" RULE-1: a) NAME OF THE ORGANISATION:

The name of the Political Organisation shall be the ALLINDIA ANNA DRAVIDA MUNNETRA KAZHAGAM.Hereinafter the word KAZHAGAMwherever it occurs willdenote only AIADMK unless otherwise indicated.

b) ORIGIN:The AIADMK has been founded on the 17th day ofOctober 1972 by PURATCHI THALAIVAR Dr. M.G.R. topromote and implement the ideals of Late LamentedLeader Dr. ANNA for establishing a classless, casteless,nationalist, rationalist, socialist society throughdemocratic process within the framework of theConstitution of India.

RULE-2: POLICY OF THE PARTY

The ALL INDIA ANNA DRAVIDA MUNNETRAKAZHAGAM Partyshall bear true faith and allegiance to the Constitution ofIndia as by law established and to the principles ofSocialism, Secularism and Democracy and will 'uphold theSovereignty, Unity and Integrity of India.

The Party will strive to create equality among all classes andto establish a democratic socialist society, to promote thelanguage and culture of Dravidians, to strengthen thedemocratic system and to strive for more autonomouspowers for the States in the Indian Sub-continent subject tooverall sovereignty of the Centre without jeopardising theUnity and Integrity of the Nation in accordance with theConstitution of India.

To strive for equal opportunities for development of political,economic and social environs among the various States bymutual co-operation, adjustment and adopting a give andtake policy.To strive for bringing necessary amendments to theConstitution to declare the regional language of the linguisticStates as the official language of the respective States, witha view to maintaining the solidarity and unity among thepeople of the different linguistic regions and to strive forcontinuance of English, which by its long usage has takenroots in the soil, as medium of communication as betweendifferent linguistic States and also between States andCentral Government.

RULE· 4: FLAGThe Flag will be rectangular. The length and breadth will bein 3:2 proportion.The upper half of the Flag shall be in BLACKand that of thelower half in REDcolour .The bust of ANNA in WHITE colour should be superimposedin the middle of the Flag with his forefinger pointed towardsthe opposite direction of the Flag Pole.

RULE· 5: MEMBERSHIP

i) Only those Males or Females who are eighteen years ofage and above and who accept the aims andobjectives, the rules and regulations of the Party andthe decisions of the Party as final and pledge that theywill not resort to Court action on such matters arealone eligible to become the members of the Party.

ii) Those who are found to have been directly or indirectlyconnected or associated with any caste or communal orother political organisations will forfeit theirMembership of the AIADMK.

iii)a) Only those who hold their Membership Cards, issued by

the Headquarters of the Party will alone be recognisedas Members. Only from the date of issue of theMembership Card, a Member will become eligible tovote.

b) Anyone who fulfils the conditions of eligibility as laiddown by the Party Constitution can become a Member.They should send in their applications in the prescribedform to the Headquarters Office through the Secretaryof the Party Unit concerned and they must obtain theirMembership cards in token of their admission. Theycan also enroll themselves as Members in the presenceof the Co-ordinator and Joint Co-ordinator who aloneare empowered to admit a person to Membership.

c) A person desirous of becoming a Member of aparticular Party Unit of the Organisation shall be aresident or should have business interest within thearea.

d) Not less than Twenty Five persons should be enrolled inthe prescribed Form issued by the Headquarters Officewhich shall be forwarded within a month toHeadquarters. The Membership Cards issued by theHeadquarters should be delivered to the membersadmitted within a week from the date of receipt ofCards.

iv)a) A person is eligible to become a Member only in one

Party Unit.

b) A Member can transfer his Membership from one Partyunit to another for valid reasons. The transfer ofMembership can be effected with the consent of boththe Secretaries of the Party Units concerned bypayment of transfer fee to the Headquarters. However,the decision of the Co-ordinator and Joint Co-ordinatorin this matter is final.

v) The rules for enrolling the new Members as laid downby the Headquarters from time to time should befollowed.

vi) Every member shall pay a membership fee of Rs.l0only for every five years. This fee should be remittedalong with the application for membership.

vii) Members shall have no right to resort to CourtProceedings regarding Party matters. If any Member ofthe Party resorts to any Court Proceedings against theParty Co-ordinator's and Joint Co-ordinator's decisionhe/she shall cease to be a Primary Member of theParty.The decision of the General Council shall be final withregard to party matters and only those who abide bythis condition are eligible to admission for Membership.All those who have become Members of the KAZHAGAMare bound by the decision of the General Council.

PARTY UNITS

i) Village Panchayat Party UnitOnly one party unit shall be formed in each Panchayatand if a minimum of 25 members could not be secured,more than one Panchayat could be grouped together toform the said party unit. There is no ceiling againstenrolling any number of additional members .

ii) In village units, all the primary members shall meetand elect its functionaries. Five functionaries of theVillage unit, viz. the Chairman, Secretary, two DeputySecretaries and Treasurer, three representatives ofhigher unit and nine executive committee members ofthe Village unit shall be elected. Among them, theposts of one deputy secretary, one member of thehigher unit and three executive committee membersare exclusively reserved for women.

iii) EXECUTIVE COMMITTEE:

A General Body Meeting of the village Party Unit shallbe held atleast once in six months and the ExecutiveCommittee Meeting shall be held atleast once in twomonths. If the meetings are not convened as statedabove, the Panchayat party Unit Union Secretary or theOrganisation at higher level will have the power toconvene the Meeting if necessary.

iv) Each Party Unit shall hold public meetings atleast 4times in a year for Party Propaganda.

