1 Background
The NRC Interim Staff Guide DI&C ISG-06 (Reference 1) describes the licensing process that may be used in the review of license amendment requests (LARs) associated with digital Instrumentation and Control (I&C) system modifications in operating plants originally licensed under Part 50. This ISG also identifies the information the NRC staff should review for digital I&C equipment and when the information should be provided by the licensee. ISG-06 is intended for a plant-specific LAR for an actual digital safety I&C system upgrade. Some interpretation is needed to identify the subset of documentation that applies to a generic licensing review of a digital safety I&C platform, in this case, the SPINLINE 3 digital safety I&C platform produced by Rolls-Royce. SPINLINE 3 has not previously been reviewed by the NRC. Therefore, the ISG-06 guidance for a “Tier 3” review applies to the NRC review of the generic SPINLINE 3 digital safety I&C platform. As defined in ISG-06, Section C.1:
“Tier 3 is applicable to license amendments proposing to use a new digital I&C platform or component(s) with no generic approval. Licensees should expect that a Tier 3 review should receive a significant review effort within all review areas. The list of documents that would typically be submitted by the licensee in support of a Tier 3 review is contained in Enclosure B, Column 3. Tier 3 evaluations generally include Tier 1 review scope and topical report review scope. The typical topical review scope includes hardware, software, developmental tools, and associated developmental methods (e.g., application restrictions and integration methods)”.

2 Objective
The objective of this document is to provide an interpretation of the ISG-06 document submittal guidance and identify the subset of documentation that applies to the licensing review of the generic SPINLINE 3 digital safety I&C platform. This document provides a set of mapping tables that are intended to demonstrate how Rolls-Royce has complied with the ISG-06 Tier 3 guidance, as interpreted herein.

3 Main Mapping
The main mapping table is Table 1, which is intended as a cross reference to show how the SPINLINE 3 licensing documentation is organized relative to the Tier 3 checklist in Enclosure B of ISG-06 (Reference 1). This table is divided into the following four main sections.
• The left-hand section of the table reproduces the ISG-06 Tier 3 document list in Enclosure B of ISG-06 (Reference 1).
• Moving right into the second section of the table, Rolls-Royce provides an interpretation of how each ISG-06 document requirement applies to the review of the generic SPINLINE 3 digital safety I&C platform (i.e., rather than to a LAR review for an actual plant-specific digital safety I&C system).
• Continuing right into the third section of the table, Rolls-Royce identifies the SPINLINE 3 licensing documents that correspond to each ISG-06 item and the delivery status of each licensing document. In some cases there are no corresponding SPINLINE 3 licensing documents. Typically, this is the case when certain documents are only produced in connection with a plant-specific application or system installation. The basis is explained in the middle section of the table.
• The right-hand column of the table identifies additional work to be done to support a future and separate Tier 3 review of a plant-specific LAR submitted by a licensee for a SPINLINE 3 system.
In some cases, one ISG-06 documentation requirement is implemented in more than one SPINLINE 3 document. Examples of this can be seen in Table 1. Rolls-Royce believes that the main mapping table, Table 1, demonstrates a high level of compliance with the documentation requirements of ISG-06, as interpreted herein.

4 Chronology
Rolls-Royce has submitted SPINLINE 3 licensing documents in a series of batches starting in July 2009 to meet the ISG-06 document submittal requirements. The chronology of licensing documents submitted to date and the schedule for future document submittals appears in Table 2.

5 Mapping by Document Groups
The SPINLINE 3 Licensing Topical Report (LTR, Reference 2) is the primary licensing document. The large number of SPINLINE 3 licensing documents have been organized into “document groups” as summarized in Table 3. Individual document groups are expanded in Tables 4 to 9, which include mappings back to the corresponding ISG-06 document requirements. These mapping tables are intended to assist the reader in identifying the ISG-06 document requirement that corresponds to specific SPINLINE 3 licensing documents. In several cases, the content of one SPINLINE 3 document addresses more than one ISG-06 document requirement. Examples of this can be seen in Tables 4 to 9.
