    A leading aged-care provider in the west has slammed the federal government for slashing dementia-care funding in favour of a token advisory service.

    establish Severe Behaviour Response Teams (SBRTs), which will be a mobile workforce of clinical experts providing support to aged-care facilities caring for people with dementia.

    A Labor MP has described as insulting a developers claims that the state government will not be able to full a pre-election promise to cap high-rise development on the former Port Phillip Woollen Mill site.

    As exclusively reported by Star Weekly, Star Weekly, Star WeeklyWilliamstown MP Wade Noonan vowed the government would approve any planning scheme amendment put forward by Hobsons Bay council to limit building heights to 25 metres on 60 per cent of the mill site at Williamstown.

    But part-owner Ashley Williams, Evolve Development managing director, questioned whether the council could wind back planning policy and said it was unfortunate that a local member would get so committed to a position that isnt necessarily based on a detailed understanding of the planning history.

    Mr Williams said he had spent three years and nearly $2million successfully appealing all of the councils planning refusals in the Victorian Civil and Administrative Planning Tribunal (VCAT).

    Mr Noonan said Labors position in supporting the council was rock solid.

    Mr Williams comments in relation to my understanding about this development are both insulting and unhelpful, he said. Over the last four years, while Labor were in opposition, Evolve failed to make any contact with me until a week out from the state election last year when they wrote to me and requested a meeting. What does that tell you? e fact that Evolve are negotiating with council suggests the change of government from Liberal to Labor has already made a dierence.

    A campaign to force the state government to x the dilapidated Footscray Hospital is continuing despite the government rejecting calls for new funding.

    Western Health is seeking redevelopment of Footscray hospital, including a doubling of emergency department beds to 59, with its Changing Health for a Changing West brieng document warning that a delay to work will push up project costs by more than $100 million.

    Western suburbs Greens MP Colleen Hartland has created a petition calling for the

    MP pushes hospital xemergency and inpatient departments to be redeveloped as a matter of urgency.

    Teams of volunteers have been doorknocking in the neighbourhood to build support to pressure the government to act.

    I wont stop campaigning until I have money on the table from the government for the redevelopment of Footscray Hospitals decrepit facilities, Ms Hartland said.

    She called on Health Minister and Altona MP Jill Hennessy to ensure funding for the redevelopment. e people of the western suburbs deserve quality hospital facilities. As an MP for the west in the seat of Altona, we expect her to deliver.

    Ms Hennessy said the Department of Health and Human Services was working with Western Health to improve emergency access and patient care at Footscray Hospital, including a redesign of emergency department processes and models of care.

    We understand Victorias growing and ageing population means growing demand for emergency services, particularly in the west, she said. e Andrews government has committed $200 million to build the Western Womens and Childrens Hospital in Sunshine to improve care for families in the west.

    Hundreds of academic jobs are on the line at Victoria University, according to the National Tertiary Education Union (NTEU).

    e cause is Victoria Universitys organisational reform plan, which aims for a $40-$50 million savings target by 2016 through a combination of salary and non-salary savings.

    e unions Victoria University branch president, Paul Adams, said VU would cut about 200 professional sta in a bid to save $20 million.

    is concerns us as there have been substantial cuts to professionals already and weve had a major reorganisation where theres an intensication of sta-tute services, Mr Adams said. e sta workload is skyrocketing; theyre already very overworked.

    Anecdotally, the incidence of sta taking sick leave is increasing.

    A university spokeswoman said voluntary redundancies were being considered as part of the larger savings plan and expressions of interest were open to sta.

    If we get enough [expressions of interest], there will be no need to make further cuts. Were denitely not issuing any involuntary redundancies now, she said.

    It will depend on the individual position. If they hold a critical position, there will be further questions to answer. Itll be decided on a case by case basis.

    Vice-chancellor Professor Peter Dawkins said the university had made good progress in

    achieving its strategic plan goals, set in 2012. rough recent changes, VU has achieved a more eective organisational structure and strengthened its executive leadership team, Professor Dawkins said.

    ese changes will ensure our nancial sustainability and ongoing success.

    VU chief operating ocer Jonathan Tribe said the university was continuing to streamline operations, minimise red tape and reduce sta numbers while updating sta regularly about the changes.

    Aer successfully implementing the rst phase, which saw the establishment of market-facing colleges and shared services, VU is continuing to drive eciencies, Mr Tribe said. e leadership team is focused on ensuring this program leaves VU nancially sustainable and ecient in a highly competitive market. Every immediate cost-saving opportunity is being considered.

    Mr Adams said streamlining operations involved administration and admissions, and centralisation of the reduced sta.

    So instead of looking aer one college, the sta member might be looking aer six, he said. We would like VU to think more about service and less about using sta as a quarry for future investment.

    Road users frustrated by Williamstown Road bottlenecks can have their say on xing trac ow.

    In a rst for VicRoads, a new review aims to help drivers claw back time spent stuck in trac by providing input on how to improve trac signals at eight congestion hotspots across Melbourne.

