1. SCOPE

This work instruction outlines the requirements for what shall be regarded as an installation of sufficient quality to be accepted by Telkom. This work instruction covers the work that will be the specific responsibility of the installation contractor. (This includes requirements that are the joint responsibility of the installation contractor and Telkom).

3.4 Precedence

a. Should there be any contradictory requirements between the specification, the drawings referenced and other specifications that have been quoted, the order of precedence, from highest to lowest is:

b. All contradictions shall be communicated with Telkom and clarified in writing before installation commences.

4. SITE VISIT

The contractor shall visit ADSL installation sites with a Telkom representative to agree on the following issues.

4.1 Cabinet position - indoor or outdoor

a. During site visit the Telkom representative shall point out the position of the cabinets to the contractor.

b. If there is no space in the existing outdoor cabinet Telkom shall install a new cabinet adjacent to the existing cabinet.

c. For installations external to exchanges the Telkom representative shall point out the position in the existing outdoor cabinet for the installation of the Mini-DSLAM shelf

d. Where the Mini-DSLAM needs to be installed in a UMC cabinet, the Mini-DSLAM shall be mounted at the right back of the cabinet.

4.2 DC power points

a. Telkom representative shall point out the position of the DC power points during a site visit.

b. The supplier shall measure cable lengths and supply the relevant connector.

4.3 Earthing points

a. A Telkom representative shall point out the position of the earthing points during a site visit.

b. The supplier shall measure cable lengths and supply the relevant connector.

4.4 Cabling frame positions – indoor and outdoor installations

During the site visit a Telkom representative shall point out the position of the relevant frame positions and will indicate which type of blocks will be used.

4.4.1 E1 Termination Shelf or Frame

a. During the site visit a Telkom representative shall point out the position of the relevant shelf or frame positions and will indicate which type of block will be used. STP cables shall be terminated on this shelf or frame.

b. The ILO shall indicate if the E1 transmission ports are to be terminated on 1 block that terminates both Transmit and Receive on the same block, or 2 separate blocks for Transmit and Receive.

c. The Synchronisation termination position shall also be pointed out if required.

4.4.2 UTP Termination Frame

During the site visit a Telkom representative shall point out the positions of two termination blocks. UTP cables from the sub-rack and underground cables from the SDC shall be terminated on these blocks if required.

4.4.3 SDC Termination

Telkom to supply and terminate underground cabling to the SDC.

4.5 Subscriber cable port positions – indoor and outdoor

During the site visit a Telkom representative shall point out the position of the relevant blocks.

4.6 Cable runs

During the site visit a Telkom representative shall point out the position and route of cable runs or cable ducts and pipes to be used.

4.7 Trunking requirements

a. During the site visit a Telkom representative shall point out the position and route for any power or communications cable trunking that is required.

b. Trunking or sprag to be used to protect indoor cable runs.

5. GENERAL CABLING INSTALLATION PRACTICES

5.1 Power and earthing

5.1.1 DC power

a. Telkom shall provide the DC power distribution boxes / trip switch panels for outdoor installations.

b. The contractor shall ensure that at least 80mm space for cable clearance is provided before commencing installation.

c. Telkom shall connect the equipment to the DC power distribution point in accordance with the ADSL Power and Earthing Requirements Specification. The contractor shall supply and install cabling and connectors.

d. The power cables and circuit breakers shall be labelled in accordance with the ADSL Numbering and Naming Convention.

e. The wiring from the equipment and the power distribution shelf shall be done in accordance with the Telkom power specification: ADSL Power and Earthing Requirements.

f. Power consumption is 1.5A @ -48Vdc for the MA5105 and 8A @ -48V dc for the MA5103. Trip switches should be fitted to ensure correct ratings at minimum 2A and 10A respectively.

5.1.2 Earthing

Telkom shall provide the earthing points. The contractor shall connect shelves and cabinets to the earthing points in accordance with the ADSL Power and Earthing Requirements Specification.