v) Village Panchayat Party Unit SecretariesFor all the 12,618 Panchayat Party Units in Tamil Nadu,Panchayat Party Unit's Secretaries shall be elected.These Secretaries shall be elected by the respectiveParty units primary members. The Secretaries will beresponsible for the functioning of the Branch PartyUnits of the concerned Panchayat.

vi) AIADMK YOUTH CAMPS & YOUNG GIRLS CAMPS:The All India Anna Dravida Munnetra Kazhagam YouthCamp (Paasarai) is being formed with the objective ofproviding the people in the Villages coming under thePanchayats, and the Wards under the Townships andTowns, and the Zones under the MunicipalCorporations, the necessary amenities for taking therespective areas on the path of development byinteracting with the concerned people.In all the villages and wards under town Panchayatsand cities and the wards coming within the MunicipalCorporations, the 'AIADMK Youth Camp' will be formed.In this camp, youths between the ages of 18 and 25will be admitted for membership.Each Camp (Paasarai) is to be constituted with aminimum membership of 27. To administer the saidcamp, 9 office bearers, comprising one Chairperson,2 Deputy Chairpersons, one Secretary, 2 JointSecretaries, 2 Deputy Secretaries and one Treasurerwill be appointed.These camps will function as a wing of the AIADMKParty .

As far as the wards of Chennai Corporation areconcerned, with the approval of the Party Co-ordinatorand Joint Co-ordinator, more than one AIADMK YouthCamp may be formed in each ward. Members of the'AIADMK Youth Camp' crossing the age of 25, will beabsorbed in the MGRYouth Wing and the J Jayalalithaa

Peravai as office-bearers and members.Similarly, "AIADMK Young Girls Camp", will also beformed with a minimum membership of 27 persons ineach Camp (Paasarai).The members of "AIADMK Young Girls Camp', aftercrossing the age of 25 will be absorbed in the PartyWomen's Wing and the main Party Units as officebearers and members.

PARTY UNITS AT TOWN PANCHAYAT LEVEL

i) Within the limit of the Panchayat one Panchayat PartyUnit shall be formed. Within the said Panchayat Wards,separate branches shall be formed in the name of WardParty Unit.

ii) The primary members of every Ward Party Unit shallelect the six functionaries such as Chairman, Secretary,Joint Secretary, two Deputy Secretaries and Treasurer,3 representatives of the higher unit and 9 executivecommittee members. Among these, the posts of oneJoint Secretary, one Deputy Secretary, onerepresentative and 3 Executive Committee Membersare exclusively reserved for women.

iii) The Executive Committee meeting of the TownPanchayat Party Unit shall be held at least once in2 months and the General Body meeting shall be heldat least once in 4 months. If not so convened, higherorganizational units are entitled to convene themeeting.

iv) The Ward Party Unit Secretary and the Representativeof the higher unit within the Town Panchayat togethershall constitute the primary members of the TownPanchayat Party Unit. They shall together elect the sixfunctionaries such as Chairman, Secretary, JointSecretary, Two Deputy Secretaries, Treasurer andthree District Representatives of the Town PanchayatParty Unit. Among these, the posts of Joint Secretary,one Deputy Secretary, one representative areexclusively reserved for women.

v) The Secretaries of the Ward Party Units along with theRepresentative of the higher unit, the Town Party UnitChairman, Secretary, Joint Secretary, two DeputySecretaries, Treasurer, District Representativesconstitute the Town Panchayat Level Party Unit. Themembers of the Town Panchayat Level Party Unit soformed should meet among themselves and elect12 persons as the Executive Committee Members.Of these, 4 posts are exclusively reserved for women.

vi) The Executive Committee of the inner Branch of theTown Panchayat Unit should be convened once in 6months and the General Council should be convenedonce in a year. If not so convened, higherorganizational units are entitled to convene themeeting.

MUNICIPAL TOWN PARTY UNITS

i) There shall be formed only one Municipal Town PartyUnit for one Municipal Town. In the Wards of suchMunicipal Town separate units shall be formed by thename of "Vatta Kazhagam".

ii) The primary member's of every ward unit shall meetand elect five functionaries, viz. the Chairman, TheSecretary, two Deputy Secretaries, and Treasurer,three representatives for higher committees, and 12executive committee members. Among these theposts, one Deputy Secretary, one representative forhigher unit and four executive committee members areexclusively reserved for women.

iii) The secretaries of ward units and higher unitrepresentatives of the ward units within the limits of atown shall constitute the General Members of therespective town unit. They will meet and elect fivefunctionaries of the town unit, (viz) the Chairman, theSecretary, two Deputy Secretaries and Treasurer, andthree District unit representatives, of these, the postsof one deputy secretary and one district representativeare exclusively reserved for women.

iv) The Town unit will consist of ward unit secretaries,higher unit representatives and the functionarieselected for town unit, the Chairman, Secretary, DeputySecretaries, treasurer and District unitrepresentatives. The members of the Town unit thusconstituted will meet and elect among themselves 12executive committee members, of which four postsshall be exclusively reserved for women.

v) The Executive Committee of the Town Party Unit willmeet atleast once in two months and General BodyMeeting will be convened atleast once in four months.If no such party meetings are convened, theorganisation at the higher level will have the powers toconvene such meetings.

vi) The Executive Committee Meeting of the ward partyunits in the Municipal Town shall be held atleast once insix months and the Meeting of the Primary membersshall be held atleast once in a year, failing which theorganisation at the higher level of the party mayconvene such meetings .

