I. India is the third largest producer and consumer of electricity in the world,

with an installed power capacity reaching 350.16 GW (as of February 2019)

II. The target for renewable energy is 175 GW, to be achieved by 2022

III. The power consumption is estimated to reach 1,894.7 TWh by 2022, due to

increased industrialization

IV. 100% FDI is allowed under the automatic route in power sector and

renewable energy

POWER SECTOR OF HIMACHAL PRADESH

I. Hydro Power is the main source in Himachal Pradesh

II. The State Government framed its own Hydro Power Policy in 2006, for

harnessing the state’s Hydro potential of more than 23000 MW in a planned

manner

III. The State has a natural advantage of 5 perennial river basins to harness its

hydroelectric potential

IV. Small Hydro Power potential (projects upto 5MW) is around 2000 MW

V. State is a net exporter of power

VI. Out of the total harnessable hydro potential of about 23,458 MW, 10,580 MW

has already been harnessed

Measures taken by the State Government to promote Hydro Power Sector

1 Upfront premium and capacity addition charges

• Reduction in Upfront premium and Capacity addition charges from INR 20

lakh/ MW to INR 1 Lakh/ MW

2 Land lease amount reduced to INR 1 per sq m

3 Free power royalty

• Deferment of 12% free power share for a critical period of first 12 years for

allotted projects (excluding commissioned projects)

• Free power royalty at the rate of 12% uniformly for the entire agreement

period for the projects to be allotted in future

Measures taken by Government of India (GoI) to promote

Hydro Power Sector

I. Declaring large Hydropower Projects (>25 MW) as Renewable Energy source

II. Hydro Purchase Obligation (HPO) as a separate entity within Non-Solar

Renewable Purchase Obligations (RPO)

III. Tariff rationalisation for bringing down hydropower tariff

IV. Budgetary support for flood moderation/ storage Hydro Electric Projects

V. Budgetary provisions for meeting cost of enabling infrastructure, i.e. roads/

bridges

• INR 1.5 crore per MW for project up to 200 MW

• INR 1.0 crore per MW for project above 200 MW

VI. GoI incentive for projects upto 10 MW: Provision of Central Capital Investment

incentive for access to credit (CCIIAC) by Ministry of Commerce & Industry, GoI

@ 30% of the investment in plant and machinery with an upper limit of INR 5

Crore through development scheme for promotion of Hydro Power generation

upto 10 MW in Himachal Pradesh

upto 25 MW

5 Tariff determination in sync with date of achieving COD (Commercial

Operation Date)

6 Transmission Charges: - Exemption in open access charges for

projects having capacity upto 25 MW

7 Re-defining of milestones for stalled projects where 100% equity

transfer is involved

8 Allocation of projects for captive use

• Major boost to investment in industrial sector by allowing allocation of

projects upto 10 MW capacity for captive use of industrial units already

setup or to be setup in the State

9 Robust Transmission Network

• 50 EHV (Extra High Voltage), 182 HV lines along with about 30,000

distribution substations and 1 lakh circuit transmission and distribution

lines already in place

• 3 major 400 KV substations for power evacuation from few of the most

remote areas of the country (Kinnaur, Bharmour & Pabbar valley) to come

up within the next two years

• Robust transmission and distribution network already in place ensuring

100% electrification in the State

• One of the lowest transmission & distribution losses in the country only

between 10 to 11%

10 Allocation of new projects

• Several Hydro Electric Projects under private sector to be allotted on BOOT

basis

Measures taken by Central Government to promote Solar

Power

I. Solar Photovoltaic Programme: Under this programme SPV street lights are

provided by MNRE, GoI on 90% subsidy

II. Grid Connected Roof Top Programme: Under this programme MNRE, GoI is

providing incentives for development of following schemes:

a) Grid Connected Roof Top Power Plants to be installed on roof top of

individual electricity consumers, Institutions (registered under Society

Acts/Trust act) and Social sector buildings. Incentives upto 70% of bench

mark cost is provided by the MNRE, GoI. State Government is providing

subsidy of. INR 4000/- per KWP

b) Government buildings in the State for which Achievements linked

incentives upto 60% are provided by MNRE, GoI.

c) Government buildings in Shimla town: 2.50 MW capacity to be installed for

which Achievements linked incentives upto 60% are provided by MNRE,

GoI, balance 40% is being borne by the State Government

III. Off Grid Solar Power Plants: to be installed in areas where there is either

no grid power or grid supply is not reliable; MNRE, GoI provides 90% subsidy

for such installation

Highlights of Solar Policy by State Government:

I. To empower people in remote and rural areas with 24x7 power by way of

decentralized solar power supply, especially in the unreliable grid systems in

the mountains, to meet their basic needs, enable access to social and

commercial services, and technologies

II. To facilitate developers in obtaining statutory clearances, if any, and

procedures and processes for various State level clearances and support will

be made simple, transparent with self-certified documentation and with time

lines, so as to ensure doing business with ease

III. Developers are at liberty to dispose the power generated in any manner they

choose i.e. captive consumption, sale to any consumer within the State, sale

to any trader or exchange or entity or consumer outside the State and sale to

HPSEBL

IV. Developers have the right to use network of HPPTCL and HPSEBL as per

conditions laid down in the Open Access and Connectivity Regulation of

HPERC

V. Solar projects up to 2 MW capacity shall be allowed Solid tap connectivity in

11KV network and above 2 MW capacity, the project line has to connect to

33KV or above sub-station

VI. Time lines for giving various clearances are laid down in this policy for the

concerned departments like Forest clearance and grant of lease of

government land, permission under Section-118 of the Act for transfer of

private land, regulatory permission etc.
