    It was with great shock and sadness the communitylearned of the unexpected death of Mike Tann Wednes-day afternoon. The utter surprise of this event, some-thing which naturally happens so many thousands oftimes every day, was created because this time it hap-pened to coincide within our circle. This affected somany because the lost individual contributed so muchof his life to public and community service.

    After completing his undergraduate work at the OhioState University in 1966 he spent a generation gainingdiverse experience as a teacher, businessman and suc-cessful entrepreneur. Mike married Judy and they start-ed a family. In the middle of his developing life, and in a

    move that exemplified his confidence in taking a chancewhen opportunity knocked, he went back to school. In1979 he was awarded an MBA degree, again from OhioState.

    In 1985, after a successful business career Mikeswitched gears and was appointed to the position ofFinance Director with the city of Huron. It was with thisorganization he found his groove and made his most in-delible mark professionally. Promoted to the position ofCity Manager in 1993, following the tragic loss of MikeSolomon, Mike Tann would spend the next twelve yearsof his career leading the city toward his unique vision.

    During his tenure, the city created a new level of com-prehensive emergency service protection and estab-lished its first ever Parks & Recreation Division. The de-velopment of the citys Boat Basin, pursuit of the formerConagra property and the construction of the citys Cor-

    porate Park all started during this same tenure. Part ofMikes legacy will live on in these assets as they continue

    to provide community benefit and his legacy will growas many of his visions have yet to be realized.

    His greatest ability was in selecting and developingyoung and untested professionals. I experienced thisdirectly when, on September 7, 2004, Mike selected meout of a competitive field of more seasoned and expe-rienced candidates to be the citys first Assistant CityManager. He gave me my first real opportunity to dosomething of professional importance and I will be for-ever indebted to him for his confidence in gifting me alife changing opportunity.

    My experience is not isolated. There are many exam-ples of Mikes vision and belief in the traditionally over-looked among us. There are several individuals Ive had

    the pleasure of working with, because of Mike, who haveadvanced to high level positions in the same fashion.Collectively, Mikes personnel selections have ascendedto positions managing Hurons Parks and Recreation di-vision; a Parks and Recreation department in Arlington,Texas and another in Irondequoit, New York; a HumanResource Director at Heidelberg University by way ofexecutive stops in Sandusky and Erie County; a recentlyretired Finance Director from Huron; a corporate execu-tive in Illinois; and his own successor as City Manager.

    What we will miss most in Mikes absence is the silentsatisfaction we were greeted with when running intohim. He was proud of us when we did well and sup-portive when we were challenged. We will continue totry and earn his approval and aspire to promote simi-lar benefits he provided to us, to future generations ofyoung professionals.

    We will look for the things he saw and strive to makethings better.

    This tribute to former Huron city manager Mike Tann waswritten by his successor, Andy White. It appeared in theSandusky Register on Monday, Nov. 25, the day Mikesobituary was published. It is an eloquent salute to a greatfriend and mentor.

    Along with Mikes many local friends and colleagues, ourbusiness community has lost a great supporter. He hasserved many positions on our board of directors, and evenin retirement, Mike pitched in wherever he saw a need.

    Several years ago, when closings of several large areaindustries seemed imminent, Mike teamed up with HuronLibrary director Anne Hinton to form the Business ResourceNetwork, an informal group that provided assistance to

    prospective and existing business owners in identifyingand locating the resources they needed to succeed.

    Always a team, Mike and Judy, created the restful ambi-ence of Capt. Montagues, a haven for Huron visitors thatdrew the attention of several national travel writers. Yet,they always found time to help out with Chamber projects,such as selling carnival tickets at Riverfest, ringing thebells for the Salvation Army kettle drive and serving on ourscholarship committee.

    Mike felt strongly about the importance of education andwas active in school issues, always wanting what is bestfor Huron' s youth.

    In his column, Andy mentioned the greatest legacy andchallenge that Mike left us to look for the things hesaw and strive to make them better.

