Please note that we fi lled out the pre-referra l check list for Bill 22-34 as not containing one subject matter; however, Bill 22-34 is a budget bill , and as such , it is an exception to the Secti on 6.0 I of the Standing Rul es ("(a) One Subject Matter. No bi ll introduced, consi dered o r passed by l liheslaturan Guahan (the Guam Legislature), or any of its Members, shall contain more than one (1) subject matter, and shall not contain unre lated subjects or pertain to multipl e proj ects, except for one (1 ) annual budget bill and one (I) supplement to the annual budget bill per fi scal year; except that, the succeeding Guam Legislature may, on the year it commences, introduce, consider and pass, one (1 ) supplement to the annual budget bill for that fiscal yem; whose subject and contents may be exempted from this Section (See also 2 G.C.A. §2 108(a)) .")

Therefore, despite the Bureau's response to the pre-referral checklist for Bill 22-34, the bill complies with the Standing Rules and should be referred accordingly.