TOWNSHIP PARTY UNITSi) There shall be formed within the limits of a Township, a

Township Kazhagam.

ii) The primary members of a township unit and unitswithin the limits of a township will meet and elect fivefunctionaries of the township unit, viz, the Chairman,Secretary, two Deputy Secretaries, Treasurer andhigher unit representatives according to the member ofwards in the township and 12 executive committeemembers; Of these, the posts of one third of higherunit representatives, one deputy secretary and theexecutive committee membership shall be exclusivelyreserved for women.

iii) The Executive Committee of the Township Party unit ofthe Kazhagam shall meet once in two months and theGeneral Body will meet once in six months. In case offailure to convene such meetings, the organisation atthe higher level will have the powers to convene suchmeetings.

iv) For the Ward Party units in a township area, theExecutive Committee meeting shall be held once inthree months while the General Body Meeting shall beheld atleast once in six months. In case of failure to doso, the organisation at the higher level will have thepowers to convene such meetings.

RULE-10: PANCHAYAT UNION PARTY UNITSi) In every Panchayat Union area there shall be formed a

Union Kazhagam.

ii) The Union Party Unit and the Panchayat Branch Unitwithin the Panchayat Union, the Secretaries, higherorganizational representatives, the Town Panchayatsand also the Town Party Unit Secretaries shall elect therepresentative Union Party unit's Chairman, Secretary,Joint Secretary, 2 Deputy Secretaries, Treasurer and 3District Representatives. Among these posts, the JointSecretary, one Deputy Secretary and one DistrictRepresentative shall be reserved exclusively forwomen.

iii) The members of Union unit comprising of Branch unitsecretaries, higher unit representatives andfunctionaries of union unit will meet and elect amongthemselves 12 executive committee members, of whichone third of the posts are exclusively reserved forwomen.

iv) The Meeting of the main Party Unit of the PanchayatUnion will be held atleast once in six months and itsExecutive Committee will meet atleast once in threemonths. In case of failure in this regard, theorganisation at the higher level will have the powers toconvene the meeting.

RULE ·11: DISTRICT LEVEL PARTY UNITSi) For the purposes of Party Rules and Regulations,

District Kazhagams shall be formed as per theprovisions in sub-rule (ii) below.

iii) The Secretaries of Panchayat Units, Town PanchayatUnits, Township Units and the Circle Party Units, theSecretaries of Township Party Units and theRepresentatives of higher units shall elect a DistrictParty Secretary of these Districts, i.e. those who votefor the Secretaryship of the Union, and Municipal TownParty Units in the District, the Secretaries of theTownship Party Units and the Representatives of thehigher units shall be entitled to elect the DistrictKazhagam Secretary.

iv) The Secretaries of Town Panchayat, Town, Townshipand Union Party Units in a District as well as theDistrict Representatives shall be the primary membersof that District Party Unit.

v) The primary members of the District Party unit shallmeet and elect four functionaries, viz. the Chairman,two Deputy Secretaries, and treasurer, 12 executivecommittee members and General Council members inproportion to the number of Assembly constituencies inthe respective districts. Of these the posts of onedeputy secretary, one-third of General Councilmembers and 4 executive committee members shall beexclusively reserved for women. If a woman is notelected as District Party Secretary, a woman shall benominated by the Co-ordinator and Joint Co-ordinatoras District Joint Secretary, on a par with districtsecretary.

vi) District Council shall meet atleast once in six monthsand the Executive Committee meeting shall be heldonce in three months.

In case of failure to convene the meeting as laid down,it is open to the Party Headquarters to convene suchmeetings.

vii) The Office Bearers of the District Party Units and theelected Executive Committee Members will constitutethe Executive Committee of the District Party Unit.

RULE·12: CHENNAI CITY PARTY UNITSi) District Party Units comprising the particular Assembly

Constituencies of North Chennai District and SouthChennai District within the limits of ChennaiCorporation shall be formed as District Party units.

ii) A Division party unit shall be constituted in everydivision within city limits.

iii) Division Party Units shall be formed in Divisions1 to 155 falling within Chennai Corporation limits.

iv) The primary members of every District Unit shall meetand elect viz. the Chairman, Secretary, Joint Secretary,Two Deputy Secretaries, Treasurer, two or moreDivisional Section Secretaries, three higher unitrepresentatives and Executive Committee members .Of these, the posts of Joint Secretary, one DeputySecretary, one higher unit representative and 4Executive Committee Members shall be exclusivelyreserved for women.

v) The General Body Meeting of each Party unit of theDivision will meet atleast once in six months, while theExecutive Committee Meeting shall be held atleast oncein two months. In case of failure to convene suchmeetings, the organisation at higher levels of the Partywill have powers to convene such meetings.

vi) The office bearers and the Executive CommitteeMembers of the Division Party unit will constitute theExecutive Committee of the Division Party Unit.

RULE-13: PAGUTHI KAZHAGAM (Assembly Constituency Party Units)i) The Secretaries and higher unit representatives of the

Divisional units within the limits of an Area Party Unitshall meet and elect the Chairman, Secretary, JointSecretary, 2 Deputy Secretaries, Treasurers andDistrict Unit representatives. Of these, the posts ofJolnt i Secretary and the Deputy Secretary and oneDistrict Unit Representative are exclusively reserved forwomen.

ii) The general members of the Area party unit willcomprise of secretaries of Division units within thelimits of Area party units, higher unit representativesand functionaries of Area Party unit.The general members will meet and elect amongthemselves 12 executive committee members, of whichthe posts of 4 exective committee members shall bereserved exclusively for women.

iii) The Office Bearers of Paguthi Kazhagam and itsExecutive Committee Members will constitute theExecutive Committee of that Paguthi Kazhagam.

iv) The Paguthi Kazhagam Executive Committee Meetingshall be held at least once in two months and theGeneral Body Meeting of the Paguthi Kazhagam shallmeet atleast once in six months. In case of failure toconvene such meetings, the organisation at the higherlevel will have the power to convene those meetings.

