Following engagement with council members, planning and housing officers to consider a ‘meanwhile residential use’ the council were supportive to understand more and consider the concept.

The planning application was led and submitted by Hugg Homes inhouse planning team, which capitalises on the broad experience of Inland homes planning expertise. The scheme is to be mixed tenure set out through a signed S106 agreement, with 16 homes delivered through Hugg Homes at 20% discount to market rent and the remaining 6 leased back to SCC in line with LHA rates. The lease period will be for a period of 5 years.

Hugg Homes has engaged with the city council’s internal client teams in the pre-planning application stage, through pre-construction and in build. As part of the planning process comprehensive site investigations were undertaken, which gave full consideration, to the flood risk across the site. With the outputs of these investigations dictating the drainage strategy for the site. Which has formed our proposed raft foundation solution, where on site works commenced in July 2018.

A BBA certificate was provided as part of the contract providing additional assurance to the client that this facility has a design life of 60 years.

The off-site construction of the site is split into two phases of 22 units, with the manufacture of the units on a 12-week lead period, during which time, works onsite are being undertaken ready for the modules to be received and craned into place. All deliveries are staggered to maximise the efficient use of the crane onsite and enabling modules to be delivered and placed in situ with just one lift. Once in position the services plugged in and pipework connected to existing outlets.

The full scheme completed in November 2018, at which point the development will be let as a mixed tenure development. The scheme will see Hugg Homes provide a management and maintenance service, leasing two thirds of the homes directly for private rent. Southampton City Council will take on the tenancy management and support directly for the remaining LHA rented units.
