PERIOD 1995-2011
Kemess South Project
• Kemess South Mine Project fisheries assessments focusing on adult and juvenile bull trout impact assessment and monitoring for an 18-year period encompassing pre-development, construction, and 14 years post-operation. The work involved background inventory, impact assessment and the development of a compensation and mitigation program acceptable to the fisheries regulatory agencies. The program has seen the successful implementation of adult bull trout compensation projects including bull trout spawning site development, habitat extension projects and the successful transplant of Dolly Varden to barren streams. This work is ongoing.
Kemess North Mine Expansion Project
• Assisted with the collection of baseline fisheries information for this project and participated in the Joint Review Panel hearings on this project on behalf of Northgate Minerals Corp..
Ministry of Transportation and Highways • Nass Road upgrade including inventory, impact assessment, monitoring and the development of
compensation structures along the lower Nass River and Lava Lake sections of road. Work during this time also included a 3-year program of post-construction monitoring of compensation structures and road crossings near Kincolith.
Fish Sustainability Planning Morice Watershed • Stage 2 biophysical profile of the Morice Watershed. Final product was the production of a
report entitled “Conserving Morice Watershed Fish Populations and Their Habitat”.

Forestry, Mining, and Pipeline Projects • Nanika Ridge Molybdenum Project – Inventory of fish populations and input to project design in
the Nanika and Morice watersheds over a two-year period. • Detailed assessment of Pacific Northern Gas pipeline stream crossings in lower Skeena and
Bulkley tributaries and construction monitoring at complex crossing sites. • Slate Creek Gold Property – Design, construction and monitoring over a three-year period of a
one-km long stream diversion and reconstruction project for a rainbow trout population. • Long-term monitoring (1984 through 2011) of fish populations in streams associated with the
Equity Silver Mine located in the Bulkley Watershed. Current work includes fish health assessment studies and tracking metal tissue levels in fish.
• Watershed-wide aquatic inventories of Gosnell, Thautil, Owen, Tagit, Fenton and adjacent
Morice River watersheds for Houston Forest Products and Northwood. Also conducted fisheries and stream classification studies for various forest companies in the Terrace and Prince Rupert area.
• Fisheries inventory of streams in the vicinity of the proposed Booker property on Morrison Lake
(2003 and 2004) and the Endako Mine for Thompson Creek Mining Ltd. (2000). • Telkwa Pond coho smolt and upstream fry assessments - annual surveys 1993 to 2001. • Mr. Bustard served as a member of the technical review committee for BC Fisheries Renewal
projects until 2001. He has served as a board member for the BV Center for Natural Resource Research and Management
PERIOD 1985-1995
Mining, Highway Development and Steelhead/Rainbow Trout Projects • Highway 16 alignment options and compensation/mitigation planning along the lower Skeena
River for the Ministry of Transportation and Highways. Mr. Bustard was the biologist on a study team that was awarded the Association of Professional Engineers and Geoscientists of B.C.'s Environmental Award for 1993.
• Ministry of Transportation and Highway design projects in the lower Nass, Cranberry and
Kispiox rivers, and near Stewart. • Telkwa Coal Project. Four years of mine pre-development work at Telkwa Coal involving
watershed-wide inventory including bull trout assessments, periphyton and benthic studies for Crowsnest Resources and Manalta Coal.
• Skeena River summer steelhead studies for B.C. Environment including juvenile
assessments throughout the upper Skeena from 1991 to 1993. Adult steelhead studies included fence operation and radio-telemetry studies examining the migration, holding and spawning behavior of adult upper Sustut steelhead and the operation of a rotary screw trap

on the upper Sustut River for juvenile salmonid enumerations.
• Assessments of resident rainbow trout populations in Francois and Babine lakes including fence operation for enumeration, tagging, and radio telemetry studies to determine spawning and subsequent dispersal of adults. Enhancement options including streamflow monitoring for optimal flow releases for fish production.
• Fisheries/logging studies in the northwest section of B.C. for Ministry of Forests, Skeena
Cellulose Inc., Skeena Sawmills and Interfor including work in the Clore and Zymoetz watersheds. Projects also included construction monitoring for Pacific Northern Gas Ltd. (pipeline) and Ministry of Transportation and Highways.
• Assessment of road options to Klappan Coal for Gulf Canada and fisheries assessment and
compensation options for pit and causway developments for Curragh Resources (Yukon).
• Contracts for B.C. Environment including angler surveys on Francois and Babine lakes, scale reading, and the development of a lake management data file.
PERIOD 1979-1984 Kemano Completion and Fish-Forestry Interaction Program
• Senior aquatic biologist working on Alcan's proposed Kemano Completion Project. Responsibilities included designing and conducting field studies examining the downstream impacts of a proposed hydroelectric dam on the Nanika River. These studies involved collection of detailed fish inventory information throughout the Morice River watershed and specific studies designed to assess the impacts of reduced river flows on salmon and steelhead spawning and rearing habitats.
• Fish/Forestry Interaction Program evaluating stream rehabilitation options in the Queen
Charlotte Islands.
PERIOD 1971-1979 Habitat Protection Biologist for Northwestern B.C. (Government of BC)
• Regional Habitat Protection Biologist responsible for coordinating fish and wildlife habitat protection in northwestern British Columbia. This job required a continuous involvement with industry and other government agencies in an attempt to minimize the impacts of development projects on the fish and wildlife resources of northwestern BC. The position required an understanding of the impacts of activities such as logging, railway and highway construction, mining, agriculture, pipeline, and hydro developments as well as the measures that can be taken to lessen their impacts and involved administrative functions such as budget preparation, policy formulation, as well as direct responsibility for a staff of up to five.
Carnation Creek Watershed Study (Pacific Biological Station and U.B.C. 1971-73)
• The Carnation Creek Watershed study has been assessing the long-term impacts of logging on a small coastal watershed. A three-year association with this study as a field assistant and graduate student, including a one-year residence at the site provided Mr. Bustard with a good background in biological and hydrological techniques used for assessing logging impacts on streams.

BRIEF BIOGRAPHY:
Stanford has worked at the Flathead Lake Biological Station since 1971. The Biological Station is a
multidisciplinary research and education center with 8 resident faculty and some 50 staff members,
including graduate students and postdoctoral scholars, with an annual budget currently exceeding $5M
from competitive grants. Professor Stanford is well known for his research on natural and cultural
interactions of large river ecosystems. He has published over 200 juried papers and books in limnology
and ecology since receiving his Ph.D. from the University of Utah in 1975 and has graduated 13 PhD and
28 MS students. He is most noted for his long-term studies of the 18,200 km2 Flathead River-Lake
Ecosystem in Montana and British Columbia that demonstrated the 4 dimensional nature of rivers and the
pervasive food web changes caused by introduction of nonnative species. In 1999, Dr. Stanford began
extensive work on a suite of observatory salmon rivers in Kamchatka, Argentina, Alaska, and British
Columbia; the research focuses on cross-site comparisons of the salmon and steelhead life histories and
effects of marine nutrient subsidies on floodplain ecology. Professor Stanford teaches field ecology for
undergraduates at FLBS in summers, a very popular, outdoor course. He has served on many national and
international science review panels and editorial boards concerning the ecology and conservation of rivers
and salmonid fishes. He was elected a Fellow of the American Association for Advancement of Science
in 2000. In June, 2004, Professor Stanford received the Award of Excellence of the Society for
Freshwater Science, and in 2011, he received the Lifetime Achievement Award from the International
Society for River Science.