RULE ·14 : CHENNAI CITY DISTRICT PARTY UNITi) The Secretaries of the Division Party units of the

Madras City within the limits of the District Kazhagamand the Representatives for higher unit, shall meettogether and elect the Secretary of that DistrictKazhagam. i.e. all those who vote for electing theSecretary of the Paguthi Kazhagam shall be entitled tovote for electing the Secretary of the DistrictKazhagam.

ii) The Secretaries of the Division Party units within thelimits of the District Kazhagam, the DistrictRepresentatives and the Secretaries of the PaguthiKazhagams will constitute the General Councilmembers of the District Kazhagam.

iii) The General members of the District party unit willmeet and elect four functionaries viz. Chairman ofDistrict party unit, two deputy secretaries andtreasurer, 12 executive committee members andGeneral Council members in proportion to the numberof Assembly constituencies in each district; of these,

the posts of one deputy secretary, 4 Executivecommittee members and one third of General Councilmembers shall be reserved exclusively for women. Ifa women is not elected as District Party Secretary, awomen shall be nominated by the Co-ordinator andJoint Co-ordinator as District Joint Secretary on parwith District Secretary.

iv) The office bearers of the District Party unit and theSecretaries of the Paguthi Kazhagam and the ExecutiveCommittee Members will together constitute theExecutive Committee of the District Party unit.

v) The Executive Committee Meeting of the District Partyunits shall be held atleast once in three months andthat of the meeting of the General Body atleast once insix months. In case of failure to do so, theorganisation at the higher level will convene suchmeetings.

RULE ·15 : MADURAI, COIMBATORE, TIRUCHIRAPPALLI, SALEMAND TIRUNELVELI CITY DISTRICTS.Rules 12, 13 and 14 pertaining to Chennai City Party Unitsshall be applicable to the above City Districts.

A) WOMEN'S RESERVATION

At all levels of the Party units, the post of Joint Secretaryshall be reserved exclusively for women.In the District, Union, Town Panchayats, TownshipPanchayats, Circle and Ward Party Units, one post of JointSecretary shall be reserved, exclusively for women.

RULE· 16: STATE COUNCIL SET UP

i) In the other States of Karnataka, Andhra Pradesh,Maharashtra and Kerala as well as in New Delhi and theUnion Territories of Andaman, a State Party Unit shallbe formed incorporating all the Party Units ofPanchayat, Town Panchayat, Municipal Town, Townshipas well as City Corporation Party Units falling within thelimits of the respective States.

ii) All the state Kazhagams of other states shall have thestatus equal to that of the District Kazhagams formedin Tamil Nadu.

iii) The rules of the Party units and Election procedures inTamil Nadu shall be applicable to those formed in theother States.

iv) The secretaries of Branch units and higher unitrepresentatives shall meet and elect state partysecretary, chariman of the council, two deputysecretaries and treasurer, 12 executive committeemembers, and General Council members the number ofwhich shall be fixed by the Co-ordinator and Joint Co­ordinator in according to the number of party membersin the respective states; of these, the posts of onedeputy secretary, 4 executive committee members andone third of the General Council members shall bereserved for woman.

v) The Executive Committee Meetings of the State Partyunit shall be held atleast once in three months and thatof the meeting of the General Body atleast once in sixmonths. If not so convened, the Party Headquartersshall have the right to convene such meetings.

PUDUCHERRY STATEi) Within the State of Puducherry - Village and Town Party

units shall be formed.

ii) Each of the Party unit thus formed shall follow similarrules or set up as applicable to the Party units in theState of Tamil Nadu.

iii) The area of Puducherry and the area of Karaikkal in thePondicherry State shall have the status equal to that ofa District Kazhagam.

iv) The secretaries of Puducherry Paguthi (area) andKaraikal Paguthi (area) shall be elected by the branchunits in the same manner as the District partysecretaries in Tamil Nadu are elected. Moreover, theChairman, two deputy secretaries, treasurer,

FUNCTIONS AND RESPONSIBILITIESi) The responsibility and functions of the above

mentioned Office bearers of the Party units at differentlevels will be as follows:

ii) CHAIRMAN:He will preside over and conduct the General Body andthe Executive Committee Meetings. In his absence, themeeting shall be presided over and conducted by oneof the members.

iii) SECRETARY:The Secretary of the Party unit will be responsible forthe administration and execute the decisions of therespective Executive Committee. In case ofemergency, where the Secretary is not in a position toconvene the Executive Committee Meeting, he shouldget the deicisions taken by him ratified within fifteendays by the Executive Committee. He should submitany file required by the Audit Committee for scrutiny.

iv) THE ASSISTANT SECRETARY:The Assistant Secretary will carry out such functions asmay be entrusted by the Secretary besides exercisingthe functions of the Secretary only in his absence andwith his consent.

v) TREASURER:With the approval of the Secretary, he will be custodianof the funds collected by the Party. He will disbursethe amounts out of the Party funds as directed by the

Executive Committee and the Secretary to meet theexpenditure. He will maintain the accounts of receiptsand expenditure and place them before the ExecutiveCommittee and the General Body through theSecretary. He will keep deposits on behalf of the Partyunit, in the banks authorised by the ExecutiveCommittee.

vi) Should a contingency of absence or void of OfficeBearers in a Party unit arise, the person elected by theExecutive Committee members will exercise thefunctions on adhoc basis till regular Office bearers ofthe set-up are elected within one month.

