Housing Facts 2020 Homelessness Services Emergency Shelters There is growing demand on Peel’s shelter system due to Increased chronic and episodic homelessness. We provide support to individuals who are homeless or at-risk of homelessness through: • emergency and transitional shelters • mobile street outreach • eviction prevention funding • help to locate permanent housing We strive to help clients ‘get’ and ‘keep’ housing. Our shelters include Cawthra, Peel Family Shelter, Wilkinson and Brampton Queen Street Temporary youth shelter. All shelter residents receive a broad range of supports and services to help stabilize their living situation. We do not turn anyone away. We have standard overflow procedures that ensure anyone in need of shelter receives it. Homelessness Services

Homelessness Services Extreme Weather ProtocolOur service philosophy is that no one is turned away from our shelters. Even in extreme (cold or hot) weather, if the need arises, and a shelter is full, we have overflow protocols in place to increase the number of beds and/or make use of hotels and motels.

Our mobile outreach team is continually in the community, providing assistance with sleeping bags, clothing, food, help to get to a shelter, and referrals to needed supports.

Extreme weather events are occurring with increasing frequency and as such, in collaboration with our mobile outreach partner, the Canadian Mental Health Association (CMHA), we are finalizing an enhanced extreme weather protocol. Extreme Weather Protocol includes: Increase in service hours for the mobile outreach team to provide short-term emergency support to individuals who are street homeless; and implementation of an additional on-call mobile outreach team to meet extenuating circumstances or increased demands.

Implementation of a Weather Alerts Model which provides an update to clients in the event of extreme heat and cold results in an increase in service and available resources. When a cold or hot weather warning is declared by Environment Canada, we implement additional measures:

• Intervene to suspend evictions and bans from accommodation, support and health services, e.g. working with landlords, etc.

• Expand the hours of the mobile outreach team

• Undertake assertive outreach and health screening to support and monitor people who choose to remain unsheltered

• During the hours of 10 a.m. and 10 p.m., work with community partners to provide supports in the following (but not limited to) places:

– Religious halls – Community halls – Homelessness drop-ins – Commercial Businesses – Other “hot spots” known for unsheltered homelessness

Homelessness Services in Peel Mobile OutreachIn addition to the shelters, the Region of Peel offers Street Outreach. The Street Helpline number is:

The Peel Outreach team is a responsive, mobile, multi-disciplinary team that meets people where they are at, people who are homeless or who feel they may become homeless. The team helps to stabilize them with finding emergency shelter, housing, employment and mental health and addictions supports.

The team works in partnership with community agencies to provide support, advocacy and referrals to help people with their basic needs.

Eviction PreventionWe also offer eviction prevention funding through our Preventing Homelessness in Peel Program. People receive help with condo fees, utility arrears and mortgages (i.e., one-time support) to help them keep their housing.

Home for Good in PeelThe Region partners with community agencies to permanently house homeless individuals in our community and provide supports to ensure they stay housed.

The lives of people with complex needs are being stabilized with Home For Good in Peel. Since 2018, 116 individuals and families placed into stable housing.

As part of the new Peel Housing and Homelessness Plan, we are also transforming our services and supports to better meet our clients’ needs. Our goal is to divert people away from needing shelters.

We are adopting the ‘Housing First’ model. This means we help the hardest-to-house, chronically homeless individuals find permanent housing, and then we design customized supports to help them stay there – again, this is part of our ‘get’ and ‘keep’ housing approach.
