The Government of Goa is pleased to approve the scheme for, grant; of compensatio~ to, the person or member of his farriily on account oflos,; 'ofhuman life or injury leading to permanent disability an.d/or damage to crop, cattle 01 properties caused by wild animal as defined in the Wild Life Act, 1972 (Central Act' 53 of 1972) on the following terms and conditions and at the rates mentioned below:

1. In case of loss of human life or permanent incapacitation:

a In case of loss human life, on th" basis of postmortem certificate issued by the: concerned Medical' Officer and countersigned' by the Medical Officer in charge of the respective Primary Health Centre. The amount of compElnsation - Rs. 40,000/-.

b. In' case 'of permanent incapacitation, on the basis 'of the report of the Health Officer, in charge of the Primary Health Centre or the Medical Superintendent of the District hospital. In ca~e spocialisis are not available in the

The Range Forest Officer will forward the same iInmediately to his Dy. Conservator of forests albngwith the report.

. (II) In cases of loss of human life, the concerned Dy. C~nservator of Forests shall arrange to obtain post mortem report from the Health Officer of Primary Health Centre/Medical Officer of a Government hospital and shall arrange to. forward the said injury report/ /disabiiity report to the Conservator of Forests (WL &ET), Panaji.

(ill) Relief in ca"e of loss of humaIllife. shall be granted in order. of preference to:-

a) , Wife or husband; as the case 'maybe.

The Sub-Committee shall. enquire, investigate and recommend the amount of compensation payable to the owner/owners of house/crop/other property damaged due to the attack by the Wild Animals in terms of the amount mentioned in the enclosed Schedule-I alongwith the guidelines at Anne'!'llIe,r.

5. Payment of compensation:- .

Ex-gratia due to death caused due to attack by wild animals and compensation of damages as assessed and recommended by the Damage Assessment' Committee shall be referred to the Committee consisting of following.

1. Chief Conservation of Forests/Chief Wildlife Warden.

2. Conservator of Forests (Wildlife and Eco-tourism).

3. ADM or SDM or the nominee of District Collector.

This Committee shall sanction the amount .after scrutinizing the assessment report as per the schedule annexed herewith and arrange to cause it pald through the respective Divisional head. The Committee shall' sanction the amount upto Rs. 2.00 lakhs and if the compensation amount exceeds Rs. 2.00 lakhs, then Government approval should be obtalned.

6. The charge on account of payment of compensation in respect of incident' of depredation anywhere in the State will be met by the Forest Department from the Budget Head of Account of the Forest Department.

Guidelines prescribed by the Government of Goa for payment of cash compensation to the owner/owners of the Cattle/crop/other properties damaged due to a.ttack of Wild animals.

1. No compensation will be paid if the incident has taken place in any of the Wildlife Sanctuaries or National Parks.

2. The investigation of the inCidence of attack by the iwild animals shall be initiated within a week from the date of the event taking place,

5. In order to decide the payment of cash compensation to the owner/owners of the cattle which died due to the Wild animal attack, the m,aximum. rate indicate.d in schedule annexed shall be adhered to.

6. For determining the compensation payable in respect of cattle/animals died/injured due to wild animals' attack, the committee' shall take into consideration the following conditions: .

. (a) . The committee should record its fil1dings that the' death ofthe animals was purely due to'

. the attack of the wild animals and not due to . any other reason. The following details shall be recorded in the finding:-

i. Age of the animal.

ii. Milk yield cost of the animal.

iii. Maintenance cost of the animals by the owners.

iv. Quantity of the animals droppings.

v. Longevity of the animal.

vi. Health of the animal.

vii. Life history of the animal and

viii. The financial capacity of the owners of the animal etc.

7. The expenditure shall be debitable under the Scheme of the forest Department.

. /Development 'Projects, hold discussions' and seek clarifications from the Secretaries/Heads of Departments in regard to the matters concerning the- work entrusted to the Sub-Committees.

6. The Sub-Committees shall submit their recommendations to the Planning Board within 4 months from the date of Notification. The recommendations of the Sub-Committees will be discussed in the Planning Board.

7. The outstation non-official Members will be entitled , to draw airfare (both ways) for attending the Sub­

Committee meetings. While in Goa, the outstation members (whose normal place of residence is outside Goa) will be treated as State Guests. Each non-official member will be paid a-sitting fee of Rs. 200/- per day for attending the Sub-Committee meeting.