    One of the targeted locations is a section of Williamstown Road between Francis Street and the West Gate Freeway which carries 39,000 vehicles a day, creating a regular choking point.

    VicRoads director of road operations, Dean Zabrieszach, said a new online consultation hub was giving road users a greater voice on trac matters.

    Each year, VicRoads looks at the way trac signals are sequenced, with the aim of cutting travel times and queues at targeted intersections, he said.

    Drivers are seeing less red and more green as a result of improvements made in last years route review and we want to continue this trend.

    e stretch of Williamstown Road from Geelong Road in Yarraville to Hudsons Road in Spotswood is the only hotspot in the western suburbs under investigation, but Mr Zabrieszach said people could recommend routes for review in the 2015-16 program.

    Trafc snarls targeted

    A woman who was critically injured aer being struck by a utility that mounted a seawall and ipped onto its roof at Altona beach on ursday night is now in a stable condition.

    e woman, in her 50s, was walking along the Esplanade, near Millers Road, with a man and their adult daughter, when the couple was hit by the ute just before 9pm.

    e man is in a stable condition in e Alfred hospital. His daughter was treated for grazes.

    Police said a white Hyundai SUV with two occupants and a white Mitsubishi dual-cab utility tray with four occupants travelling in the same direction on the Esplanade collided just before the pedestrians were hit.

    e SUV driver, a 46-year-old Hoppers Crossing man, was charged with reckless conduct endangering life and was bailed to appear at Melbourne Magistrates Court on June 30.

    e other driver, 38, of Altona Meadows, was

    charged with driving oences and was due to appear in court today (Wednesday).

    Detectives are appealing for anyone who may have seen the two vehicles before the collision, in either Altona or Altona Meadows, to come forward.

Advanced life support paramedics and the MFB were called to a car parked outside a house on February 11 when the girls mother was unable to get her daughter out.     Regional Rail Link delayThe Regional Rail Link has been hit by a two-month delay and will not open until late June.     Maribyrnong shing chargesA 59-year-old Bentleigh man will be charged with use and possession of prohibited mesh nets and taking undersize bream from the Maribyrnong River. Fisheries Victoria ofcer Dane Robinson said the man was last week observed adjacent to Chiey Drive in Maribyrnong in an inatable raft before being apprehended by sheries ofcers. His vehicle was searched and three trammel nets were uncovered, ranging from 19 to 30 metres each. Seven bream were found entangled in the nets, including an undersize bream. All the sh with signs of life were returned to the water.

    Its the accidental gallery that inner-west artists have come to call their own.

    Helen Bassett Gallery, tucked away on Wembley Avenue in Yarraville, has been showing the work of an array of local artists since opening last May.

    Owner Helen Bassett said it was only by chance that she came to open the gallery, or even return to the art world, aer a 33-year break from painting.

    A girlfriend wanted a couple of portraits of each of her daughters, she said. I wasnt interested but she insisted and I did it and got the bug again.

    Her spare bedroom proved too small to continue painting at home so Ms Bassett last year cast her eye around for a studio space, settling on a shopfront in Wembley Avenue.

    e window frontage inspired her to create a gallery space as well but now the tail has started to wag the dog and the gallery has taken on a life of its own. e gallery has hosted a number of solo and general exhibitions, creative workshops and, as of last week, even a book launch. is weekend a Printmaking Without a Press workshop will be held.

    e feedback I have been getting is that this is something that has really been needed in this area, Ms Bassett said.

    An Australian whipcracking champion has had his work trailer stolen from outside his Altona home.

    Nathan Whippy Griggs, who is set to become the whipcracking world record holder, is oering a reward for the return of his trailer, which was stolen from outside his Blyth Street home on February 13.

    Security footage shows a light-coloured Mitsubishi Triton ute towing the stolen trailer out of Sugargum Drive at 6.52pm.

    e grey box trailer with three opening doors had a large new Nightingale silver tool box attached to the A-frame.

    Its registration plate number is P89899.Mr Griggs and his partner, Kim Eishold,

    had been decking out the trailer to head north to perform at shows and make and sell whips.

    We travel around Australia and earn a living out of the back of this trailer, Mr Griggs said.

    For the past two years Ive been travelling around Australia and Ive just been working out of the back of my ute.

    I thought this year Id upgrade to a trailer I started a kitchen on one side and a workshop on the other.

    Ill have to buy another trailer or something like that, but it wont be anywhere near as good because I just dont have the money to do it.

    Its really set me back.Mr Griggs is currently waiting to see if his

    Guinness world record attempt has succeeded. He cracked two whips 530 times in one minute. e current record is 513.

    A Newport man has issued a warning about a man posing as an emergency services representative charging residents to unnecessarily paint their house number on the curb.

    Ned Dawson said a man visited his home last week taking orders for painted numbers to assist emergency operators such as police and ambulance.

    e man purported to be from a business called Emergency Service Numbers, about which Mr Dawson was unable to nd any trace.

    I looked up, I tried to nd Emergency Service Numbers, and you get directed to real emergency services but nothing like this, Mr Dawson said.