GENERAL COUNCIL OF THE CENTRAL ORGANISATIONi) The General Council of the AIADMK shall consist of the

Chairman, Co-ordinator and Joint Co-ordinator, DeputyCo-ordinators, Treasurer, Headquarters Secretaries ofthe Party, the members of the Central ExecutiveCornmlttee, the members of the General Councilelected from the Districts and other States, theMembers of the Audit Committee, Property ProtectionCommittee, and the Parliamentary Board. The GeneralCouncil shall be the Supreme body of the Party with allpowers of the Kazhagam.

ii) The Secretaries of Union Kazhagams, the Secretaries ofthe Municipal Town Kazhagams and TownshipKazhagams, the District Secretaries, the Chairman,Assistant Secretary and Treasurer of the DistrictKazhagam etc. in Tamil Nadu as well as the Secretariesof State Kazhagams and the Chairman, AssistantSecretary, Treasurer of the State Kazhagams of otherStates shall be the members of the General Council byvirtue of their offices.

iii) The General Council members shall be elected fromeach District Kazhagam in such numbers equivalent tothe total number of Assembly Constituencies in therespective district. In respect of other State includingPondicherry, the number of the General Councilmembers will be determined by the Co-ordinator andJoint Co-ordinator with reference to the total number of

members registered in the respective StateKazhagams.

iv) The Co-ordinator and Joint Co-ordinator of the PartyjOintly can nominate not exceeding 100 Members to theGeneral Council of the Central Organisation fromamong the members of the Party.

v) The General Council of the Central Organisation(Headquarters) shall meet and elect the Chairman ofthe Central Organisation.

vi) The meeting of the General Council of the CentralOrganisation shall be presided over by the Chairman.In his absence, one of the members of the GeneralCouncil may be temporarily nominated to preside overthe meeting of the General Council.

vii) The General Council Meeting shall be convened once ina year or whenever it is considered necessary by theCo-ordinator and Joint Co-ordinator by giving 15 daysnotice in advance of the date of meeting.The quorum for the meeting shall be one-fifth of thetotal number of members of the General Council. Ifone-fifth of the members of the General Councilrequest the Co-ordinator and Joint Co-ordinator toconvene the Special Meeting of the General Council.the Co-ordinator and Joint Co-ordinator should do sowithin 30 days of the receipt of such a requisition.

viii The General Council will be the supreme authority to) frame policies and programmes of the Party and for

their implementation. The declslon of the GeneralCouncil is final and binding on all the members of theParty.

ix) A General Council will have five years tenure.However, the tenure shall get extended till the newGeneral Council Meeting is convened.

i) The Co-ordinator and Joint Co-ordinator shall beprimary members of the party for a continuous periodof five years.

ii) The Co-ordinator and Joint Co-ordinator shall beelected by the members of the General Council.

iii) The Co-ordinator and Joint Co-ordinator elected as persub rule (ii) shall hold the post for a period of 5 years.

iv) The Co-ordinator and Joint Co-ordinator shalldischarge / perform their duties, obligations andfunctions and shall exercise their powers as per therules and regulations jOintly.

v) The Co-Ordinator and Joint Co-ordinator of the Partywill be responsible for the entire administration of theParty.

vi) The Co-Ordinator and Joint Co-ordinator will constitutethe Executive Committee of the Central Organisationconsisting of the Co-Ordinator and JointCo-ordinator, Chairman, Treasurer, HeadquartersSecretaries, District Secretaries and the nominatedmembers.

vii) The members of the Central Executive Committee,Treasurer and the Headquarters Secretariesnominated by the Co-Ordinator and Joint Co-ordinatorwill hold the office during the tenure of the office ofthe Co-Ordinator and Joint Co-ordinator .

If for any reason the post of the Co-Ordinatorand Joint Co-ordinator becomes vacant before theexpiry of the tenure the office bearers who werenominated by the previous Co-Ordinator and Joint Co­ordinator will hold office and continue to function tillthe new The Co-Ordinator and Joint Co-ordinator areelected and assume office.

decided by the General and Executive Councils, toconduct elections and bye elections for PartyOrganisations, to examine the accounts of all theParty units through the Audit Committee, to manageby self and through the Treasurer the income andexpenditure of the Party organizations at all levels, tomanage the Party Office, movable and immovableproperties of the Party, to represent the Party in thelegal proceedings that may arise in respect of Partyproperties and to take necessary legal steps on behalfof the Party to protect them.

The Co-Ordinator and Joint Co-ordinator willpreside over the Party conferences take all kinds ofdisciplinary proceedings in accordance with the Partyrules against the Party units and its office bearers whoviolate the Party rules, regulations or act against theParty interest, party discipline, policies andprogrammes, including immediate suspension of anyParty unit or office bearer. The Co-Ordinator andJoint Co-ordinator shall be the supreme authority totake a final decision on the disciplinary proceedingsrecommended by the Party units and shall have overall powers to take all steps to promote and preservethe Party policies and programmes and to develop andprotect the Party organizations.

ix) The Co-Ordinator and Joint Co-ordinator areempowered to take such actions as he may deem fiton important political events, policies andprogrammes of urgent nature which cannot brookdelay and await the meeting of either ExecutiveCommittee or General Council of the Party. Suchdecisions and actions have to be ratified by theGeneral Council in its next meeting. However, it isopen to the Co-Ordinator and Joint Co-ordinator toobtain the views of the General Council Members onsuch urgent matters by post when the Council is not insession.