8. All expenses in relation to holding meetings/ /deliberations of the Sub-Committees and operations incidental thereto will be met by the Directorate of Planning, Statistics and Evaluation.

Her pay shall be fixed as per rules.

Dr. Kamat Haldoncar Ketan Ramesh shall be on probation for a period of two years.

Her, character and antecedents have been verified by the District Magistrate, South Goa District, Margao-Goa and she has also been declared medically fit by the Medical Board at the time of appointment as Resident Pathologist on regular basis in Goa Medical College.

Whereas it appears to the Government of Goa (hereinafter referred'to as "the Government") that the land specified in the Schedule hereto (hereinafter referred to as the "said land") is likely to be needed for public purpose viz. Land Acquisition for construction of road leading to Barazan in V. P. Surla in Bicholim Taluka in Pale Constituency.

Now, therefore, the Government hereby notifies, under sub-seqtion (1) oiseqtion 4 of the Land Acquisition Act, l!i94 (Central Act 1 of 1894) (hereinafter referred to as the "said Act") that the said land is likely to be needed for the purpose specified ahove.

Whereas it appears to the Government of Goa (hereinafter referred to as "the Government") that the land specified in the Schedule hereto (hereinafter referred to as the "said land") is likely to be needed for public purpose viz. Land Acquisition for the construction of road from Mardol Apewal main road to Sangaowada in V. P. Veling Priol Constituency.

Now, therefore, the Government hereby notifies, under sub-section (1) of section 4 of the Land Acquisition Act, 1894 (Central Act 1 of 1894) (hereinafter referred to as the "said Act") that the said land is likely to be needed for the purpose specified above.

2. All persons interested in the said land are hereby warned not to obstruct or interfere with any surveyor or other persons employed upon the said land for the purpose of the said acquisition. Any contract for the disposal of the said land by sale, lease, mortgage, assignment, exchange or otherwise, or any outlay commenced or improvements made thereon without the sanction of the Collector appointed under paragraph 4 below, after the date of the publication of this Notification, will under clause (seventh) of section 24 of the said Act, be disregarded by him while assessing compensation for such parts of the said land as may be finally acquired. -

If the Government is satisfied that the said land is needed for the aforesaid purpose, a declaration to that effect under section 6 of the said Act will be published in the Official Gazette and in two daily newspapers and public notice thereof shaH be gi';en in due course. If the acquisition is abandoned wholly or in part, the fact will also be notified in the same manner. -

4. The Government further appoints, 'under clause (c) of section' 3 of the said Act, Land Acquisition Officer, PWD (Cell), Altinho, Panaji to perform the functions of the Collector,North Goa District, Panaji-Goa,under the said Act in respect of the said land.

Whereas by Government Notification No. 23/33/2004-,RD dated 28-12-2004 published on pages 909 to 910 of Series II, No. 39 of the Official Gazette, dated 30-12-2004 and in two newspapers (1) "Navhind Times" dated 03-01-2005 and (2) Thrun Bharat" dated 03-01-2005 it was notified under section 4 of the Land Acquisition Act, 1894 (Central Act 1 of 1894) (hereinafter referred to as "the said Act"), that the land specified in the Schedule appended to the said Notification (hereinafter referred to as the said land), was needed for the public purpose, Viz. Land Acquisitiop for widening of existing road from Taleigao Church to Caranzalem up to Mitra bazaar via Taleigao Church Cemetry in Taleigao Constituency.

And whereas, the Government of Goa (hereinafter referred to as "the Government") being of the opinion that the acquistion of the said land is urgently necessary, hereby applies the provisions of sub-section (1) and sub-section (4) of Section 17 of the said Act and directs that the Collector appointed under paragraph 2 belOW, shall, at any time the on the expiry of fifteen days from' the date of the publication of the notice relating to the said land under sub-section (1) of Section 9 of the said Act, take possession of the said land.

Now, therefore, the Government hereby declares, under the provisions of section 6 of the said Act that the said land is required for the public purpose specified above.

, 2. The Government also hereby appoints, under clause (c) of section 3 of the said Act, the Deputy Collector & SDO, Panaji-Goa, to perform the functions of a Collector for all proceedings hereinafter to be taken in respect of the said land, and directs him under section 7 of the said Act to take order for the acquisition of the said land.

3. A plan of the said land can be inspected at the office of the Deputy Collector & SDO, Panaji-Goa, till the award is made under -section 11.