5.2 Communications cabling

5.2.1 Testing of Fibre Tie Cables

a. The testing of all fibres shall be undertaken in conjunction with the procedures laid out in the " Underground optical fibre cable preparation, testing and splicing" procedure.

b. The contractor shall perform attenuation tests on the each fibre in a Tie cable that he has installed

c. A report shall be supplied to Telkom that indicates the attenuation of each fibre at 1300 and 1550 nm as well as actual length of the cable.

d. The attenuation test shall use an OTDR tester.

e. A launch fibre of sufficient length shall be used to overcome inaccurate readings typically obtained over the first few metres of fibre (200m).

f. The maximum allowed attenuation over the link is outlined below:

i. 0.50 dB = Maximum coupling loss through 2 connectors and one mid-coupler

ii. 0.14dB = splicing loss

iii. 0.4dB/km = cable loss

iv. Total Attenuation dB <= 2x0.5dB+2x0.14dB+0.4db/km x Dist.

5.2.2 Co-axial

a. Co-axial cables shall be run from the ADSL equipment to the transmission equipment patching point.

b. The cables and connectors shall conform to the Telkom Cable and Connector Requirements for ADSL Equipment specification.

c. Enough slack must be left in all co-axial cables so as to be able to reach any position within adjacent cabinets.

d. In the case of a false floor the slack shall be stored under the floor, otherwise it will be evenly distributed over the length of the overhead runways.

e. Where there is DDF terminations, 1.6 /5.6 connectors shall be used that is compatible with L910 and BT2003 co-axial cabling.

5.2.3 Optical

a. Optical patch cables where needed shall be installed in accordance with the Telkom Cable and Connector Requirements for ADSL Equipment specification.

b. Labels on the tails that indicate test results will not be removed.

5.2.4 STP

a. The drain wires of the STP Tie Cables will be earthed only on the transmission equipment side.

b. The PVC sheath, braided shield, foil shield and plastic wrapping will be trimmed to a suitable distance from the end of the cable.

c. The drain wire will be folded back along the cable, sleeved with a plastic sleeve and be held in place by a Hellerman sleeve.

d. The drain wires will be earthed to the mounting strip of the termination blocks, which in turn will be earthed to the cabinet earth point.

5.3 General Wiring Practice

a. Lugs shall match cable sizes and bolt size.

b. Power lugs shall be properly crimped.

c. No bare cable should be visible beyond any lug or connector.

d. As far as possible all lugs shall be hexagon crimped.

e. No more than one lug shall be fastened per bolt.

f. Connections to the earth point shall be made using a nut and bolt. There shall be a serrated washer between the lug and the earth point.

g. No loose bolts/nuts and connections shall exist.

h. At least two threads of all bolts must protrude from the nuts when fully tightened.

i. Wire wrap joints shall be in accordance with Telkom Spec. A3202

j. No loose cable strands shall exist.

k. All cabling shall be cable tied neatly.

l. No adhesive tape shall be used to tie cables together.

m. Cables shall be securely supported so that there is no appreciable sag or undue strain on the cable, connections, apparatus, etc.

n. Cables shall be protected against potential damage at directional change locations or any stress point locations that could cause cable damage.

o. Cables should be routed to avoid excessive cable pile-up.

p. The minimum-bending radius of any cable shall not be less that the cable manufacturer's specification.

q. Cable shall enter into the equipment and equipment cabinets in a standard manner at the location shown on the cable drawings and/or cable specifications.

r. Vertical and horizontal power cables shall not be unsupported for a distance of greater than 1m.

s. Equipment rooms and street cabinets shall be left in a neat state. All off cuts shall be removed including any unnecessary excess material from under the false floors.

t. All cables must be tested for continuity and correct termination positioning.

6. CABINET INSTALLATION GENERIC PRACTICES

a. All generic practices as specified in the associated Telkom installations specifications applies.

b. The equipment shall be bolted onto the cabinet using all the available bolting points. Brackets that the contractor shall use will depend upon the type of the outdoor / indoor cabinet.

c. Example: one type of bracket that can be use is the sliding bracket that will be modified for each application.

d. Shelves shall not obstruct access to trip switches, fans, other equipment and airflow.

e. Telkom shall confirm the address, cabinet plan / floor plan, switch and relevant cabinet positions. The following shall be taken into consideration:

i. Existing Telkom 19” cabinet on Telkom exchanges with sufficient open space and 70mm cable clearance space shall be utilized. Telkom will supply or request the supply of additional cabinet space on an as-needed basis.

ii. Existing UMC shelters with sufficient open space shall be utilized.

iii. New cabinets with sufficient open space shall be utilized.

iv. Street cabinets as approved by Telkom for Huawei installations shall be used as and where specified.

v. Brackets should be supplied to suit the cabinet.