    We pledge to do just that, dear friend.

    Its hard to sit down and write much of a story about ablistering cold Saturday evening where the team you grewup with and loved loses in the Division V State Regional Fi-nals 60 - 13. Coldwater was just flat out better and playeda great game. Nothing more to say really. But there is more

    to say. Much more.The Huron Tigers finished 9-4 this season and it was an

    entertaining adventure every week. I want to thank theyoung men, cheerleaders, marching band, coaches, and vol-unteers who made it all happen. When I first saw this yearsschedule, I admit, I was concerned. How could scrimmagesagainst Lake and Bucyrus prepare the team for the rigors of

    Elyria Catholic, Bellevue, and Norwalk St. Paul. I knew hav-ing Cody Thompson at quarterback was really the only play.He was the best player on the field and what better way toensure he would get the most touches then by playing QB.Not the most accurate passer, but certainly the most escap-able I had ever seen.

    Problem was, after the first game film, everyone Huronwould face knew exactly what was coming. I wasnt con-cerned about Margaretta SMCC, or Port Clinton. But, thosefirst three non-conference opponents, and Clyde, and Per-kinsmuch less the playoffsthose would be tough teams

    Parents are reminded there is no school on Monday,December 2, 2013 due to the State approved in-serviceday for Huron City Schools. The district is fortunate tohave been awarded this in-service opportunity by theOhio Department of Education and will focus on schoolsecurity and safety, explained Superintendent DennisMuratori.

    School Resource Officer Keith Lobsinger has receivedhis A.L.I.C.E. Training Certification and will lead the pre-

    sentations and drills on Monday with the assistance ofseveral Huron Police Officers. A.L.I.C.E. stands for Alert,Lockdown, Inform, Counter and Evacuate.

    Officer Lobsinger and the Huron Police Officers willshare with the approximately 150-160 Huron CitySchool employees how the A.L.I.C.E. program guidelineshave evolved over the years from nationwide incidents.

    Law enforcement must keep up with the current

    trends in criminal activity. Traditional lockdowns havechanged and there may be better options available toincrease survivability, explained Officer Lobsinger.

    Ohio is one of the leading states to implement theA.L.I.C.E. program with over 200 schools or universitiespracticing their guidelines, stated Lobsinger.The A.L.I.C.E. program was introduced shortly after the

    Columbine shootings when a dinner table conversationbetween a husband and wife (a police officer and an

    elementary school principal) Greg and Lisa Crane, dis-covered more could be done if a better program was inplace.

    We have all seen handicap parking spaces at business-es and governmental parking lots. There are specificstandards that must be met for these parking spaces tobe considered valid handicap parking spaces. Accord-ing to Ohio Revised Code Section 4511.69 and Section3781.111, handicap spaces must be identified by a signmounted on a fixed or moveable post or otherwise af-fixed in a vertical position so that the distance from theground to the bottom edge of the sign measures notless than 5 feet. Additionally, if the sign or replacementsign was erected on or after October 14, 1999, theremust be included on the sign or next to the sign a notice

    that states the fine applicable for the offense of illegallyparking in a handicap parking space.

    Owners of parking lots that do not have a valid signcan receive a warning for the first offense and then fora subsequent offense, a fine of $25.00 for each parkinglocation that is not properly marked. Huron City Ordi-nance Section 351.04 also identifies the standards re-quired for a valid handicap parking space.

    Huron Police Partner withHuron Schools to IntroduceA.L.I.C.E. during In-Service Day

    with real defenses.Best case scenario, I thought, the team squeaks into

    the playoffs, MAYBE, but falls in Genoa like fashion in

    the first round. The season opened in Elyria Catholic andthe team showed heart. It was a hard hitting affair, butthe team show a resilience. Bellevue was a true heart-breaker. I remember saying to someone after that gamethat it would be a shame if this team missed the playoffs.

