Superintendent Employment Contract

WHEREAS, the East Orange Board of Education desires to continue to employ Dr. Gloria C. Scott as its Superintendentof Schools; and

WHEREAS, Dr. Scott has agreed to continue to serve as Superintendent of Schools; and

WHEREAS, Joseph Zarra, Interim Executive County Superintendent of Schools for Essex County, has reviewed andgiven the written approval of the State of New Jersey Department of Education to the Superintendent Employment

Contract between the East Orange Board of Education and Dr. Scott;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education hereby appoints Dr. Gloria C. Scottas its Superintendent of Schools for a further term of three (3) years, effective July 1, 2014 through June 30, 2017, at an

annual salary of $177,500.00, and subject to the remaining terms and conditions of the Superintendent Employment

Contract, including merit increases as provided for by Code; and

BE IT FURTHER RESOLVED, that the Board Vice President and Board Secretary are authorized and directed to executethe aforesaid Superintendent Employment Contract on behalf of the Board of Education.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves the attendance of Althea Gibson Early Childhood Academy

staff and students to the AGA PTO sponsored Traveling Farm sponsored by Quiver Farm Projects,Inc. on June 5, 2014 at no cost to the District.

e. Young Audiences Assembly Program – Jump with Jill – (Sturdivant)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves a presentation of Jump with Jill (hosted by Young Audiences)

k. A Night At the Museum– (Moss-Hasan)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves a collaboration between the East Orange Department ofRecreation and Cultural Affairs and Cicely Tyson Elementary School to host A Night At the

Museum on April 10, 2014 from 5 pm – 8 pm. There will be no cost to the District.

l. Links Art Show – Healthy Habits – (Moss - Hasan)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves a project implemented by administration, the Links, Inc. and

the PTO to display and host an evening of student created art in the Black Box Theater for the

purpose of celebrating our talented students, and selected finalists to entered into the final round ofcompetition. The event will be held on March 12, 2014 from 5:30 – 7:00 pm. There will be cost to the

District.

m. NJEA Priority School Implementation Team Guest Speaker – (Coleman)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves Mr. Lonnie Allgood, of Dreams for Kids, to conduct a

presentation for the students and parents of Patrick F. Healy Middle School on Thursday, March 17,

2014. This event is sponsored by the NJEA Priority Implementation Team and therefore is at no costto the District.

n. Intramural Volleyball at Truth Middle School – (Cahoon)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the introduction of intramural volleyball program two daysper week at Truth Middle School from 2:45 – 4:30 pm with the Varsity Volleyball coach from East

Orange Campus High School, Mr. Eric Ansah from March 24, 2014 until June 6, 2014. The EastOrange Recreation department will assist with co-sponsoring this program.

o. East Orange Collaborating Childcare Agencies Fair to be held at Jersey Explorer’s Children Museum

– (DeFrancesco)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the East Orange Collaborating Childcare Agencies’ Fair to beheld at the Jersey Explorer’s Children Museum, 192 Dodd Street, East Orange, NJ on Saturday, April

26, 2014 from 10 am until 1 pm, for use of the facility and services at a cost that will not exceed $600.

q. We Share Because We Care March – (DeFrancesco)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the Early Childhood Department’s “We Share Because WeCare March” on April 10, 2014 (Rain date, April 11th) from 10 am to 11 am. The participants will be

the district’s three and four year old preschool children, the preschool teaching staff, the EarlyChildhood staff, and the parents. There is no cost to the District.

r. Student Internship Program – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the implementation of the East Orange School DistrictInternship Program for the 2013-2014 school year at no cost to the District.

s. Memorandum of Understanding with East Orange Chamber of Commerce for the Student

Internship Program – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves a memorandum of understanding between the East OrangeChamber of Commerce and the East Orange School District for the purpose of facilitating local

business connections for the East Orange School District Student Internship at no cost to the District.

t. Journey of Hope Care of Caregivers Workshops – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves the attendance for Educational Support Staff (COCs, SC, SSW,

SAC,ABS) to attend the Journey of Hope Care for Caregivers Workshops provided by Cooperative

Counseling Services, LLC to be held on March 19, 2014 & April 16, 2014 at the East Orange Board ofEducation at no cost to the District.

u. Anti-Bullying Prevention Series for Athletes, Coaches and Parents – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves Anti-Bullying presentations to district ABS, athletes, parents,and coaches by Randy Nathan, President of Project Next Gen on May 21 & 22, 2014 at a cost not to

exceed $2,500.

