The industrial base that supports the Department of the Defense, is a vital component of our national security capability. Historically, it is the Department’s relationships with small, medium and large defense companies that have equipped our Forces with state of the art weapons systems and enhanced our nation’s technical dominance over our adversaries. Today, however, that technical dominance is under threat by adversaries who also have access to advanced commercial technologies in areas such as microelectronics, autonomy and sensing. To stay ahead and accelerate the delivery of our military’s cutting-edge technologies, the DoD needs to think outside the box to identify and forge new partnerships with private sectors and tech communities who can help.

But first, let’s discuss the current state of DoD acquisition and the reluctance of industry to work with the Department. Traditional DoD acquisition processes have hindered the Department’s ability to rapidly innovate and leverage open innovation. There is a widening gap between the pace of the innovation and the military’s ability to acquire it. Procurement is costly & time-consuming for all parties involved. Accessing DoD is complicated, inefficient & expensive for companies, universities and laboratories. The Department recognizes that it needs to change the way it does business with industry. To start, it has identified several key resources and existing authorities that can help drive innovation by facilitating greater collaboration between industry and DoD. DTIC is among those identified to play a critical role in enabling the Department to maintain its position as a the leader in technology development. For over 70 years (since 1945), the RDT&E community has relied on DTIC as the authoritative central resource for all DoD and government-funded scientific, technical, engineering and business-related information.

More than 50 percent of DTIC’s research records collection are available through the “R&E Gateway” which is DTIC’s access-controlled site for DoD personnel, defense contractors, federal government personnel and contractors, and selected academic institutions. To access the R&E Gateway, registration is required and users must have a DoD-issued Common Access Card (CAC), a Personal Identity Verification (PIV) card issued by the federal government or an external certificate authority (ECA) certificate. Additionally, through DTIC’s public website—www.dtic.mil—the general public and industry also have access to unclassified, unlimited information, including many full-text downloadable documents. The resources and tools on dtic.mil is the focus of my presentation today. With 4 simple steps (Discover, Transform, Inquire and Connect), I’ll introduce you to ways that can help your small business gain and maintain a competitive advantage.

Step 2. If you have an innovative idea or concept but aren’t sure where to start to move it forward, start with DTIC. Search our public collection to discover relevant planned, in-progress or completed DoD-funded research; build on past research; and identify gaps and challenges. Not only will this type of information help you avoid duplication of effort, it will also save you time and money. The scope of DTIC’s scientific and technical collection on DTIC’s public site (www.dtic.mil) covers all areas of defense research, including biological and medical science, environmental pollution and control, and behavioral and social science. It also contains DoD directives and instructions, budget information, conference and symposia proceedings, patents and patent applications and other topics of interest to the defense communities.

The 3rd step is to Inquire. There are a ton of smart and helpful people out there! And DTIC wants you to take advantage of the best of minds in DoD, federal government, academia and industry. You can take advantage of their contributions to RDT&E through DTIC’s business intelligence solutions: The Defense Innovation Marketplace showcases opportunities for partnership. It’s also the place where you can monitor larger picture of trends in research monies and subjects, have a better understanding of Defense policies and planning efforts, and engage in virtual technology interchanges to securely share projects in specific key areas. The CCMD Classified Room is an access-controlled room that is physically located at the DTIC HQ in Fort Belvoir, VA. Admission is restricted to actively cleared industry/government/DoD personnel with potential technology solutions to meet the mission requirements of the COCOMs. The admission application can be downloaded from www.dtic.mil. Approved visitors are afforded exclusive access to the list of priorities and current capability demands of the COCOMs. Thousands of scientists, engineers and researchers in 49 states support the three focus-areas of the DoD IACs (CSIAC, DSIAC and HDIAC) to collect research data that can be reused to answer recurring challenges and analyzed to identify long term trends and provide recommendations to the community. Through the IAC’s microsite (http://iac.dtic.mil), large businesses can learn about the advantages of teaming with small businesses to expand opportunities, take advantage of SBA affiliation rules, fill gaps in past performance and more.