x) The Co-Ordinator and Joint Co-ordinator areempowered to deposit the funds of the AIADMK in anyof the legally constituted Banks or FinancialInstitutions either in Current Accounts or FixedDeposits; to withdraw such funds and to operate theaccounts on behalf of the Party. The Co-Ordinator and

Joint Co-ordinator are also empowered to obtain loansfor the Party purposes from the above mentionedinstitutions on the security of the assets of the Partyand to do all that is necessary in this regard for andon behalf of the Party.

xi) The Co-Ordinator and Joint Co-ordinator are vestedwith powers to authorize the Treasure of the Party tooperate on his behalf the Bank Accounts namely todeposit or to withdraw funds, and also in respect ofduties mentioned in sub-rule ex) of this Rule.

xii) The Authorisation Forms addressed to the ElectionOfficers for the allotment of the Two LeavesSymbol tothe candidates contesting on behalf of the AIADMKshall be signed only by the Co-Ordinator andJoint Co-ordinator.

xiii) The Co-Ordinator and Joint Co-ordinator are vestedwith the right to nominate Joint Secretaries or DeputySecretaries, in case of need to Branch units, Union,Town, Township and District Units and other stateunits, besides elected functionaries. Moreover, theCo-Ordinator and Joint Co-ordinator are also vestedwith the Powers to nominate women in the posts, tocompensate and give due representation to women ifin any of the party units at any level, women do notelected represent one third of the posts.

RULE· 20-8: DEPUTY CO-ORDINATORS

i) The Deputy Co-ordinators shall be elected by theGeneral Council from among the primary members ofthe party. They shall be primary members of the partyfor a continuous period of five years.

ii) They shall hold the post for a period of five yearsiii) The Deputy Co-Ordinators shall discharge/ perform

their duties, obligations and functions and shall excisetheir powers as per the rules and regulations.

iii) The Treasurer will be responsible to maintain accountsfor the money received through Co-ordinator and JointCo-ordinator out of membership fees, the receipts outof the State Conferences, the Headquarters share outof the balance of amount raised during the DistrictConference, money realized from establishments, theincome out of movable and immovable assets, thefunds raised from donations on behalf of the Party andthe proceeds out of drama, dance, special conferences,film shows and from all other sources, treatingamounts as receipt for the Central Organisation, withthe permission of the Co-ordinator and Joint Co­ordinator. He has to disburse the amounts towards theexpenditure items required by the Co-ordinator andJoint Co-ordinator and the General ExecutiveCommittee and keep accounts of the receipts andpayments thereof.

iv) The Party funds received shall be credited into Bankaccount in the name of either the Co-ordinator, JointCo-ordinator or the Treasurer and held in a Bank. Forthe purpose of the Party expenditure, the withdrawalsfrom the Bank Account shall be through cheques signedeither by the Co-ordinator, Joint Co-ordinator or by theTreasure by the Co-ordinator and Joint Co-ordinator.

v) The Treasurer shall submit any file required by theAudit Committee for perusal.

RULE· 26 : HEADQUARTERS OF THE AIADMKi) The Headquarters of the AIADMK shall function from

Tamil Nadu.

ii) The Headquarters office will be located in Chennai forattending the day to day functions of the Party and formaintaining contacts with all the units of the Party.

iii) One of the Secretaries of the Central Organisationnominated by the Co-ordinator and Joint Co-ordinatorwill be in-charge of Headquarters Office.

RULE· 27: AUDIT COMMITTEE

i) Three persons elected by the Members of the GeneralCouncil will constitute the Audit Committee.

These persons elected to the Audit Committee will nothold any other office except being the primarymembers of the Party.

ii) They will audit all the income and expenditure of theParty and submit their report.

" RULE· 28 : PROPERTY PROTECTION COMMITTEE" i) The Co-ordinator and Joint Co-ordinator, the" Chairman, Treasurer and other two persons to be" elected by the General Council - Total six will" constitute the Property Protection Committee.

ii) The Property Protection Committee will have controlover all the movable and immovable properties of theParty.

iii) All the existing immovable and movable propertiesshall be deemed to have come under the full control ofthe Property Protection Committee.

vi) The Co-ordinator and Joint Co-ordinator shall have theright of taking all legal steps and conducting cases inrespect of the properties, on behalf of the AIADMK.

vii) The tenure of the Office of the Property ProtectionCommittee will be the same as the General Council. Ifthe General Council ceases to exist, the PropertyProtection Committee members will continue to holdoffice till the General Council is reconstituted.

RULE·29: PARLIAMENTARY BOARDi) The Parliamentary Board will be the deciding authority

to select candidates in respect of all elections in whichthe Party contests.

ii) The Parliamentary Board will consist of Co-ordinator,Joint Co-ordinator and not more than fifteen othermembers nominated by Co-ordinator and JointCo-ordinator from among the members of the GeneralCouncil.

iii) If necessary the Parliamentary Board may appointsub-committees to get the view of Party workersregarding the election .

iv) During exigencies, where there is no sufficient time forthe Parliamentary Board to meet, the Co-ordinator andJoint Co-ordinator shall have the power to take decisionand get the same ratified subsequently by the GeneralCouncil.

RULE·30: ELECTIONS TO THE PARTY UNITSi) The Party Elections will be held in accordance with the

rules and regulations framed by the Co-ordinator andJoint Co-ordinator for this purpose .

ii) The Elections to the Office bearers for the Party unitsshall be held once in every five years. Any extension oftenure shall be decided by the General Council.

iii) Before conducting every such election the renewal ofMembership and enrolment of new members should bedone within the target date set by the Co-ordinator andJoint Co-ordinator.

iv) The Elections to each unit shall be held on the datesnotified by the Co-ordinator and Joint Co-ordinator.

v) Those who want to contest for the posts of Officebearers in the Party Organisation should have beenmembers of the Party for five years without any break.

