Let us see 9day. The Coofedcrate estimate of avcrqe annual expenditure of

Newfoundland u a Province iD the first four ~an u submitted to the Natioaal Coavention was $14,188,775. But the absurdity of that f~ ia shown by comparison with the lut budlet f~~WU or the Commillioaei for Finance.

Foreumple: The Confederate estimate for Education was $3,107.700. The

eapenditure budletcd for the current ~ar alone is $4,161,900, and the r~ may be expected to increa~e. They are therefore a million dollars out in this crant.

The Confederate estimate for Public Health and Welfare was was $5,214,868. The expenditure budgeted for the current year ia $7,251,300, or two millions moz:e than the Confederate fll\li'C.

In the.se two services alone, therefore, it will be 1ttn that the Conleder~tes estimate is three mill'on dollars short. Add to thia t:cure, short estimates in other departments and a difference of at leut five million dollars is shown. As a matter of fact this is the amount of the deficit that a Ca nadian firm of Chartered Account­ants said the Newfoundland Government would have u a Pro­vince. It would naturally increase each following year.

Now how is that ddicit to be overcome. for overcome it muat? Only by reducing the amount spent on services such u Education and Public Health or by increasing taxation.

Or by doing as it is done in Canada, MAKE EACH LOCAL COMMUNITY BEAR THE COST OF ITS OWN SERVICES.

In Canada about one-third of the cost of taxation is paid by the Province ; the other two-thirds are paid b~· i:::!i\·idllal com· munities.

Let Us See Why In Nova Scotia, for example, in 1945, the total cost or Educa­

tion was $6,048,179. Of this amount the Province paid $2,039,155 out of the aeneral revenue, while Municipal and County tax· otion-that is direct ttxation on prope.rty and real estate-pro· vided $4,009,024, I

This averaae is ceneral throuchout the Dominion. Applyinc these fiaures to Newfoundland and we would have

the Provincial revenue contributinc about $1,000,000, and the var­ious communities contributinc by apecial tax about $3,000,000.

Now let us brine it down to an individual case, and take a community with a five room school.

Such a school would have five teacben and it presently rc· ceiviq from the Government ovtt $5,000 for teac:hen aalarics, in· cludinc aucrnentation and cost of livin& allowance, and $550 for maintenance or over $5500.00. .

Under Confederation this school could not upect to reccivr much more than one-third of this amount from the Provincial Government-it will not have the revenue to pay more-so that the local community would either have to tax itself to fmd the bal· uce or reduce its school facilities. This is u inescapable fact.

If, bowtver, the Provincial Government took Upoll itxH the rnponsibUity of findina all the money for Education IT COULD ONLY DO SO BY ENORMOUSLY INCREASING TAXA· TION, AND THIS TAXATION WOULD FALL UPON THE SHOULDERS OF THE FISHERMEN, THE LOGGER. THE TRADESMAN AND CLERK. It wiD not come from the wealthy, because tues on wealth-on incomea, businaa profits. et~.-•Jico to the Federal Administration at Ottawa which hu uo rttpe~llibility for Education, Public Health, etc.

These are facts that haw to be faced, and the people ahould coasider them well before committinc themselves to votinc for Unioa with Canada.
