Definition of disability

A disability is defined as a condition or function judged to

be significantly impaired relative to the usual standard of an individual or group. The term is used to refer to individual functioning, including physical impairment, sensory impairment, cognitive impairment, intellectual impairment mental illness, and various types of chronic disease.Disability is conceptualized as being a multidimensional experience for the person involved. There may be effects on organs or body parts and there may be effects on a person's participation in areas of life.

A Disability is a lack of ability relative to a personal or group standard or norm. Inreality there is often simply a spectrum of ability. Disability may involve physical impairment, sensory impairment, cognitive or intellectual impairment, mental disorder (also known as psychiatric or psychosocial disability), or various types of chronic disease. A disability may occur during a person's lifetime or may be present from birth. Disability can be classified into several differenttypes of disabilities.

Fundamental human rights of persons with disabilities

The United Nations Charter[1] affirms the essentiality of “a universal respect for, and observance of, human rights and fundamental freedoms for all without distinction…”The rights of individuals with disabilities are grounded in a human rights framework based on the United Nations Charter, the Universal Declaration of Human Rights,[2]international covenants on human rights and related human rights instruments.Persons with disabilities are entitled to exercise their civil, political, social, economic and cultural rights on an equal basis with others under all the international treaties.

Some World Facts Regarding Disabilities

According to UNICEF, 30 percent of street youths are disabled.In most OECD countries, women report higher incidents of disability than men.Around 10 per cent of the world's population, or 650 million people, live with a disability. They are the world's largest minority.Eighty per cent of persons with disabilities live in developing countries,according to the UN Development Program (UNDP).

In some countries, up to a quarter of disabilities result from injuries and violence, says WHO.

Conclusion

• Need for training, capacity building, awareness raising, good practices collection and validation, knowledge management

• Need to mainstream disability in all development activities

• Need to include persons with disabilities in all stages of implementation, and build capacity of organizations of persons with disabilities to do so.
