Dear Readers, It’s a great pleasure for me to write the foreword for the very first edition of the ITEC Newsletter. As you are aware the Indian Technical and Economic Cooperation (ITEC) Programme of the Ministry of External Affairs is one of the most active manifestation of India’s development co-operation initiatives. ITEC is a fully sponsored programme of Government of India for government officials, professionals and policy practitioners. Over the years, ITEC has created a large number of alumni across continents in 160 ITEC partner countries who have become brand ambassadors and powerful links between India and their respective countries. As a part of an evolving team of The ITEC program I am glad to state that presently we all are working towards creating a superior academic environment and overall better experience for all our future ITEC participants. I look forward to hearing from and interacting all the ITEC stake holders.   • ITEC DAY 2019-20

    The 55th Indian Technical and Economic Cooperation (ITEC) Day wascelebrated on 7th October 2019. It was attended by Dr. S. Jaishankar, Hon’bleExternal Affairs Minister as Chief Guest and Mr. V. Muraleedharan, Minister ofState for External Affairs and Mr. Sripad Yessonaik, Raksha Rajya Mantri as the

    Guests of Honour. The event was also attended by about 350 participants includingResident HOMs (Heads of Missions) and Heads and Programme Coordinators of the ITEC

    partner institutes, along with senior government officials from various Ministries and media.

    On this occasion, a booklet containing the ITEC Training Calendar 2019-20 was unveiledby the dignitaries. Additionally, the preview of a documentary film on ITEC which

    outlines the philosophy and impact it has made in our ITEC partnercountries was screened. The ITEC’s new logo was also launched during the event.

    There was an interaction with the Heads of ITEC partner institutes and theircoordinators, wherein a Booklet on ITEC Terms & Conditions for training by ITEC

    Partner Institutions, was distributed. A technical power point presentation foroperating ITEC portal by ITEC Institutes was also screened.

    e-ITEC is a modality of ITEC programme wherein training isimparted in partner countries by Indian Institutes online inreal time. Under e-ITEC, the classrooms are shifted to ourpartner countries and tailor made courses are delivered byIndian faculties online/ through video conferencing. Thefacilities in the classroom required are desired internetbandwidth, telecommunication links and a focal person tocoordinate. Under the initiative, a course has beenconducted on Big Data Analytics by IIT, Madras in Oct-Dec'19. This has benefitted around 157 candidates from 4countries - Laos PDR, Myanmar, Morocco and Vietnam.

    ITEC Onsite is customised capacity building training underITEC programme which are imparted in the partner countryby deputing Indian experts/trainers in that country. ITECOnsite is offered when significant number of participantsfrom a single country are to be trained on particular subject.The partner countries approach our missions with aproposal for training under above modalities includingdetails regarding desired area of training , minimum numberof participants and classroom facilities etc. The nominatedparticipants by the partner countries apply through ITECportal and physically join in classes on the given date andtime.

  • GSITI has conducted 22 international courses in the lastone-decade (2009-2019) covering 67 countries with 298international participants. During in the last decade, GSITIhas conducted 10 International courses on GeographicInformation System (GIS), 09 International courses onRemote Sensing and Digital Image Processing, 01 trainingon Geological Mapping for Afghan Officials, 01 trainingcourse on Application of Remote Sensing and GIS forMineral Exploration for Afghan Nationals and 01 course onMineral Exploration techniques for African Nationals.All theparticipant countries could reap rich dividends in terms oftheir technical skill enhancements with competencydevelopment from such programmes, apart from theopportunity to share socio-cultural exchanges amongst thedifferent countries and India. This in turn will empowerthem not only in professional skills, but also to preparethem to the globalized world.GSITI prepared a compilationof 10 years of ITEC training programme as an attempt toprovide the information related to those courses conductedby GSITI for last one decade. As a part of promotion of Yoga,GSITI incorporates the Practice of “Yoga for Daily Life” forthe participants. Open gym concept has been introduced inthe campus as a part of recreation. Both initiatives werehighly appreciated by the participants. Along with the Indianofficer trainees of various in-house training courses,international trainees participated in the culturalprogrammes with great zeal during their course period as apart of cultural exchange between the countries.

    SH.DINESH KUMAR GHIMIRESecretary, Ministry of Energy, Water Resources, and Irrigation,

    Government of Nepal, sharing his experience on ITEC Dayprogramme.

    Sh. Dinesh Kumar Ghimire is the Secretary, Ministry of Energy, Water Resources, andIrrigation, Government of Nepal, since December 2018. He has been associated with thepower sector of Nepal for more than two and half decades. During his service in variousgovernment organizations, he rendered his expertise in planning, budgeting, monitoringand evaluation of power projects, Project Development Agreement negotiation, privatesector promotion, promoting renewable energy and projects. Mr. Ghimire led manybilateral negotiation and mechanism meetings encompassing water and power issueswith neighboring countries like India, China, and Bangladesh. He also served as aGoverning Board Member from Nepal in SAARC Energy Centre and has been engaged inRegional and Sub-regional forums like Bangladesh, Bhutan, India & Nepal (BBIN), SouthAsia Sub-regional Economic Cooperation (SASEC), South Asian Association. for RegionalCooperation (SAARC) and The Bay of Bengal Initiative for Multi-Sectoral Technical andEconomic Cooperation (BIMSTEC). Sh. Ghimire had received his M. Tech. degree in Hydroelectric System Engineering andManagement from the Indian Institute of Technology (IIT)-Roorkee (India) under theIndian Technical and Economic Cooperation(ITEC) programme. He had obtained hisundergraduate degree in Electrical Engineering from from Rajasthan University, Jaipur,India.
