" Coming l\f many similar follies : down to a much more secantmhmto , another ' " mass meeting " allowed itself to bo led away by the same song set to a now tune li- Tho Island Kailtvny or Separation . " Then , again , ( there is the dreary record of strenuous cllurts to carry the railway far n01'thof Vancouver , where it would have been virtually lost to Columbia , rather ( than that it should come down the fertile valley of the 1'I'asel'j , ; and although those efforts failed in their suicidal object , they undoubtedly resulted in needless oxpendi- ture of time and money on surveys , and in several j eeg ' ilolny in the commence ment of railway construction . It would scarcely be surprising ifa question around which such historical memories cluster should find little favor in Main land c'esnd yet it is well ) that the quchcinbittoring a spirit of fairness nnd dealt with on its own merits'imon Columbia formulated willingto . American Empire it is quite obvious that aIm island [ railway was not present to her mind . On the contrary , in designating and distributing the various public works which Canada was to be asked to under- take ¬ , it was expressly intimated that , as the Canadian Pacific Railway . would doubtless reach the sea nt.Bufrard lillet , the . graving [ dock , should be _ allotted t to the island upon the gronnci of territorial die tribution , rather than on account of an) ' supposed superiority of Esquimalt as a site . In fact the graving dock was con- cccdcd to Esq uimalt as a seton for Btir- rnrd having the railwayVoli , Durrani : Inlet has the railway and Esquimalt ] has the dock ; and thus it will beseen that all is fair and square up to that point that is so far as tlm : Torins of : Union are concerned . Vancouver cannot have any wellgroundedclaim \ ' for n. railway as a Dominion work . But \I'ould.llot be al- together fair to rent the question here ; and it is our desire to deal with it in a spirit of fairness , if npt magnanimity . There are nof wanting circumstances which may bo taken to constitute reason- able ¬ ground for expecting , if not also lutely claiming , an island ] railway at tilt hands of the Dominion Gorernmcnt . First of all wo have that government in a premature and thoughtless memento - cially proclaiming EsquiniaU , the terminus of the Canada Pacific Railway , and hav ing a twenty mile lleItof land ex- tending ¬ fi-um that point } t I to Seymour ' Norrows placed under reservation * Next wo have a proposal from a succeeding ad ¬ ministration miff , iiiKi to , construct il-mil way from Esquimnlt to Ntuuitno , as a distinct work ; and when the bill author- izing ¬ the same is thrown . out by the Sen- ate ¬ we find the name administration oiler- ing, in lieu of the railway , a specific sum of money equal to ten thousand dollars per mile of said railway. Our present business is to state facts , not criticise ac ¬ tion else wo might dilate upon the folly of rejecting this money offer , i-cgamdimmu ! the matter from an i isjand point of view. " Our friends across the Gulf proposeconsidering , in mass meeting assembled ,

the subject of an island railway . Thequestion has ;a history and , for the matterof that , so have Victoria " mass meetings . " It willstill be within the rangeof ordinary recollection that a " mass

Then , again , (there is the dreary record ofstrenuous cllurts to carry the railway farn01'thof Vancouver , where it would havebeen virtually lost to Columbia , rather(than that it should come down the fertilevalley of the 1'I'asel'j,

; and although thoseefforts failed in their suicidal object , theyundoubtedly resulted in needless oxpendi-ture of time and money on surveys , andin several j eeg ' ilolny in the commencement of railway construction . It wouldscarcely be surprising ifa questionaround which such historical memoriescluster should find little favor in Mainland c'esnd yet it is well) that the

American Empire it is quite obvious thataIm island[ railway was not present to hermind . On the contrary , in designatingand distributing the various public workswhich Canada was to be asked to under-take

supposed superiority of Esquimalt as asite . In fact the graving dock was con-cccdcd to Esq uimalt as a seton for Btir-rnrd having the railwayVoli , Durrani:

Inlet has the railway and Esquimalt ]hasthe dock ; and thus it will beseen thatall is fair and square up to that pointthat is so far as tlm: Torins of :Union areconcerned . Vancouver cannot have anywellgroundedclaim \ ' for n. railway as aDominion work . But \I'ould.llot be al-together fair to rent the question here ;

and it is our desire to deal with it in aspirit of fairness , if npt magnanimity .

There are nof wanting circumstanceswhich may bo taken to constitute reason-able
