motion

2.2.2 Motion to approve granting 50% new membership discount including IEEE and IAS membership in the year 2009 for unlimited number of applicants for use during the IAS China Workshop 2008 to be carried out in Hong Kong, Shanghai and Nanjing. Background: According to the IEEE membership application rules applicants who certify that their prior year’s income did not exceed US $12,300 or equivalent are granted a 50% reduction in: full year dues, and regional assessment and fees for one IEEE Society. This rule will be used during the IAS China Workshop 2008 without checking the prior year´s income of applicants if they apply for IAS membership.

2.2.5 Motion to approve technical co-sponsorship of 13th European Conference on Power Electronics and Applications (EPE 2009) to be held in Barcelona, Spain from September 8-10, 2009. Background: The IAS has been a technical co-sponsorship of this meeting in the past. The attached MOU has been signed by a representative of the EPE. Per the MOU, the IAS agrees to publicize the conference. There are no publication opportunities.

2.2.6 Motion to approve technical co-sponsorship of the 2009 International Conference on Industrial Mechatronics and Automation (ICIMA 2009) to be held May 15-16, 2009, in Chengdu, Sichuan, China. Background: The IAS has never been a technical co-sponsor of this meeting before. A conference representative has signed the attached MOU. The conference record can be included in IEEE Xplore, and 20% of the papers presented at the conference are eligible for review for the IAS Magazine or Transactions.

2.2.8 Motion to approve Courtesy Associates as the conference management firm for the 2009 IAS Annual Meeting to be held in Houston, Texas in October 2009. Background: A request for quotation was sent to the IEEE, Courtesy Associates, and Glass & Associates. Courtesy was the only firm to respond with a management fee estimate of $33,575 and a travel estimate of $2,200.

2.2.11 Motion to approve hiring a technical program coordinator for the 2009 Annual Meeting, based on a stipend of $10,000, plus expenses budgeted for $2,500. Background: The Annual Meeting has used the services of a Technical Program Coordinator for many years, and this has been a very successful way to prepare the technical part of our meeting. The 2009 Annual Meeting will have fewer technical sessions, but the technical program coordinator would be asked to prepare the tutorial program as well. Memorandum Of Understanding between the

IEEE Industry Applications Society and

EPE 2009 THIS MEMORANDUM OF UNDERSTANDING is made this 15th day of September, 2008 by and between the IEEE Industry Applications Society (IAS) and the Conference Committee of the 13th European Conference on Power Electronics and Applications (EPE 2009), hereinafter referred to as “Parties” and sets forth the relationship and obligations relating to EPE 2009 to be held in Barcelona, Spain from September 8-10, 2009.

1. The Understanding a.The IEEE Industry Applications Society agrees to be a Technical Co-sponsor of EPE 2009.

This level of sponsorship allows for use of the IEEE and IAS Logo, but not use of the IEEE name in conjunction with the Conference Name. The IEEE IAS agrees to help promote EPE 2009 through its website and the IAS Magazine.

2. The purpose of EPE 2009 is to bring together specialists in power electronic components, and systems to discuss state-of-the-art technology in the power electronics sector.

3. Basic Conference Administration The EPE 2009 Committee shall consist of members of the sponsoring entities including the Industry Applications Society and this committee shall have the basic accountability for the conference operations.

4. Financial Responsiblility The Conference Committee shall have the basic accountability for all conference financial matters. IEEE IAS shall have no financial responsibility associated with EPE 2009.

5. Dissolving the Relationship This relationship may be dissolved by any of the Parties by giving the other Party a 60-day notice in writing. Notification should be provided no later than 60 days prior to the conference.

6. Miscellaneous This MOU is binding on the parties, their successors, and transferees and constitutes the entire MOU between them, superseding any and all previous agreements, oral or written with respect to the subject matter hereof. No modification or waiver of any term or amendment to this MOU shall be effective unless signed in writing by all Parties.

This MOU shall be interpreted in accordance with and governed by the internal laws of the State of New York. This MOU may not be assigned or transferred to another Party without the written consent of the other Party. If any Party uses facsimile transmittal, then the fax copy shall serve as an original until an actual original is executed and received by all Parties. E-mail signed copies shall be considered as original. In witness whereof, the Parties hereto have executed this memorandum of understanding as of the day first above written.

