1. Background

The aim of the ESSOR Programme is to develop and produce a complete portfolio of European Software Defined Radio (SDR) products to meet the requirement for interoperable tactical communications in multinational deployment of the Participating States, through the following Programme activities:

Contribute to the development of an autonomous European Defense Technological Industrial Base in SDR through the establishment of the normative referential required for the development and production of a military SDR in Europe;

Define and maintain a referential system architecture for ESSOR shared at European level using the JTRS Software Communications Architecture (SCA) as a basis, and develop an associated certification environment;

Develop a complete family of SDR applications providing interoperability to tactical communications in the land, 3D, airborne and maritime domain;

Develop and maintain a through Life Management (TLM) approach ensuring the maximization of the benefits to the Programme Participating States throughout the entire lifecycle of the developed systems;

Support the standardization efforts of the ESSOR products in the relevant for a (e.g. NATO, EDA, Wireless Innovation Forum).

The tasks carried out within the ESSOR Programme will concern the following activities for the ESSOR Architecture and the HDR waveforms (named as ESSOR Products):

developing and testing of new waveforms;

the technical and operational development of the ESSOR Products;

the standardization of the ESSOR Products;

Management of the ESSOR Product lifecycle through functions like ILS, Requirements Management, Information Lifecycle Management, Life-cycle cost Estimate;

Preparation of subsequent Programme stages.

2. Duties and Responsibilities

The TLM SL will report directly to the ESSOR PM. In particular, he / she will be responsible towards the Programme Manager and/or in charge of: Common Support the evolution of the ESSOR programme starting from the scope of work defined in

the Programme Decision;

Endeavour to achieve the TLM programme HLOs as defined within the Programme Decision;

Provide inputs, where required, to the OCCAR Business Plan and the reports to the OCCAR Committees and the BoS;

Provide inputs into the ESSOR Programme Management Plan, and OCCAR management tools in use within the ESSOR PD;

Act as focal point for the gathering and curation of the Programme Information throughout their lifecycle;

Act as focal point for the management of the Integrated Logistic Support;

Act as focal point for the preparation and usage of the Life Cycle Cost Estimate;

Support the definition and harmonization of the interfaces between the ESSOR products and their deployment contexts in National (and international) systems;

Support the ESSOR NATO standardisation initiatives;

Support the ESSOR Products deployment in the European Defence context.

Specific

As a main task, act as the ESSOR focal point for:

harmonizing the requirement management of all the ESSOR products, ensuring their consistency, identifying and mitigating conflicts, undesired redundancy or scope creeps;

Support the risk management process with special focus on long-terms risks impacting on programme benefits (TLM risk management);

Identify and manage the main drivers supporting or affecting the delivery of expected benefits in the development of ESSOR products;

Support the configuration management of the full portfolio of ESSOR products;

Support the knowledge build-up of the ESSOR community, also through the definition and design of specific training programmes/materials both for operational users and research;

Ensure the identification and definition of common interfaces between the ESSOR products and the national systems where they will be deployed;

Support the Information/Data lifecycle Management (I/DLM), LCCE, ILS for the future of the ESSOR programme;

Supervise, coordinate with the Technical Section Leader the transition between operational requirement and technical specification;

Manage the Joint Configuration Control Board in coordination with the Technical Section Leader;

Manage the personnel in the TLM section;

Support the production of shared CONOPS/CONUSE;

Support the documentation of the expected benefits of the programme, their enablers and associated value;

Responsibility for the Requirement Engineering of the Programme;

Support the generation of articles, presentations, training programmes and material in order to maintain and develop the ESSOR culture in national systems and international environment;

Collect and maintain the Programmes’ stakeholders data based on their specific status (e.g. PS, former PS, observer etc.) and defined the associated communication needs;

Prepare reports and presentations for the internal ESSOR Programme Reviews, for the ESSOR Programme Committees, for the ESSOR Programme Boards and for the Nations as required;

Lifecycle management

Support the ESSOR PM in the definition and management of consistent future IPR schemes for the Programme information, in coordination with the PCCF SL, and the definition of licensing schemes for the ESSOR products;

Support the ESSOR PM in the identification and management of Communities of Interest for the ESSOR products;

3. Key competences and skills required for the grade

CS 1 Executive management skills and the ability to manage complex negotiations as well as dealing with difficult situations such as conflicts proven through results attained in performing jobs in this field for other national/international organisations;

CS 2 Excellent interpersonal, team working and leadership skills with the ability to interact sensitively, effectively and professionally with people from diverse cultural, educational and professional backgrounds;

CS 3 Conceptual thinking with the ability to analyse complex and wide ranging questions, issues and information, with a structured approach to the problem solving process, including providing recommended solutions and a proposed way forward;

CS 4 The ability to work in a changing, developing and demanding environment with the ability to orchestrate and implement clear, efficient and logical approaches to work, to manage time, assignments and objectives;

CS 5 The ability to use Computer and Information Technology (ICT) facilities, with a working knowledge of MS Office software.

