1. Modifying Requirements for Inspection of Non-Certified Seed

BACKGROUND:

Part XII-D of the Potato Standards refers to the requirement to have a grower’s non-certified fields inspected for Bacterial Ring Rot. It reads as follows (bold/underline added for emphasis):

Most states do not allow a ‘seed grower’ to plant a commercial lot*1. The rule noted above is a way to allow a ‘seed grower’ to grow fields for commercial purposes without compromising the integrity of his seed lots in regards to potential BRR infection, and give some assurance to seed buyers that the seed lots are not exposed to BRR infected lots. The first exception to the BRR inspection requirement noted above ( “when a grower plants his own certified seed”) means that if a grower plants a commercial lot from his own certified seed it need not be inspected for BRR, however if he plants a Oregon-certified lot from one of his neighbor’s lots it does need to be inspected. If the Oregon grower who sold him the seed planted it as a commercial lot, it would not have to be inspected. This exception, as written, also does not limit the source of the seed to Oregon-certified lots but can be from another state or province as long as the same ‘grower’ produced it.

PROPOSAL:

D. Inspection of non-certified fields: to survey those fields not entered for certification on a Seed Farm for bacterial ring rot all acreage planted to potatoes, but not entered into the certification program for re-certification, must be inspected at least once during the growing season for the presence of bacterial ring rot, except (1) when a grower plants his own certified seed or (2) when the seed produced is for the producers’ use only and will not be eligible for sale as certified seed.

No bacterial ring rot is permitted in fields not entered for certification. Finding bacterial ring rot in the uncertified fields will cause Certified seed fields to be subject to the bacterial ring rot requirement noted on Page 14 (“C. Bacterial ring rot”). A special application for the inspection of uncertified fields must be completed along with a map showing the location of each field. Failure to comply with the Seed Farm inspection requirement will result in downgrading the seed grower’s entire crop one generation.

2. Bacterial Ring Rot – Review of inspection process and limitations

BACKGROUND:

The current Standards regarding Bacterial Ring Rot specify that require that:

(1) Fields withdrawn after a 1st inspection but prior to 2nd inspection (and not destroyed) must be inspected for BRR where conditions allow (even if grower’s own seed). (XII.A.5, underline added for emphasis). and (2) Lots withdrawn prior to completion of field inspection portion of the OSCS program are not included (in the Directory); (Part IV)

Bacterial Ring Rot symptoms generally do not express themselves until later in the season. Under the current practice it would be unlikely that the presence of BRR would be detected in lots that:

(1) Are withdrawn before the second inspection and destroyed;

(2) Killed down early (due to size concerns). Some states (i.e. Colorado, Michigan, N. Dakota) specifically require that all lots on a seed farm be allowed to continue growing until a timely inspection for BRR can take place (generally late August or at least 80 days from emergence (*2). Currently OSCS policy is to conduct 2 field inspections on certified lots. The target for the first is 14” in height and to prior to row closure. The target for the second is at the beginning of crop die down (still plenty of green leaves but plants starting to open up). Delaying the inspection to a later date with more advanced die down may improve the chances of detecting BRR, and it would also make accurately assessing the lot for mosaic difficult or impossible. In the opinion of OSCS staff, a more reliable assessment of a lot for BRR, whilst not reducing the chances of detecting mosaic, could only be done by increasing the number of inspection from 2 to 3 with the second inspection taking place near the end of the die down period PROPOSAL:

OSCS not make any specific proposals for changes at this time. This topic is being put forth for discussion in light of the recent outbreaks of BRR in Idaho.

~~~~~~~~~~~ IV. PUBLISHING DIRECTORY OF CERTIFIED SEED POTATO GROWERS

Seed Potato Growers Lists will be published annually after final field inspection. The report will show the results of the field inspections, including bacterial ring rot. The Directory will include all lots that have completed the field inspection portion of the OSCS program (including the “Do Not Publish” varieties with variety names blacked out). Lots withdrawn prior to completion of field inspection portion of the OSCS program are not included

Nuclear and G1 class producing lots require significantly more labor to inspect than those of higher generations due to the level of inspection required (see Reference “Potato Inspections - Labor vs. Class”, attached). OSCS estimate that the increase labor cost average 20 to 30 times for Nuclear class lots between 2-5 acres, and 5 to 10 times for G1 lots however the fee charged for these lots is the same as G2 – G5 lots.

OSCS modified the inspection protocol in 2009 away from a 100% inspection for G1 lots greater than 1 acre, to a more reasonable level (see table) but the cost to conduct these inspections is still high relative to the other class lots.

Because of these factors OSCS is proposing a fee increase for Nuclear and G1 classes lots (only). The fee for lots producing these class seed will go from $30/acre, $60 minimum, to $50/acre, $80 minimum. Note: OSCS has not had a fee increase in the potato program since 2007.