From: Macey, Chris [mailto:[email protected]] Sent: Monday, October 06, 2008 7:25 PM To: Durocher, David B Subject: RE: Cement Industry Committee: East Coast Subcommittee Conference Cancellation Dave, the CIC has sponsored these local conferences for quite a few years, well before we got involved with the PCA. The regional conferences are just one other thing that the CIC does. In fact, there used to be 3 regional subcommittees. Unfortunately I just do not know all the history involved, but as long as I can remember, the CIC has held regional conferences. I guess we were always lucky enough that the local conferences never created a loss. Let me be deadpan honest about this whole deal. Nobody said that the IEEE/IAS had to be involved in this. But the whole CIC sees our relationship with the IEEE as a one-way street. Every year a bunch of volunteers gets together and holds a conference that just happens to be identified to the US cement industry as the IEEE. (They all know it as the IEEE.) Every year we create a surplus so we write a check to the IEEE. Apart from the name and the some seed money, it looks to the CIC that the CIC does not get much support from the IEEE/IAS. In the next month the CIC executive committee will have a meeting. In normal years we only meet twice. This third meeting this year will be quite exceptional. We will discuss a number of strategic topics, including how to budget and manage the regional conferences, or even whether to hold them at all. I think that the cancelled conference in Mobile has told us that if we continue to hold these, we will have to create some framework so that we can prevent the risk that the Mobile conference materialized. If the IAS will help us out with the shortfall for the aborted regional conference, it will be a symbolic gesture of support from the IEEE. -cm

I am once again confused. I understood that the regional conferences were “off road” events that have not historically been supported by IEEE/IAS seed money, MOUs, concentration banking, audits, etc. I thought you explained these as local events with their own bank accounts. If this is the case, then it sounds like IAS involvement in the regional meetings is like PCA involvement – none! Where am I wrong here? Dave

Thanks, Chris. Rick, I’m sure I will be asked by the IAS Board what position the PCA will take regarding sharing this liability. In talking with Chris, it sounds like some of the vendors that contributed money for the reception would be willing to leave their $400 in as a “donation”. Since they didn’t benefit from participating in the cancelled meeting, it doesn’t seem right the committee should keep the money. With CIC conference proceeds split 50/50 with the IAS and PCA, these two organizations are the joint beneficiaries of assets that might be used to cover this liability. Dave

As I stated before, the East Coast Subcommittee has paid $16,500 to the hotel to date, and they have a shortfall of $3,500. On the subject of the Miami Conference, the treasurer is basically closing everything out. He said that checks of $75,622 will be mailed each to the Portland Cement Association and to the IEEE tomorrow. He said he will send a check to the IEEE tomorrow for $6,000 for the audit, and that the audit information will be forwarded later this week. Let me know what the Board decides regarding the $3,500 expenditure. Thanks for your help. -cm

President’s Report Agenda Item 3.2

Update on New Awards

1. The Rural Electrification and “Power Medal” awards appear to have cleared the required IEEE hurdles in terms of formal approval. Pat Ryan (PES Executive Director) has been managing the various paperwork issues. The Industrial Electronics Society has been included as an equal financial sponsor of the “Power Medal” which will reduce our cost. There does not appear to be any problem with spending this money in 2008 (using 2007 surplus allotments).

2. The Industrial Electronics Society has proposed a new “power electronics” award that significantly overlaps with PELS and IAS activities. The proposed award is a Society Award and, as such, there is little IAS and PELS can do other than request coordination and loose involvement. The Division Director is taking charge of this situation to communicate IAS and PELS thoughts to the Industrial Electronics Society.

Joint IAS/PES Activities

1. The “alternative energy” conference is moving along with the official call for papers now being circulated. Persons wishing to be involved from the IAS have been identified; others are welcome.

2. A new PES “coordinating committee” dealing with various aspects of marine power systems has been proposed. This committee could overlap significantly with the existing activities of the IAS PCIC Marine Industry SC and it appears that many of the leadership participants are drawn from this SC. Initial discussions are underway regarding how best to coordinate this new activity to best serve the IAS & PES members with common interests in this general area.

CMD Support

1. As previously described, I will support upcoming workshops in Hyderabad, Delhi, Shanghai, and Nanjing in Nov/Dec 2009.

IEEE INDUSTRY APPLICATIONS SOCIETY Bruno Lequesne Vice President October 2, 2008 To: IAS Executive Board Subject: Vice-President Report to the IAS Executive Board, October 8, 2008 Planning for the 2009 Annual Meeting: Budget: A draft budget is being prepared and a motion in that respect is expected to be presented to the board on Oct. 8th. The registration fee structure will be based on a two-mode registration, one registration based on technical sessions, and one based on tutorials, the latter covering all tutorials. A combo registration covering both technical sessions and tutorials will also be available. Local committee: Don Dunn, Aramco Services, will be Local Committee Chair. Tutorials: As discussed earlier, there will be both invited and submitted tutorials. The invited tutorials will be based in part on topics suggested by the Houston section, and in part by the tutorial adhoc committee. Concerning submitted tutorials, a request for proposals was sent out over the summer, but only one proposal was received. IAS 08 will therefore be an opportunity to present this program further, and ask for more proposals, with a March 15th, 2009 deadline for proposal submission. This Call for Tutorials is posted on the IAS 09 website. The tutorial instructors are expected to submit their material early (by June 15th, 2009). The purpose is to give the tutorial committee time to review the material, and make sure that the quality is as high as possible, both concerning content and form. Respectfully submitted,

Please note that the first two meetings are one day later than previously announced because of

conflicts with other events during the weekends before the meetings. 2007 IEEE Industry Applications Society Annual Meeting

We submitted all the forms required to close the conference in August. IEEE plans to close the bank account and the conference in October. The total projected surplus was $ 87,686.98 as of August 27, 2008. Twenty percent of the total surplus was paid to the New Orleans Local Section.