    Because the lasting memory of any seniors last seasoncould have come down to the last 15 seconds of thatsecond game.

    Again, the teams memory proved short and the Tigerscame out and dominated a Norwalk St. Paul team thatalso made it to the Regional finals in their playoff divi-sion. So the team not only survived the non-conferenceschedule where could conceivably gone without a winand went a very respectable 2-1. and looked strong. Asolid victory followed at SMCC, whose membership inthe SBC I will miss because of their rivalry with Huronback in my day. To be fair though, their time to exit hadcome. Well skip Perkins for a moment, and count up thevictories over Oak Harbor, Margaretta, Port Clinton, andEdison.

    It says something good about a team that it did notslip up and let a lesser squad surprise them. Week in and

    week out, the team came out and did their jobs. Theydidnt lose focus. It also says something about a teamwho has a couple conference rivals so strong that theycan make AND pick up playoff wins two divisions big-ger than their own. Here, of course, I am talking aboutClyde and Perkins. I truly believed that Clyde was betterthan Perkins when the Tigers played them, so I was notsurprised when the Flyers beat the Pirates in the playoffs.

    So Huron finished 7-3 and was forced to face #2 seed,and undefeated Liberty-Benton. I will say this, the play-offs were a gift. By that I mean it was the best kind ofpresent, because it was so unexpected. I rememberthinking after that fumble on the opening kick-off andquick TD against Liberty, Now where did I park my car?But the kids kept playing hard and their enthusiasm wascontagious. That final drive against Loudonville shouldbe remembered by the class of 2014 and their families

    for as long as they continue to have reunions because itwas glorious. Playoff wins are sweet and we received twoof them this year. And for that, again I say thank you.

Survivors include her son,Josh Maines; a sister, Carol (Dan) Lappof Florida; and a brother, Val Butch (Al-ice) Costantino of Sandusky; and severalnieces and nephews. She was precededin death by her parents, Val and Anna (Es-posito) Costantino.     Michael E. Tann, 71, of Huron, died unex-pectedly Wednesday, Nov. 20, 2013. Betterknown as Mike to those who loved him,he was born March 5, 1942, the first sonof the late Frank and Louise (Broderick)Tann of Columbus, Ohio. He graduatedfrom Holy Rosary Catholic Schools, Co-lumbus, and received his undergraduate

    degree and later his MBA in 1979 fromThe Ohio State University. Mike was anavid supporter of his university and wasactively involved in the Erie County OSUAlumni Association. He was a memberof St. Peter Catholic Church, Huron. As anactive member and steward of his faith,over the years he served several terms onparish council, on fund-raising organiza-tions for St. Peters Catholic School, andas lector at weekly masses. Over the spanof years that Mike was involved in HuronCity management, first as finance directorand later as city manager, he was involvedin numerous organizations and commit-tees. Two that were very special to him

    were the Ohio City Managers Associationfor which he served as president in 1999,as well as board member for six years. Theother was the International City Manag-ers Association. After retirement, Mikebecame a volunteer Range Rider forthese organizations. His civic stewardshipwent far beyond the bounds of his oc-cupation. He was deeply involved in theRotary Club of Huron, for which he heldthe office of president twice; he was alsothe recipient of the Paul Harris Award. Hewas a member of the Huron Chamber ofCommerce, representing Captain Mon-tagues B&B. Another of Mikes commit-ments to Erie County was his long-timeinvolvement with the Erie County Visi-tors & Conventions Bureau; he held theoffice of president for several terms andwas a current board member. Mike wasdevoted to God, his family, and his com-munity. He took great pride in both of his

    sonsone an educator, the other a physi-cian. Nothing pleased him more than tospend time with them, and to help themthrive in life. A longtime joy and avoca-tion for Mike was his membership in theShamrock Club of Columbus. After retire-ment from the City of Huron, he becamea full-time partner with his wife in the op-eration of their B&B, Captain Montagues.He relished the walks and bike rides hetook around Huron, his beloved city. Hewas an avid reader, particularly of bookswith historical themes. After retirement,his greatest pleasure was the annual tripto his favorite vacation spot, Key West,Fla. Relaxing and reading at Fort Zacharybeach was his idea of heaven. Mike is sur-

