General Operating Objectives:
1. Support Human Services operations.2. Implement intermediate shelter plan.3. Restore Critical Infrastructure.4. Continue Logistical operations.5. Develop an Emergency Fuel Strategy.6. Coordinate operational support to Task Force Florida.7. Develop a Demobilization Plan for the Mississippi area of
operations.
Planning Assumptions:
1. The operational area will be split between south Florida, the Panhandle, and Mississippi.
2. The availability of resources is in short supply nationally.
3. Due to the size and scope of the event, resource outsourcing will likely be required.
4. Due to the multiple operational areas, resource support must be well coordinated among all operational areas.
5. Evacuees from other States are in Florida for a prolonged period of time and will require an alternate approach to sheltering

• Fuels - No changes to report.• Electricity (see Tracker #238 for details)• Mississippi - 6 counties receiving Florida assistance.• Total outages - 6,243 (Hancock - 500, Harrison - 1,400,
Pearl River - 2,693 and Stone - 1,650. (All Co-op customers.)
• 2.6% of the 6 counties outages• Cannot receive power - 26,226

• 476 Soldiers & Airmen on Title 82 (ADSW) for Katrina• MS: 381, FL: 95 Soldiers & Airmen • Cost: $2,863,027.60• Task Force Engineers continue to work on Civic Center which will be
set up to support MS EOC, clean up and prep of Waveland High School, and the reopening of Stennis High.
• 1-265th Air Defense Artillery has 20 Ongoing Missions: 3 POD security, 2 POD distribution sites, 4 traffic control points, 6 point security sites, 4 security patrols and 1 presence security force.
• Distributed 43,227 bags of ice, 21,628 cases of water & 27,561 cases of MREs as of Thursday
• Support from 708th CS Co, 144th Trans Co, 146th SC Bn, A/161st Med Co
• Task Force Spoon: 10 Soldiers (Cooks) at CRTC Gulfport, MS • Forward Logistics Element (FLE) Pensacola Armory supporting Joint