2008 IEEE Industry Applications Society Annual Meeting

As of September 29, 2008, there were 505 registrants and we had received 87% of the budgeted income. The schedule shows 61 technical sessions with 403 papers planned for presentation. Twenty two of those papers are in Products and Services sessions and not included in the CD. Items that are new or changed for 2008: − A map of the local area was created by the Edmonton Tourist Board and posted on the web site. − The paper presentation schedule was organized to show the time and place of each presentation.

This format was posted on the web and helped authors identify cases where they were originally scheduled to present two papers at the same time.

− The printed program was simplified to remove redundancy. While this made it easier to spot errors and eliminated conflicting entries, a side effect was that we omitted tutorials. A flyer was prepared that will be available on the registration desk on Sunday morning.

− There will be wireless access in all the rooms used for technical presentations to allow the audience to view the conference record on-line. We are the first test subjects for an IEEE pilot program to test the acceptance of on-line access to conference records.

− A technical tour is tentatively scheduled from 11:30 to 2:30 on Wednesday.

There were two main challenges in 2008: The hotel was too small for the meeting and Amy Kirson, who has our Courtesy contact for several years, left the firm about two months before the meeting. The size of the hotel resulted in multiple rounds of room swaps as we tried to fit everything. Rooms were reassigned as late as October 1. We also filled the room block of 300 rooms a month before the cutoff date for early registration. The loss of Amy resulted in a much higher workload for the remaining Courtesy staff. We did more work and made more errors than last year but we did manage to complete all the major tasks. Most events should look very similar to those of past years.

Significant Achievements

• TBCC continues work on transitioning content from the Color Books to New Dot Standard Format. Par will be submitted for the “Base Book” developed for new engineers in March. Additional PARs to be submitted in June.

• Bylaws are being revised to accommodate Standards Work to be done/process under the TBCC and redefine the TBCC as a Technical Committee in lieu of a Standing Committee.

• Consolidate and focus activities in Technical Committees • Improve communication and documentation of conference

statistics, paper review, etc.

Regional Workshop & Leadership Training Committees Regional activities for 2008: • Region 8 - Technical Presentation, SAICA 200, Spain – March 2008

IEEE IAS/CSS Spain Chapter organized technical sessions on Industrial Process Control Systems. The lectures were complimented by exhibits. The event was well attended by the Students and engineering professionals.

• Region 9 - Lecture Tour , March 2008 A grand lecture tour by Dr. Ajit Chattopadhyay, IEEE Fellow and past Distinguished Lecturer of IEEE-IAS was arranged by collaborative efforts of IEEE-IAS chapters and joint chapters in Lima - Peru, Santiago-Chile, Sao Paulo-Brazil, Rio de Janeiro and IAS Chapters and Membership Department The students, faculty members of the universities and engineers from the industry helped promote lively discussions and question/answer sessions.

• Region 9 - Technical Workshop and Panel Discussion, March 2008 Two days Technical workshop and panel discussion was organized by IAS Chile Chapter chair Professor Jorge Pont. The theme of the workshop was “Current Applications and Challenges in Power Electronics.” Panelists were Dr. Mutschler and Dr. H. J. Pfisterer from Germany and Dr. Chattopadhyay from India.

• Region 9 – Regional Speaker, Dr. Hiriart Le Bert in Chile, March 2008 Dr. Gerardo Hiriart Le Bert delivered series of lectures in Santiago and City of Valparaiso, Chile. The topics included, “Sea Water Desalination, Geothermal and Wind Energy, Stages and cost of a Geothermal Project, and Conventional Renewable Energies.”

• Region 9 - IAS Booth & Membership Promotion at CONCPAN, Nov. 2008 IEEE Guatemala Section will host IEEE CONCAPAN XXVIII – 2008 in Guatemala City, November 19–21, 2008. CONCAPAN member countries Panamá, Guatemala, Nicaragua, Honduras, El Salvador, Costa Rica and non-member countries México, Colombia, Brazil, Argentina, Chile, Venezuela, France, Spain, Canada and USA participate. Expected 600 to 700 attendees.

