The Position An excellent opportunity has arisen for a dynamic and experience qualified candidate to join the
Shire of Broome in the role of Human Resources Officer – Training and Performance. This position
will report to the Manager Human Resources.
The Human Resources Officer - Training and Performance will be responsible for providing a
professional Human Resource service to meet the needs of our internal and external customers and
to assist the Manager Human Resources to ensure that a productive and harmonious workplace
prevails.

The person we seek
The preferred candidate will have previous experience with a working knowledge of Human
Resources awards, Payroll, Industrial Relations and Occupational Safety and Health as well as
highly developed communication skills. Further, you will also have demonstrated knowledge and
experience in developing and implementing workplace training, delivering workplace inductions and
coordinating the performance appraisal process. In addition, you will have advanced
comprehension, research and problem solving skills with a high attention to detail and accuracy.
Previous experience in a similar position in a Local Government environment would be desirable but
not essential. A tertiary qualification or progress towards Human Resources Management/Industrial
Relation any of the relevant fields would also be highly regarded.

Summary of Employment Entitlements
Annual Remuneration Package (per annum)
Salary Level: 4.1 $66,456
Broome Allowance: A $11,180
Cash component: $77,636
Super 9.5% $7,375
Total Package Value: $85,011
Industrial Agreement:
Employment conditions are in accordance with the Shire of Broome Inside Staff Enterprise
Bargaining Agreement.
Broome Allowance:
The Broome allowance is an extra cash benefit paid to employees in addition to their salary level
and forms part of your standard fortnight salary.
Hours of Work:
This position is required to work 38 hours per week, working on average 8 hours per day. The current
operating hours are 7.45 am to 4.30 pm, ordinary hours do not exceed 38 hours per week Monday
to Friday inclusive of a break of 45 minutes for lunch.
Overtime:
No overtime is payable unless you have prior approval, authorised in writing, from your Manager.
Annual Leave:
Employees will be entitled to twenty five (25) DAYS (pro rata) annual leave after twelve (12) months
continuous service. In addition a 17.5% loading is paid after twelve (12) months on four (4) weeks
both in proportion to the hours worked. You will also be entitled to two (2) days travel leave after
twelve (12) months continuous service.
Personal Leave:
You will be entitled up to fifteen (15) (pro rata) personal / Carer’s leave days per year.
Long Service Leave:
Thirteen (13) weeks after ten (10) years continuous Local Government service, transferable between
Local Authorities in Western Australia.
Uniform Policy:
Employees are currently provided with a uniform in accordance with the Shire of Broome Inside Staff
Enterprise Agreement.

Broome Recreation and Aquatic Centre (BRAC) Membership:
The Shire of Broome values a healthy, active workforce and acknowledges the many flow on benefits
of having a healthy workforce. Employees shall be provided with an Adult Access or a Family
Membership to the Broome Recreation and Aquatic Centre whilst they are an Employee.
Superannuation:
Superannuation Guarantee: Council currently contributes 9.5% of fortnightly salary.
Additional contributions (optional):
Council currently contributes an additional 6% (to a total of 15.5%) of fortnightly salary when an
employee contributes a minimum of 6% of their fortnightly salary. If this option is taken, there is
21.5% contributed to the employee’s Superannuation account; 15.5% from the Employer and 6%
from the employee. Extra contribution is applicable only if contributing to the WA Super Fund.
Probationary Period:
A three-month probationary period is applicable to this position. At the successful completion of this
period your continuity will be recommended to the Chief Executive Officer for confirmation. The
period of probation can be extended by the manager/supervisor for an additional period of no greater
than three months.
Performance Appraisal:
Appraisals are undertaken annually by the Manager.
Police Clearance Certificate:
The preferred applicant for this position will be asked to obtain a National Police Clearance
Certificate through WA Police. People with criminal records are not automatically barred from

Pre Employment Medical:
The preferred applicant for this position will be asked to complete a medical questionnaire and
undertake a pre-employment medical examination prior to an offer of employment being confirmed.