7. CABINET INSTALLATIONS FOR INDOOR EQUIPMENT ROOMS

7.1 New cabinet Installations

a. The cabinet design and construction shall comply with the Telkom Item Specification for an ADSL Equipment Rack. Other cabinets may be used where explicitly specified by Telkom.

b. The Telkom on-site personnel shall confirm the floor plan, switch and relevant cabinet positions during a site visit.

c. The cabinet position and direction shall be as indicated on the Telkom floor plan.

d. All cabinet panels shall be installed.

e. On false floors the feet shall be removed.

f. When a cabinet is mounted on a solid floor the feet shall be fully extended.

g. Multiple cabinets shall be clamped together for sturdiness. Serrated washers shall be used to make good electrical contact with the metal through the paint. The clamping system shall ensure that cabinets are pulled together when tightened. It should be possible to remove the clamping system without removing equipment shelves.

h. On customer sites were a power cabinet is installed and the equipment is to be mounted on a false floor, the cabinet’s feet must be removed before the batteries are installed to decrease the point loading on the floor.

a. Where no false floors exist, the contractor shall provide metal overhead cable runs, if no such runs exist. If cable runways exist, the contractor shall supply a bridging runway to the ADSL cabinet overhead cable trays.

b. Each type of cable (e.g. co-axial, UTP, STP, Underground Fibre cable) on cable runs shall be separately bunched.

c. When a cabinet is on a false floor, the power cabling shall be routed to each cabinet via the mesh cable tray on the side of the ADSL cabinet overhead cable tray

d. The A and B power feeds shall be routed on opposite sides of the trays designated for power.

e. Each cable bundle shall be tied every 500mm. The bundles shall be tied with white plastic cable ties.

f. Cabling to interfaces shall be installed in accordance with the “Cable and Connector Requirements for ADSL Equipment” specification. All interface cabling shall be labelled in accordance with the “Broadband Network Numbering and Naming Convention” specification, except where indicated otherwise in this document.

g. All ports on interface modules shall be wired to the appropriate frame.

h. The contractor shall terminate all connectors via cables on termination blocks.

i. All inter shelf / cabinet wiring shall be secured to the vertical cable trays. Inter-cabinet links will use the ADSL cabinet overhead cable trays.

j. Fibre optic tails shall run in the supplied optical trunking (Ega tubing).

k. Any excess slack will be coiled up (Min radius = 50mm or 100mm diameter) and piled up in a suitable area.

l. The slack bundles shall be evenly distributed.

m. Tails shall be fastened to the vertical conduits in the cabinet with Velcro optical cable ties. These ties shall be 300mm apart.

7.2.1.1 Horizontal Overhead Cable Runs

a. The cables do not need to be tied to the metal run if the cable run has a solid floor.

b. When there is no solid floor the cable bundles shall be tied to the metal cable run every 1-meter.

7.2.1.2 Vertical Cable Runs

a. Cable bundles shall be tied to the metal cable run at least every 1-meter.

b. The cable bundles shall be supported onto the cable run at each floor with metal clamps.

7.2.2 Trunking requirements

a. Square plastic trunking with a removable lid shall be used. (Ega tubing – dove grey colour).

b. Trunking ends/stoppers shall be used to close off the ends of the trunking at each end of a trunking run. The trunking ends/stoppers shall be secured in place with plastic plungers on the rear side of the trunking.

7.2.2.1 Power Trunking

a. Power trunking/sprag shall be installed in accordance with the ADSL Power and Earthing Requirements Specification.

b. In the case of false floors, the trunking for the A and B power supplies shall run separately from the DC distribution board to the ADSL cabinet, 1m apart where possible.

c. Each ADSL cabinet needs power to be fed separately.

d. In the case of no false floors and where overhead cable runs exist, the power trunking shall be plastic and attached to the side of the overhead cable run or as indicated by the ILO and shall be extended down to the ADSL power above cabinet wire mesh tray. From this point it will run in the allocated space in the above cabinet wire mesh trays.

7.2.2.2 Optical Trunking

a. Trunking is required for any optical patch tails between ADSL and other equipment cabinets and shall be clearly marked with a warning label to show that it carries fibre.

b. The optic trunking between cabinets shall be bonded together with an inner connecting piece and fastened with plastic plungers.