• Region 10 - Leadership & Technical Workshop in Hyderabad, Nov 2008 IAS Region 10 West Chapters Leadership Training and Technical tutorials in Hyderabad is organized by Region 10 West Area Chair C. Satish. This event will take place in conjunction with TENCON 2008.

Annual Meeting in Edmonton, Canada IAS Transactions

The November/December 2008 issue has been filled with 40 papers which were forwarded to IEEE on September 5. They arrived about one week ahead of the manuscript due date of September 15. Attached is a table showing the source by technical committee of the papers that have been published or scheduled for publication in 2008 as of September 15. This table shows the number of papers approved by each committee, either not yet processed or not yet received, for publication. Of these 150 papers, 78 papers have already been received. These will essentially fill the first two issues of 2009.

The enhanced page budget of 40 papers per issue that we have been using for the past six months has reduced our backlog of received papers by about one-half of an issue. However, as noted above, we am still holding on to about two issues worth of papers which adds about four months to the submission to publication time for some authors. Carl would feel much more comfortable if he reduced this by about two months. Toward that end, we will continue the 40 papers/issue target for the first two issues of 2009. The third issue is budgeted at 35 papers with the remaining three issues of the year reduced to a more normal 30 papers each. We will reassess this strategy in the April timeframe when we have the opportunity to increase the page budget if required.

IAS Magazine

45 papers were published in 2008 (3 over plan). 487 editorial pages were published (9 under plan and within 5% tolerance allowed)

We have been able to implement a fully electronic communications process with authors this year which eliminates time and costs for FedEx.

Our switch to IEEE Media Advertising in 2006 has produced increased advertising pages every year. Our advertising pages are up 19% over last year and are up 74% over 2006.

Manuscript Central Update

As of this September 10, 60 actual papers are at various stages of the Manuscript Central process. The four committees of IPCSD are actively using Manuscript Central:

o Electric Machines o Industrial Power Conversion o Power Electronic Devices o Industrial Drives

The functionality to permit MSC to be used to input papers for future IAS conferences (basically, the ability to produce Xplore-compliant pdf files) became available in late August. However, before we can start using it, it is necessary for the organizers of the 2009 conferences to take the steps necessary to register their meetings with IEEE Conference Services. Until that happens, Conference Services

cannot assign the “CCC code” that must be embedded in the footer of each of those pdf files, and until those codes are assigned, they cannot be encoded in the software. Note: this means that the ball is back in the IAS court to be able to implement this functionality in Manuscript Central. Mark Nelms has agreed to help encourage conference organizers to do this sooner rather than later. Obviously, it is more critical that this be done for the conferences early in the year since conference organizers should not be issuing Manuscript Central submission invitations for their conferences until we have been able to embed those “CCC codes” in the software.

ScholarOne has promised that our reporting functions will be available this month. What you see below is an example of the overall status report for IAS – this is the report that we are required to submit as part of our periodic TAB Periodicals Review. Note that while this report was run this morning, it is based on data that is several days old. Data latency is a known issue in the MSC reporting function and is something that is supposedly being worked on.

IAS Prize Paper Selections

October 7, 2008 Mark Halpin Subject: Constitution & Bylaws Committee Report IAS Executive Board Meeting October 8, 2008 Lynda Bernstein and I received a communication form TAB staff regarding Society Bylaws and Constitution “must haves” and our need to incorporate these requirements into our documents. The changes are focused on standardizing procedures for conducting ballots on motions and other actions via in person meetings or any form of electronic communications. We have edited our Constitution and Bylaws to incorporate these changes. With the motion below, I will request Executive Board approval to forward these documents to the IAS Council for approval ballot. Per our existing Bylaws, the Council will have 60 days to respond to changes in the Constitution and 30 days for changes to the Bylaws. Motion from Lanny Floyd, Chair Constitution and Bylaws Committee Motion to approve draft of proposed changes to the IAS Constitution and Bylaws. These revisions incorporate June 2007 IEEE TAB required “must haves” in Society governing documents.

3 Membership development related inter-society activity Chapter and membership survey has been carried out for 2001-2004, result is

enclosed. Facts:

- IAS membership declined from approx. 11,500 to 9,500 - Decreasing R1-6 membership (2/3) and increasing R 7-10 membership (1/3)

results in stabilization - Student membership has decreased from 800 (2003) to 300 (2008) - >80% of Student Members are in R 7-10 - There is one Region without any Student Member - Chapter development indicates saturation in R 1-6, strong Chapter

development in R 7-10 Action: Detailed survey will be made on basis of 1967-2008 IAS membership data. Target:

- demonstrating membership development trends - indicating changes in trends - conduct research regarding the cause of changes in membership

development trend - indicating role of IAS in trend changes