Those who on their own volition had left theParty in between or removed from the Party by theCo-ordinator and Joint Co-ordinator on disciplinaryaction will cease to be Party members. If such personshave been readmitted into the Party, their membershipwill be taken into account only from their date ofreadmission and they will get the eligibility to contestthe organisational elections only after five years.

The above mentioned Rule will apply to those whoare expelled from the Party for contesting against theParty's official candidates in General Elections or localbody elections, even if announcements of suchexpulsions are not released.

The Co-ordinator and Joint Co-ordinator are vestedwith the power to relax this Rule.

vi) Members who have not renewed their membershipwithin the specified time limit will be treated only asnew members when they join the Party again.

vii) Once who is contesting for a post in the Partyorganisation, should be a member of a Branch Unitwithin the jurisdiction of the particular unit .

ix) If a person elected to an office in a Party unit is electedto an office at the higher tier of the Party, he shouldresign one of his positions within 15 days from the dateof his election. If this is not done by the personhimself, the Headquarters will relieve him from one ofhis positions.

x) Any election dispute in a Party unit will be settled bythe higher tier of the Party unit next above it. If thedisputes are not settled upto the district level, suchdisputes will be referred to the Co-ordinator and JointCo-ordinator for final decision.

xi) The candidate seeking elections for the Party Postsmayappeal to the members canvassing their votes either bypamphlets or in person detailing their Party activities.Excepting this any other method adopted by way ofadvertisement or forming groups or by any othermethod involving expenditure of money shall beconstrued as election irregualrities and the candidatesshall get disqualified from contesting in the Partyelections.

xii) The decision of the Co-ordinator and Joint Co-ordinatorshall be final in all election disputes.

QUORUM FOR THE MEETING OF THE MEMBERSi) To conduct the proceedings of the Party units one-fifth

of the total members should be present in therespective units of the Party, viz. Village PanchayatUnits, District Units, and also to the Executive andGeneral Councils of the Central Organisation.

ii) The Executive Committee members who absentthemselves for three consecutive meetings withoutpermission, shall forfeit their posts. The ExecutiveCommittee will have powers to restore them on theirwritten representations.

RULE· 32: TIME LIMIT TO CONVENE THE PARTY MEETINGSi) Except for the Executive Committee and the General

Council meetings of the Central Party Organisation, forthe other Party units, 5 days notice should be given tothe members for convening the Exective Committeemeeting and 10 days notice for convening the GenerlBody meeting.

If one-fifth of the members of a Party unit request theSecretary of the unit concerned to convene themeeting, the meeting should be convened within15 days from the date of receipt of the requisition.

i) A member or an office bearer of a Party unit mayresign his membership by giving the resignation inwriting to the unit concerned.

ii) Such resignation letters shall be forwarded to theHeadquarters of the Party with the consent of theExecutiveCommittee of the unit.

iii) Such person who reslqns his post shall handover theParty's funds, belongings, files and accounts to theoffice bearers of the Party unit or to the office bearersof the Party unit next above its level or to theHeadquarters of the Party.

RULE· 34: NO CONFIDENCE MOTIONi) No confidence motion can be brought against the office

bearers of the Party units. One-third of the totalmembers of the Party unit concerned giving validreasons in writing may bring forward such noconfidence motion. The no confidence motion shouldbe sent to the Secretary of the Party unit concernedforwarding copies thereof to the office bearers at thehigher level of the Party unit and also to theHeadquarters of the Party. If the no confidencemotionis against the Secretary of the Party unit, the motion ofno confidence should be sent to the Secretary of thenext tier higher than the unit concerned.

ii) The General Body Meeting of the unit shall be convenedto consider the no confidence motion within 15 daysfrom the date of its receipt.

iii) If the no confidence motion is against the Secretary ofa unit, it should be considered by the meeting presidedover by the Secretary at the higher level unit or by theperson authorised by him to take appropriate action onthe motion.

iv) If the General Body Meeting is not convened, theSecretary of higher level unit or the CentralOrganisation of the Party may convene the meeting fortaking decision on the no confidence motion.

v) A no confidence motion shall be deemed to be passedonly if two-third (2/3rd) of the total members of theParty unit concernedvote for it.

vi) The Office bearer who is removed from his post by noconfidence motion shall handover the charge to theother office bearer of the Party unit along with theParty funds, belongings, papers and accounts.

vii) The no confidence motion passedshould be sent to theHeadquarters of the Party.

viii) The office bearer so removed from office may send hisappeal either to the higher level unit or to theCo-ordinatorand Joint Co-ordinator. The decision of theCo-ordinatorandJointCo-ordinatoron the appeal shall befinal.

