To Indonesians, Surabaya is also known as “the city of heroes” due to the importance of the Battle of Surabaya in galvanizing national and international support for national independence during the Indonesian struggle for independence. INTRODUCTION The 2017 AUN/SEED-Net Regional Conference in Civil Engineering (RCCE) is a regional conference which hosted by Civil Engineering Department of Institut Teknologi Sepuluh Nopember (ITS). This conference will be held in coincide with the third International Conference on Civil Engineering Research (ICCER). rd The 3 ICCER is an annual event and it is mainly for scientists and researchers with specialties on Civil Engineering or related area. The previous conference had been successfully held in Surabaya th on January 27 , 2016. In accordance with the theme of this year, a variety of topics related to planning, design, construction, operation, management and maintenance of infrastructure are expected, especially on how to make the Infrastructures smart and sustainable. Through this conference, it is also expected that participants may perform research collaborations and define the platforms for their future research directions. II. THEME Main theme of this conference is “Contribution of Civil Engineering towards Smart and Sustainable Infrastructure”. Technical topics to be discussed are: 1. Structural Engineering 2.