WHEREAS, the Department of Education has established procedures for the review and approvalof budget transfer/revision for School Based Budgets; and

WHEREAS, these procedures require prior approval of the Principal and the School Leadership

Council, Chairperson; and

WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriationtransfers;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, does approve thetransfers and to authorize submission of transfer to State.

e. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District torequisition Tax-Levy monies from the municipality in an amount estimated to represent the balance

of its projected cash flow needs; and

WHEREAS, the Secretary of the Board has determined this amount to be $1,579,170.83 for the month

of March 2014;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, authorize and direct the Board Secretary to

execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange.(Attachment 3-e)

f. Recommendation for Award Contract to the Essex Regional Educational Services Commission for

Transportation Services – School Year 2014-2015

WHEREAS, the Board of Education of the City of East Orange seeks to continue to employ the

services of the Transportation Division, Essex Regional Educational Services Commission totransport students to their assigned facilities; and

WHEREAS, the East Orange Board of Education is committed to transport its students by safe and

cost efficient method; and

WHEREAS, the Transportation Division of Essex Regional Educational Services Commission lists

established routes to schools East Orange students are assigned to; and

WHEREAS, the Transportation Division of the State Department of Education expects schooldistricts to provide safe and economical student transportation services;

WHEREAS, funds will be made available from account number: 14.11.000.270.517.000.028.023.9708;

NOW, THEREFORE, BE IT RESOLVED, that said contract will be contingent upon the

Transportation Division of Essex Regional Educational Services Commission to supply

transportation to classified, vocational students assigned to out-of-district schools and othereducational and non-educational transportation during the 2014-2015 school year.

BE IT FURTHER RESOLVED, that said contract will be contingent upon the Transportation Division

of Essex Regional Educational Services Commission complying with the East Orange Board ofEducation’s requirements regarding minority staffing, contracts, and set aside programs;

BE IT FINALLY RESOLVED, that the Transportation Division of Essex Regional Educational

Services Commission shall include a representative of the East Orange Board of Education on its

Board of Directors pursuant to the terms and conditions of N.J.S.A. 18A:6-51 et. seq. (Attachment3-f)

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent

of Schools, approves accepting the donation of a “The Books for Schools Awards,” from Target Stores inthe amount of $500.00 for books for the school library for use by the students at Gibson School. No cost to

the district. (Attachment 3-g)

h. Coastal Learning Center

BE IT RESOLVED: the East Orange Board of Education upon the recommendation of the Superintendent

of Schools approves for the 2014-2015 school year Costal Learning Center-Monmouth, Inc. does not have

to charge the families for the meals provided and does not have to apply for reimbursement from the Child

Nutrition Program.

i. Recommendation to Approve Fund Raising Requests

WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raising activities ofextracurricular groups must be approved by the Board upon review by the Superintendent; and

WHEREAS, the Superintendent of Schools has reviewed and supported the attached requests for

Fund Raising Activities;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, approve the Fund Raising Requests on theattached list. (Attachment 3-i)

j. Acceptance of Donation from the Pajama Program

BE IT ERSOLVED: The East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, accepts the donation of 100 pairs of pajamas in sizes 3T to 7T from thePajama Program via a Ms. Debra Roselin who is the Essex County Regional coordinator. The

Pajamas will be distributed to our preschool students. (Attachment 3-j)

k. Recommendation for Award of Bid –Electrical Supplies and Related Items

WHEREAS, pursuant to the Public School Contract Law and the New Jersey Statutes, Title 18A:18A-

37, the bid for electrical supplies and related items was advertised on January 27, 2014 and receivedand opened on February 12, 2014; and

Educational Agency (“LEA”) responsible for the management of the Pricing Cooperativepursuant to NJSA 18A:18A-11 et seq. and NJAC 5:34-7.1 et seq; and

WHEREAS, Hunterdon County Educational Services Committee advertises for bids for various

goods and services on an annual basis on behalf of the Pricing Cooperative, reviews the bids andmakes recommendations for contract awards to the LEA; and

WHEREAS, upon recommendation by Hunterdon County Educational Services Commissionadopts a resolution awarding the contracts to the various vendors; and

WHEREAS, the East Orange Board of Education has participated and seeks to continue its

participation in the cooperative pursuant to NJSA 18A: 18A-11 et seq. and NJAC 5:34-7.1 et seq;and

WHEREAS, the bid package was developed and completed by Hunterdon County EducationalServices Commission under Cooperative Purchasing and included in the package were
