The folLowing is a summary of a 119-79 EI·R. tor the Eastern Marin and Southern Sonoma \fastewaiter Agencies, prepared by the United States Environmenta!l Protection Agency and Novato Sanitary District for :a proposed project consisting of upgrading all waste~11at::-2r treatment plants in the Eastern Marin~South Sonom~1 area. This summarv will be limited primarily to the -~ecommended project for Southern Marin, which includ·e1s_ the construction of a sanitary sewer outfatl that -will occupy State lands under Commission jurisdictilon •.

PROJECT DESCRIPTION:

The purpose of the prop.osed plan is to upgrade all tre~tment plants to a mi~tmum of secondary treatment in conformance wi!:h the Clean Wat~er Act. At the same time,, added capacity will be pro1.tided for all p'tant~ to accoynm0date the expected popu:ta·ti·on growth for the next ten years. This plan in!::ludes a combination of advanced treatment and fur their improvem2nts to outfalls and also meets am~onia toxicitj req~irements in the rece.iving waters. Th_e rec1:>mm~nded project for Southern Marin is .i 30-inch diaml~ter -force main extending approximately six mfles ~rom the· ~iil.1 Valley Treatment Plant to Raccoon Strait offshore of Tiburon. The new force main will carry trE~ated efifluent from the Mill Valley and Trestle Glen p1.ants, for d1.sposaT along with '?ffluent from the Siinitary !District No. 5 plant at Tiburon. A new outfaLl and di!ffuser will be constructed 300 feet offshore into Raccoon $'.trait to provide a minimum 30:0 initial dilution.

Ill. ENVIRONMENTAL SETTING:

The Southern Marin area includes the urbanized areas surrounding Richardson Bay and s:outh of the Corte Madera ridg2.

IV. ENVIRONMENTAL IMPACTS:

Most of the environmental impac~s of the recommended wastewacer plcn will be benefic~al. Removal of the e existing effluent discharges of the Mill Valley· and

Construct.ion impacts may includ·e ·dust, destructi.on of veget.at·ion, traffic disrupti9n1, ~an9 publ:ic sc:1fety hazards. Wastewater discharges i~t:c:J the San Pablo Bay will l;>e eliminated. Inc.rea$ec;i tre,atmen~ levels , will reduce the impa~ts of rernain:illg di~charges during dry-weather and wet-weather peripds.·

Secondary environmental impacts o.f this plan may be caused by urban development served by the wastE}\·1ater treatment project. They include changes in land use and atten<lant increased runoff fr.pm. impervious surfaces am' ai:r pollution due to increased tr.affic. In the Marin/Sonoma County .proje.:;:t, the :issue of secondary impacts was seGond only to water quality concerns as a major determinant of the ~yp,~ and capaci~y of proposed treatment plants. It is .. debatable whether this growth is actually caused by: the avail'lbil:i.ty of sewage treatment facilities or ·is merely accommodated by it. I!: is possible that: develo:pmcnt w.ould t~ke place regardl.ess of this pr ect :although it would likely take a different forn .. 'SrnalI.1 privately r9n plants or septic tanks could ton~~ivably be use~ but the cost of adeq'.:late systems woul1~ be high. 2. Conduct a survey of energy usage at existing tre~t~ent plants and pompi.ng stations amd implement cost­effective mc~sures to reduce dependence on off-site energy sources.
