M r . Glenn B u r g e s s a d d r e s s e d t h e b u d g e t r e q u e s t f rom t h e VoTech c e n t e r a t B i l l i n g s . H e s a i d t h e y were o n e of t h e 5 t h a t were s t a r t e d i n 1969 . H e p r e s e n t e d a g r e e n b r o c h u r e ( e x h i b i t , a t - t a c h e d ) wh ich h e s a i d was i n c a p s u l e form t o f a c i l i t a t e t h e d i s c u s s i o n i n t h e i n t e r e s t s o f t i m e . I n 1972 t h e s t a t e b o a r d o f P u b l i c E d u c a t i o n d e v e l o p e d a n d a p p r o v e d a p l a n f o r t h e 5 c e n t e r s which was d e s i g n e d t o meet t h e n e e d s t h r o u g h o u t t h e s t a t e . The B i l l i n g s c e n t e r i s now t h e o n l y o n e t h a t d o e s n o t have s t a t e f a c i l i t i e s . I n 1973 t h e y r e c e i v e d $100 ,000 f o r t h e B i l l i n g s C e n t e r f o r t h e p u r p o s e o f d e v e l a p i n g a p l a n n i n g s t u d y . W e have r e v i e w e d t h e p l a n s t u d i e s o f 1975 t o de t e rmi r i e how v a l i d t h a t p l a n i s a n d t o make amendments t o meet t h e s t a n d a r d s o f o n - t h e - f l o o r t r a i n i n g , h e s a i d . R e w e n t t h r o u g h a r u s t c o l o r e d b r o c h u r e , ( e x h i b i t a t t a c h e d ) , p o i n t by p o i n t , a n d p a s s e d o u t e x h i b i t s ( a t t a c h e d ) on t h e p l a n n i n g s t u d y and t h e s u p p l e m e n t t o t h e p l a n n i n g s t u d y for t h e comrni.ttee members, t h e n went t h r o u g h p a r t s o f them w i t h t h e conuni t tee . H e s a i d t h e y have 1 3 m a j o r p r o g r a m s , some w i t h s e v e r a l s e c t i o n s a n d b e i n g s p r e a d a l l over B i l l i n g s , it made a n i g h t m a r e t o ad - m i n i s t e r . H e s a i d 1.2% of t h e b u d g e t i s u s e d f o r a d m i n i s t r a t i o n a t - t h e p r e s e n t t i m e ; l a n d l o r d s t h r e a t e n t o s e l l o r a c t u a l l y s e l l , a t a n y t i m e , a n d t h i s makes p rob lems a n d h e gave t h e example o f t h e w e l d i n g c l a s s a t t h e p r e s e n t t i m e . H e went t h r o u g h s e c t i o n s o f t h e p l a n n i n g s t u d y a n d e x p l a i n e d t h e v a r i o u s p a r t s a s h e p o i n t e d them o u t . H e s a i d t h e c e n t r a l f a c i l i t y would b e more e f f i c i e n t , and t h e r e n t a l b u d g e t of a r o u n d $133,000 for t h e n e x t y e a r c o u l d b e u s e d t o b e t t e r a d v a n t a g e . We said t h e y s e r v e a Large g e o g r a p h i c a l a r e a , w i t h Y e l l o w s t o n e County , and serve t h e largest c i t y i n t h e a r e a , t o u c h e d on t h e demand f o r t r d i n e d p e o p l e f rom t h e c e n t e r , t r a i n i n g f o r e m p l o y e r s , and t h e i n - c r e a s e d e n r o l l m e n t . They f e l t a r o u n d 800 t h i s y e a r on t h e e n r o l l m e n t , a n d a b o u t 50% o f t h e s t u d e n t s coming from Yellow- s t o n e County . They a r e a c c r e d i t e d , b u t i f t h e f a c i l i t i e s a r e n o t t h e r e , t h e y w i l l n o t have t h e i r a c c r e d i t a t i o n renewed.

A t t h a t t i m e w e s i q n e d a g r a n t a g r e e m e n t w i t h t h e s c h o o l d i s t r i c t a n d o n e o f t h e c r i t - e r i a was t h e c o n s i d e r a t i o n o f t h i s p i e c e o f l a n d which i s i n t h e b r o c h u r e , i t i s a 30 a c r e s i t e i m m e d i a t e l y w e s t o f t h e p r e - s e n t High S c h o o l v o - t e c h f a c i l i t y . The p u r c h a s e p r i c e was e s t a b l i s h e d a t t h a t p o i n t i n t i m e a n d t h e a q r e e m e n t was a $119,000 p r i c e i n s t e a d o f + m i l l i o n . Now t h e c o s t o f t h e f a c i l i t y s t a r t s a t $ 5 , 6 2 5 , 0 0 0 , i f you back o u t t h e p r i c e o f t h e l a n d c o s t it i s $ 5 , 2 4 4 , 0 0 0 , i f you t a k e i n t o c o n s i d e r a t i o n t h e m i l l i o n a n d !5 f e d e r a l g r a n t , i t b r i n g s it down t o $ 3 , 7 4 4 , 0 0 0 a n d t h e n ma tch t h a t amount , t h e s t a t e s h a r e would b e $ 1 , 8 7 2 , 0 0 0 , i n s t e a d of t h e 2 . 8 t h a t i s r e f l e c t e d i n t h e r e q u e s t . I n compar ing the c o s t w i t h , and w i t h o u t t h e High S c h o o l Vo-tech c e n t e r , t h e r e i s a d i f f e r e n c e o f $115 ,000 i n t h a t item. I h a v e no a rgumen t w i t h s h a r i n g t h e f a c i l i t i e s w i t h t h e s c h o o l d i s t r i c t v o - t e c h ten- ters, b u t I f e e l t h a t i n f a i r n e s s t o t h e S t a t e of Montana, t h e s e t h r e e i t e m s o u g h t t o b e t a k e n u n d e r c o n s i d e r a t i o n , wh ich w i l l s u b s t a n t i a l l y r e d u c e t h e s t a t e ' s s h a r e on a 50-50 match.