4. Specialist knowledge and experience required for the post

(You must provide evidence of meeting these specialist requirements in your Application, Section 11).

4.1 Essential:

ES 1 Experience of managing projects at senior level, encompassing the entire lifecycle of combat systems, including the communication subsystem as well as requirements management and Life-Cycle Cost Estimation;

ES 2 Knowledge of Information Lifecycle Management/Data Lifecycle Management;

ES 3 Experience in the preparation and execution of plans and/or policies for international cooperation;

ES 4 Good understanding of the main principles of IPRs and licensing schemes applicable to software.

4.2 Desirable:

DS 1 Experience in the field of ILS/ISS for military systems.

5. Language Requirements

Fluency, orally and written, in the English language.

Adequate knowledge of at least one other OCCAR language would be an asset.

6. Qualifications

A Master of Science (MSc) degree at a nationally recognised/certified University in a related subject (Mathematics, Physics, Computer Science or Engineering) or a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a related subject with at least 5 years of relevant work experience as well as academic research (qualified publications) and lecturing experience would be seen as an asset.

National security clearance at Secret level is required for this post.

2. Duties and Responsibilities

The Technical section leader is directly responsible to the ESSOR Programme Manager. In particular he/she will be responsible towards the ESSOR PM and/or in charge of: Common

Support the management of the ESSOR programme within the technical scope of work defined in the relevant Programme Decision(s);

Endeavour to achieve the technical programme HLOs as defined within the Programme Decision(s);

Manage the personnel in the Technical Section; Provide inputs, where required, to the OCCAR Business Plan and the reports to the OCCAR

Committees and the BoS; Provide inputs into the ESSOR Programme Management Plan, and OCCAR management

tools in use within the ESSOR PD; Provide expert advises for all the technical matters related to the Programme execution.

Specific As a main task, support the ESSOR PM for:

Harmonising the system and software development and testing activities for all the ESSOR products;

Managing the production of a consistent set of technical specifications for the ESSOR products taking into account the interfaces with a wider Combat System scenario and their decomposition into the design documents;

Managing the development of consistent verification, validation and testing policies for all the ESSOR products;

Managing the common activities contributing to the approval/acceptance process of the common deliverables;

Managing of critical non-common implementation variants, with the assistance of National Experts, contributing to the approval/acceptance process of the associated deliverables;

Conducting and coordinating the Technical Design Reviews of all ESSOR Products; Harmonizing the transition of operational needs defined by the TLM Section into design

requirement suitable for future deployment into a wider joint Combat System; Managing the ESSOR Contract(s) risks reported by Industry and coordinating them with

the ESSOR PD risk register. Contributing to the annual ESSOR Programme Management Plan;

Managing the ESSOR PD database of all the relevant communications (Docuware) Supporting the PD reporting officer in preparing reports and presentations for the internal

ESSOR Programme Reviews, for the ESSOR Programme Committees, for the ESSOR Programme Boards and for the Nations as required;

Writing Decision Sheets of the Programme Committee meetings Supporting the custodianship of the ESSOR products; Supervising the preparation of the Technical lab Test for the Programme, liaising with the

ESSOR PS National lab Technical Test teams. Supporting the definition of testing and compliance policies for new implementations of

the ESSOR products to be adopted in the custodianship centre; Collecting the feedback coming from the ESSOR products integration into national Combat

System and identify Technical actions if required; Acting as ESSOR PD security official.

ES 1 Experience in engineering management, encompassing the entire lifecycle of mission critical systems like Combat Systems, including communication sub-systems in at least two different domains out of the following five: land, airborne, maritime, space, cyber;

ES 2 Experience in supervising/directing technical teams involved in the development of heterogeneous mission critical and real-time military systems, such as communication systems;

ES 3 Knowledge of architecture and functions of Combat Systems and, in particular, mission critical systems such as Combat Management systems (CMS), Command Support Systems (CSS), Integrated Communication systems (ICS), Communications Deception/Jamming Systems;

ES 4 Knowledge of the processes of verification, validation and certification applied to communication systems.

4.2 Desirable:

DS 1 Experience in developing and testing applications based on Software Communications Architecture (SCA);

DS 2 Experience in Software Defined Radio (SDR) – waveform definition and portability;

DS 3 Experience in Object Oriented Programming (OOP) and/or Component Based Development;

DS 4 Experience in system security of military communication;

DS 5 Experience in the field of programme management, system engineering.

5. Language Requirements

Fluency, orally and written, in the English language.

Adequate knowledge of at least one other OCCAR language would be an asset.