Position Objectives
To provide professional Human Resource service to meet the needs of our internal and external customers and to assist the Manager Human Resources to ensure that a productive and harmonious workplace prevails.
Position Key Responsibilities
Training, Performance and Induction
Develop annual organisational training calendar, with external and in-house initiatives that meet
defined organisational goals.
Coordinate the delivery of onsite training with internal/external trainers inclusive of flights,
accommodation, venue, set up and close down procedures.
Implement training evaluation processes and report on the effectiveness of training programs to
Manager Human Resources.
Monitor the Shire's training costs including making recommendations relating to expenditure.
Assist Manager Human Resources with annual training budget as and when required.
Maintain the Shires Training Course, Training Schedule and Course Provider in Synergy
employee database as required.
Maintain strong corporate relationships with training agencies.
Review, coordinate, deliver and review the Shire’s induction for all new employees.
Coordinate the performance appraisal process end to end including correspondence and
records maintenance.
Assist directorates facilitate work experience, traineeship and cadetship placement.
Administer the Shire’s Study Assistance program
Make recommendations to the Manager Human Resources on training and development
strategies which support the building of a capable, productive and engaged workforce.
Health and Wellbeing
Coordinate, promote and implement preventative Healthy Workplace Initiative programs in
accordance with the Wellbeing Framework.
Work with agencies to offer cost effective wellness services to the Shire of Broome.
Develop annual corporate Healthy Workplace calendar
Coordinate the promotion and access to the Shire’s confidential Employee Assistance
Program (EAP).
Occupational Safety and Health
Coordinate administrative duties for monthly OSH Committee with Agenda items, meeting
arrangements, minute taking, recording, providing a monthly incident list and distribution of
minutes.
Implement OSH HR initiatives and assist OSH representatives with OSH Committee objectives
inclusive of appropriate record management of hazards, incidents and accident reporting.

Generalist
Provide generalist advice relating to the Shire’s Enterprise Agreement(s), Shire Policy,
Business Operating Procedures and other HR matters.
Administer letters & reports, outlines for projects, word processing, filing and other general
duties.
Administer Probation and Performance Appraisal letters and ensuring correct salary rates and
conditions are applied as per Enterprise Bargaining Agreements.
Update/maintain relevant HR spreadsheets and reporting data as required I.E register of swipe
cards, uniforms & reminders report.
Update and maintain Human Resources manual procedures
Process and record all changes in employees’ conditions of employment
Ensure records are maintained in accordance with current procedures, ensuring all completed
documentation is scanned and stored electronically.
Organise catering for monthly CEO morning tea.
Data entry of new employee’s set up on Synergy HR module.
Complete the processing of all resignations in accordance with approved procedures.
Organise electronic and face to face exit interviews for exiting employees and print statistics
for Manager Human Resources on a quarterly basis.
Prepare HR information for staff newsletter and issue to Media and Promotions Officer on a
monthly basis.
Research topics and provide background information at request of Manager Human
Resources.
Undertake projects as directed by the Manager Human Resources.
Control purchase of uniforms in accordance with Business Operating Procedure
Prepare organisational statistics to respond to government reporting.
Administer (re)classification requests internally and externally.
Maintain confidentiality in relation to all HR related issues so far as practicable.
Provide generalist advice on employee matters, referring moderate to high risk matters to the
Manager Human Resources
Maintain regular meetings with the Manager Human Resources and inform manager and team
on human resource activities
Perform other duties as requested by the Manager Human Resources, which may reasonably
be expected within the scope and classification of the position, and the skill base of the
employee.
When required relieve positions within the department during periods of absences. Act as a
backup to the Recruitment and Compliance Officer during periods of leave.

Demonstrated experience to plan, organise and deliver organisational training initiatives, keeping to tight deadlines, work independently and apply initiative
Demonstrated experience in overseeing performance appraisal process
Demonstrated experience in reviewing, delivering and updating induction processes.
Previous experience in overseeing organisational Occupational Safety and Health administration processes.
Highly developed verbal and written communication skills including good interpersonal ability to deal with a broad range of people