    vived by his loving wife of 44 years, Judy(Hall), whom he married June 7, 1969; andsons, Stephen Michael (JoDee) Tann ofReno, Nev., and Brian Patrick (Dawn) Tannof Dayton, Nev.; two brothers and onesister, Gerald (Kathy) Tann of Columbus,James (Chris) Tann of Huron, and Chris(Ron) Murphy of Dover, Ohio; as well asseveral nieces and nephews.The family will receive friends 2-4 p.m.

    and 6-9 p.m. Friday, Nov. 29, at the Gath-ering Space of St. Peter Catholic Church,430 Main St., Huron. Funeral Mass willbe 11 a.m. Saturday, Nov. 30, at St. Pe-ter Catholic Church, with Father JefferySikorski offering the mass. In true Irishtradition, a procession led by Irish pipers

    and City of Huron Safety Forces will stepoff at 1 p.m. on Main Street by City Hall.The procession will pass several of thecommunity landmarks that were so dearto Mike, and will conclude at his belovedhome, Captain Montagues, at the cornerof Cleveland Road W. and Center Street.In lieu of flowers, memorial gifts may bemade to St. Peter Catholic School Scholar-ship Fund, the City of Huron emergencyservices, or ones favorite charity.

    Recently many calls have come askingabout what to plant to add more colorin the garden for winter. Winter canbe beautiful in the gardens if you planahead. For years I have been addingthese colorful interests to my gardenand have been very pleased.There are many books in libraries

    about winter color, or color in the gar-den for all seasons. Some of the bestsuggestions for our area are of coursewinterberry. The cultivar winter red isa great one for home gardens and theberries stay on for months. Rememberwith winterberry you need a male andfemale for the berries to set. This plantprefers semi-shade to full sun, and hasnew green berries on it during thesummer months for added interest.

    Lacebark pine is another favorite ofmine, and its lovely all year with its ex-foliating bark. Its bark is many shadesof flaking bark. Bark colors will rangefrom cream, light green, reddish brown,and occasionally gray and white. Thetree also has pink tinged pineconesthat take years to mature. The tree

    grows slowly 30-50high.American holly is wonderful, is won-

    derful, and most of us have seensnipped branches in arrangements forthe holidays. You will need both maleand female plants to have berries. How-ever, if you dont like simply red berries,research a little on the web, and youwill find canary holly which has yellowfruit. Plant in part to full sun, and watchthis specimen grow to 40 high and 30wide.

    Dont forget the various grasses avail-able in our area. Miscanthus grass isabout 5 tall, striped, and in fall bloomsbeautiful golden-tan tassels. These tas-sels hang on throughout winter, and ifplanted near a window, is a joy to watchwave in each wind. On a still window,you can see frost frozen between thespaces in the tassels.

    Red-twig and yellow twig dogwoodare another variety to plant to show thebeautiful stems of the shrub through-out the winter. The stems are so pretty,they look wonderful in a vase for dis-play throughout the winter season. The

    shrub I own grows to 8-9high and spreads verti-cally as well, and has nowreached 8 wide. If youprune once a year just af-ter the blossoms die back,it will continue to growand prepare itself to puton another show for youthis coming winter.These are just a few

    plants available locally topurchase. Fall is an excel-lent time to plant newspecimens, and wouldadvise you to plant them4 weeks before the firstvery hard freeze. This al-lows the plants to sinkgood roots to sustain

    them in the winter. Fallplantings need water un-til the ground freezes also.Dont forget to watch thesales from greenhousesand nurseries this time ofyear, and you could savemoney on the plants aswell. Happy Gardening.
