Human Resource Development in Burma

Burma practiced different political systems and stayed different under types of regimes.Especially there were practiced various education systems in Burma. Every change ofgovernments changed ruling system in the whole of Burma. All of Burma governments changedadministrative mechanism in order to easy rule. Every changed as new government damagedstable administrative system in Burma, especially civil service mechanism or bureaucracy wereweak. When the system was instable, it became crisis in all of the sectors. This saturation madecontrol or repress human resource, especially more control under ex-generals officer from civildepartments. In this condition, bureaucratic mechanism destroys by repress and corrupt rulinggovernment.

Under corrupt and ineffective administrative mechanism, there become as fail and weak state.Burma in 1988 include in the list of Least Developing Countries namely LDC country. Burmastayed until 26 years under socialist government. Socialism in Burma collapsed with collapse ofworld communism. In 1989 – 90, Berlin Wall collapsed in Germany that is symbol of collapse ofUSSR where the great and largest communist state in the world.

Under communism and socialism, human resource in countries had been destroyed. This is thenegative signature of development. This is the main cause that lack of freedom in educationsections such as school and university. All of academic sectors had been initiated underauthoranism rule which become low quality in there. Academic Freedom is the main importantfactor of education progress. Teaching methods must be update and upgrade ever in the place,time and circumstance. It should separate between teaching sector and executive in schools.When executive sector influence and control on teaching departments, it became missionorientated education. Problem and student based education system located in liberal arts.

University and Schools creates human resource and technological progress for industrial growth.Skill workers and technicians are value based workers for production and service economicsector. Vocational School and Liberal Arts School produces active human capital and madeactive learners. Autonomous University and School should be and permit to private schools andthen should play as catalyst by government. If governments nationalize to education ever, itbecame low products of educated and inefficient skill workers. If low education system, it lowhuman resource. If low human resource, it low productivity rate in economy. If low productivityrate, it low GDP. The signature of Low GDP is the characteristics of economic delay orrecession. The point of weak economic power of state shows weak and fail of this nationalpower.