RULE·35: DISCIPLINARY PROCEEDINGS

i) All the members, the units of the Party and the officebearers of the units are subject to the disciplinarycontrol and the rules and regulations of the Party.

ii) Disciplinary proceedings may be taken against thosemembers or office bearers of the Party, who act againstthe policies and principles of the Party, indulge inactions lowering the prestige of the party, disobey theparty rules and regulations and the Party units at the

higher level, fail to implement the Party decisions andinstead act against the discipline of the Party.

iii) When disciplinary action is taken, two-third of themembers of the Party unit concerned should bepresent.

iv) Disciplinary proceedings shall include admonition,warning, suspension, removal for a specific period fromthe Party and expulsion from the Party.

v) If a person charged under the sub-rule (ii) above has tobe removed from his/her position immediately theSecretary of the unit at higher level can suspend him.If his/her expulsion from the Party is necessary thesame may be recommended to the Co-ordinator andJoint Co-ordinator.

vi) When a disciplinary proceeding against a member or aunit is contemplated, a charge sheet should be issuedspelling our charges to him or to the unit and calling forexplanation within 7 days as to why disciplinary actionshould not be taken against him or the Party unit .

vii) Disciplinary action may be taken, against a member oran office bearer of the Party unit by the ExecutiveCommittee of the Party unit or by the Party unit nexthigher to it or by the Co-ordinator and JointCo-ordinator.

viii) Disciplinary action against a Party unit may be takeneither by the Party unit at the higher level or by theCo-ordinator and Joint Co-ordinator.

ix) The disciplinary action taken shall be deemed to havecome into force from the date of initiating disciplinaryaction. On appeal by the aggrieved person against thedisciplinary action, the Co-ordinator and JointCo-ordinator may stay the disciplinary action till thedisposal of the appeal

x) A person or an unit against whom disciplinary actionhas been taken should hand over the belongings,

papers, accounts in his possession and responsibilitiesin the Party to the office bearer or to any other officebearer of the higher level unit.

xi) The appeal petitions received against the disciplinaryaction shall be considered by the Co-ordinator andJoint Co-ordinator either directly or through a person ora Committee authorised and justice rendered.

xii) If immediate disciplinary action is considerednecessary, the Co-ordinator and Joint Co-ordinatorshall have power to remove or suspend any primarymember or office bearer from the Party. If thosepersons against whom such disciplinary action is takenapologise both in writing and in person before the Co­ordinator and Joint Co-ordinator for their action, theCo-ordinator and Joint Co-ordinator shall have power toconsider such apology, pardon them and drop suchdisciplinary proceedings.

xiii) The decision of the Co-ordinator and Joint Co-ordinatoron the disciplinary action shall be final. Those whoapproach the Courts against any such decision, shallforfeit their membership by virtue of violations of Rule5.

PURATCHI THALAIVAR MGR MANRAM:i) The Puratchi Thalaivar MGR Manram formed in the

name of Puratchi Thalaivar MGR is devoted to servingthe Public without any self-interest .

ii) The Puratchi Thalaivar MGRManram will function at theDistrict, Union, City and Town levels .

iii) The Puratchi Thalaivar MGRManram being a subsidiaryunit of the Party will function subject to the Rules andRegulations of the Party.

iv) The Administrative Organisation of the PuratchiThalaivar MGRManram will be under the direct controlof the Co-ordinator and Joint Co-ordinator .

RULE· 37: PURATCHI THALAIVI J JAYALALITHAA PERAVAIi) The Organisation Puratchi Thalaivi Peravai formed in

the name of Eternal General Secretary shall consist ofpersons who serve the cause of public without any selfinterest.

ii) The Puratchi Thalaivi Peravai will function at District,Panchayat Union, City, Division, Town Panchayat,Wardand Panchayat levels.

iii) Puratchi Thalaivi Peravai, being a Subsidiary-unit of theKazhagam will function only subject to the Rules andRegulationsof the Kazhagam.

iv) The administrative set up of the Peravai will functionunder the direct control of the Co-ordinator and JointCo-ordinator.

v) For the members of the J Jayalalithaa Peravai, theupper age limit is fixed at 40. After crossing 40, theywill be absorbed in the Party as office-bearers andmembers.

RULE· 38: STUDENTS WINGi) The Students Wing will function as an adjunct of the

Party subject to the discipline and control of theAIADMK.

ii) The Students Wing will function at the District, Union,City and Divisional level. For these, the posts ofChairman, Deputy Chairman, Secretary, JointSecretaries, Treasurer have been created. Also eachCollegewill have one party organization of students.

iii) The AIADMK students organization will function underthe direct supervision of the Co-ordinator and Joint Co­ordinator ...

RULE· 42: TENUREIf the Co-ordinator and Joint Co-ordinator feels that there aregenuine reasons according to changing situations, theCo-ordinator and Joint Co-ordinator is vested with the powerto exempt from the above mentioned Rulesand Regulations

RULE· 43: AMENDMENTSThe General Council will have powers to frame, amend ordelete any of the Rulesof the Party Constitution .

RULE 44: ASSOCIATIONS (MANRANGAL)i) Organisations and Associations formed by the

non-members of the Party shall not be recognized bythe Party as subsidiary units. Those desirous ofstarting organizations or libraries shall obtain thepermission of the Party's Co-ordinator and JointCo-ordinator. One of the Secretaries of theOrganisation will also be members of the ExecutiveCommittee of the Party Unit concerned.

ii) If propaganda meetings have to be organised on behalfof such Organisations or Libraries, the same shall bedone after duly informing and obtaining the consent ofthe Secretary of the Party unit concerned.

iii) If for any reason consent is refused such Organisationsor Library bodies may appeal to the Co-ordinator andJoint Co-ordinator.

iv) Each of the Library or Reading rooms not exceedingfive in number within the jurisdiction of a Village, TownPanchayat, Municipality, Township Party Units mayelect one person each to the Executive Committee ofthe Party Unit concerned.

RULE45: AuthorisationCo-ordinator

and lointto Co-ordinator

The Co-ordinator and Joint Co-ordinator are fully authorizedto relax or make alterations to any of the aforesaid Rules andRegulations of the Party.

RULE: 46: TAKES EFFECT FROMThe Rules will come into effect from 01.11.1976(1st November 1976).