7.3 Equipment installation

a. A space of 178mm (4U) at the top of all cabinets (out of the available equipment space) shall contain the Power distribution panel, which complies with the “ADSL Power and Earthing Requirements” specification.

b. The shelves shall be bolted onto the cabinet using all the available bolting points.

c. A standalone single shelf shall be mounted at the bottom of the cabinet in false floor installations and at the top in solid floor installations.

d. The space above / below this shelf shall be available for the installation of additional shelves at a later stage.

7.4 Distribution Frames

7.4.1 Transmission IDF (Intermediate Distribution Frame) / Test & Patch STP frame

a. Where the ILO pointed out that 1 block will be used to terminate both the transmit and receive pairs, the transmit pairs will be terminated on the left side of the block, and the receive pairs on the right side.

b. The transmit blocks shall be mounted in the vertical row to the left of the receive vertical row.

c. In the case were the same vertical row is used for receive and transmit the top half of the row shall be used for the transmit blocks and the bottom half for the receive blocks.

d. The transmit blocks on the Transmission IDF will be connected to the transmit ports on the node, Likewise the receive blocks will be connected to the receive ports on the node.

e. The naming and numbering of the Transmission IDF shall be in accordance with the “DSLAM Numbering and Naming Convention” specification.

f. The Telkom ILO shall specify any conventions used in a particular transmission room.

g. The supplier shall be responsible for providing the necessary connection blocks. The convention used in a particular transmission room shall be followed.

h. The Telkom ILO shall indicate the portion of the Transmission IDF that will be allocated for ADSL.

i. E1 Tie cables shall connect the ADSL equipment to the Transmission test & patch frame. 4-quad STP cables shall be installed between the ADSL equipment and the transmission test & patch frame.

j. The tie cables will be made off so that pair 1 is terminated on the bottom left hand corner of the block of modules. The rest of the cable will be made of sequential (Right then up), so that the last pair is terminated on the top right hand corner of the block of modules.

k. Only the first 8 pair positions will be used on each insulation displacement module. (Terminate 8 pairs per module)

l. White disconnection Krone blocks are used for the Test & Patch frame.

m. The cables from the Huawei equipment shall terminate at the top of the blocks. The Telkom side cables shall terminate at the bottom of the blocks.

7.4.2 MDF / UTP termination frames

a. The supplier shall be responsible for providing the necessary connection blocks and any metal work that may be required.

b. The tie cables will be made off so that pair 1 is terminated on the bottom left hand corner of the block of modules. The rest of the cable will be made off sequentially (right then up), so that the last pair is terminated on the top right hand corner of the block of modules.

c. The naming and numbering of the MDF / UTP termination frame shall be in accordance with the “DSLAM Numbering and Naming Convention” specification.

d. The Telkom ILO shall indicate the portion of the MDF that will be allocated for ADSL use.

e. Once the Tie Cable is terminated it shall be labelled in accordance to the “DSLAM Numbering and Naming Convention” specification.

f. 32 (for the MA5103) or 16 (for the MA5105) pair cable shall be installed between the ADSL equipment and the MDF.

g. On subscriber side UTP blocks, lightning protection must be installed. Where blocks are used for patching, disconnection (blue Krone) blocks shall be used. Otherwise, connection blocks (green Krone) shall be used.

h. The cables from the Huawei equipment shall terminate at the top of the blocks. The Telkom side cables shall terminate at the bottom of the blocks.

i. The subscriber side cable connection / ADSL connection shall be terminated on the left hand or topside of the termination frame. The POTS / PSTN side cable connection shall terminate on the right hand or bottom side of the termination frame.

7.4.3 Transmission Room Fibre Distribution Frame (OLTB)

a. The fibre splicing shall be done in accordance with the “Underground optical fibre cable preparation, testing and splicing” requirements.

b. Labelling shall be done in accordance with the “DSLAM Numbering and Naming Convention” specification.

8. INSTALLATIONS INSIDE STREET CABINETS

a. All the generic practises in sections 5&6 above apply where applicable to street cabinet installations. Specifications mentioned here takes precedence over generic specifications.

8.1.1 Cabinet specific installation

a. All E1 links to be terminated on the wire wrap STP patch frame / E1 termination panels or blocks as pointed out by the Telkom installation representative on site using 4 quad cables.

b. Mounting brackets on the Huawei equipment must be adjusted for the optimum cable clearance and airflow.

c. Equipment shall be mounted vertically on a sliding bracket supplied by the contractor.

d. Telkom will install underground cables from the UMC outdoor cabinet to the SDC and termination blocks in the SDC to ensure customer access. This will only be installed after the Huawei equipment installation.

e. The contractor will install a UTP Krone patch frame and connection blocks, with lightning protection, mounted vertically to terminate its ports to ensure that it can be connected to the SDC cables installed by Telkom. All connectors shall be wired up to the termination blocks using 32 (for the MA5103) or 16 (for the MA5105) pair cable. All ports will be wired from left to right, bottom to top.

f. An existing termination panel can be moved and the Huawei equipment installed at the back of the mounting frame. Cabling should be tied to the rails and brackets fitted in the correct position to allow access to cabling.

g. The cables from the Huawei equipment shall terminate at the top of the termination blocks. The Telkom side cables shall terminate at the bottom of the termination blocks.

h. The Earth cable must be connected to the earth connector at the bottom of the cabinet where provided.

j. The Huawei equipment must never be installed in the 1U space sometimes available above the power units, since this will cause overheating.

k. The following will apply when connecting DC power:

i. Telkom shall arrange for UMC power module fuses with rating 10A for the MA 5103 and 5A for the MA5105 (UMC Only) to be installed in the UMC power module.

c. The contractor shall install a UTP Krone patch frame and connection blocks, with lightning protection, mounted vertically to terminate its ports. d. Telkom shall install UTP underground cables from the outdoor cabinet to the SDC and termination blocks in the SDC to ensure customer access. This will only be installed after the Huawei equipment installation.

e. Mounting brackets on the Huawei equipment must be adjusted for the optimum cable clearance and airflow.

f. The cables from the Huawei equipment shall terminate at the top of the blocks. The Telkom side cables shall terminate at the bottom of the blocks.

g. The Huawei equipment must be installed as close as possible to the top of the cabinet, 1.5U under power supplies if possible to ensure proper airflow and access for cabling.

h. The Earth cable must be connected to the earthing points as supplied with the cabinet.

9. LABELLING

9.1 Equipment Labelling

All labels shall match the equipment to give an impression that they have been designed as an integral part of the equipment. The label adhesive or fastening mechanism shall be of such a quality that it ensures the label will be permanently fastened. The label shall be made of a material that can be cleaned and not easily disfigured or discoloured. See ADSL Naming and Numbering WI.

10. INSTALLATION OF CARDS AND MODULES

a. The anti-static wrist strap that is attached to the cabinet chassis earth shall be used at all times when handling cards or add-on modules.

b. The modules, cards and shelves shall be installed in accordance with the Huawei technical specifications.

11. DOCUMENTATION

a. The contractor shall supply the as-build documentation so that it is available at the hand over and can be used during the ATP process.

b. A soft copy (CD) of all as-build documentation shall be supplied quarterly to Telkom’s ATM / ADSL engineering and Broadband Network Support at the Telkom National Network Operations Centre (NNOC).

c. The contractor shall supply the updated as-build documentation within one week of the completion of the ATP to the following people:

i. Soft copy of the local as-build documentation to the ILO and Project manager.

ii. Hard and soft copy of the local as-build documentation to the local maintenance technician.

iii. Hard copy of the local as-build documentation to be left in the cabinet.

12. DIMENSIONS OF THE SUBRACKS

a. Dimensions of the MA5105 DSLAM is 1U x 19” x 300mm (H x W x D). Dimensions of the MA5103 is 5U x 19” x 420 mm (H x W x D).

b. If for some reason the enclosure is not suited for the installation of Huawei equipment, the contractor shall inform Telkom. Brackets to be adjusted to suit the enclosure.

13. COOLING

The equipment has fan units for ventilation. Airflow is from left to right. The contractor shall take measures to ensure that proper airflow is not obscured.

14. SAFETY, HEALTH and ENVIRONMENTAL MANAGEMENT (SHE)

Applicable Health and Safety Legislation and relevant documentation for the following issues can be obtained at http://www.she.webfarm.telkom.co.za/.

a. OHS Act: All procedures must conform to the Occupational Health and Safety Act 85 of 1993.

b. Environment: All procedures and waste management must conform to the National Environment Management Act 107 of 1998