    Its a very slick act. I think its a scam. Youre fooled by the vest, the ocial-looking receipt book.

    Someone who was elderly, a bit vague more than me might fall for this one

    Elderly people are quite anxious about a few things, one of them being ambulances turning up on time.

    Ambulance Victoria only asks that peoples house numbers, for example on their letterboxes, be clear.

    Consumer Aairs has warned there have also been reports of conmen targeting migrant communities in the Altona North area.

    It urges people to warn family and friends to be alert to anyone oering cheap roong and tiling work.

    e Trade Institute of Victoria (TIV) in Williamstown North donated all materials and labour for the project.

    RSL vice-president Ron Williams said the club had lacked the funds to replace its bar, which had not aged well.

    e other bar had been there, to my knowledge, about 50 years and it didnt look very attractive, he said.

    He described the work done by trainees as absolutely beautiful.

    TIV business development manager Jason Pickles said when they learned the RSL needed to replace its bar, trainees leapt at the chance.

    Recreational shers and marine conservationists have welcomed the state governments plan to ban commercial netting in Port Phillip and Corio bays.

    State Agriculture Minister Jaala Pulford last week said $20million would be allocated to phase out the practice over eight years.

    is will increase recreational shing numbers and economic activity, leading to more jobs in the sector and oer a clear and fair exit strategy for commercial licence holders, she said.

    By supporting clubs and phasing out commercial netting, we can increase the number of recreational shers to one million by 2020. We want to reassure the industry that this will be undertaken in close consultation with the industry and relevant stakeholders.

    Williamstowns Dallas DSilva, of VRFish, said the peak body representing recreational shers in Victoria supported the plan to halt netting and increase the availability of sh stocks for recreational anglers.

    Conict between commercial netting and recreational line shing has been a longstanding issue in Port Phillip Bay, he said. Were keen to see a timeline with key steps and actions for implementation over the next four years.

    But Williamstown commercial sher Rob Carabott said he believed the government was making a big mistake and the ban would take away the main income source of more than 40 licence holders.

    But what it means for people of Victoria is more substantial because they rely on us to harvest the local product so they can have fresh sh, Mr Carabott said.

    It is only mesh netting and haul seining the destructive methods used in the bay, which kill too many juvenile sh and wildlife.

    Founded by Seaholmes Mirella Giles, the club has expanded beyond reading and discussing poetry and books. With most members aged over 60, the club has retained its name but now hosts additional activities.

    What I want to aim for is activities that stimulate the mind but also stimulate people into leaving the house having activities they enjoy, Ms Giles said.

    Its giving them a reason to leave the house and socialise so that you have more conversation.

    Ms Giles said that before the clubs incorporation in 2013, members contact details werent kept, so notifying past members about the reunion was proving dicult.

    More than 40 jobs are being created as part of an expansion of GrainCorp Foods operations in West Footscray.

    e processing plant upgrade, being undertaken by food manufacturing specialist Wiley, will also help GrainCorp cut carbon emissions.

    GrainCorp will move its Queensland processing and packing operations to West Footscray and Numurkah, in country Victoria, creating 44 direct and up to 400 indirect jobs while cutting trucking travel by 550,000 kilometres a year.

    Wiley business operations director Simon Spittle said ceasing the use of coal-red equipment to generate steam at the Murrarie plant in Queensland would cut carbon emissions by about 25,000 tonnes a year.

    GrainCorps investment in its West Footscray and Numurkah sites will eliminate the need for the coal-red equipment, providing GrainCorp the opportunity to invest in more ecient and environmentally sustainable technology, he said.

    e expanded West Footscray processing plant will have the capacity to produce spreads, bakery fats and shortenings.

    GrainCorp Oils group general manager Sam Tainsh said the project was a logical step in sourcing, crushing, rening and distributing locally produced edible oils and food ingredients.

    Open-water warrior and triathlete Charles Erasmus died just metres from the Big Bay Swim nish line on Sunday.

    Mr Erasmus, 51, went into cardiac arrest as he approached the Williamstown nish of the 3.2-kilometre race.

    He died doing what he loved with the woman he loved waiting on the shoreline.

    On the start line he said to me, Ill give it everything. And he gave it everything, his wife, ea Erasmus, said.

    He was the kindest, most humble, most gentle soul you could ever wish to meet. He

    And thats not always a healthy thing, as it rules my life.

    His words from two years ago leave a bitter taste now.

    He used to do ironmans in South Africa, Mrs Erasmus said. Hes a distance athlete, hes t and strong and theres nothing wrong with him as far as we knew. He had a really, really low resting heart rate.

    was strong and tall, and Im little compared to him. He was so loved.

    e couple were married almost a year ago, bringing together their children from each of their previous marriages.

    South African-born Mr Erasmus was a father of three adult children and became the step-father to his new wifes two children, aged seven and nine.

    For Valentines Day in 2013, the pair did an interview with Fairfax Media for a feature story on couples who fell in love over their lifelong passion.

    Swimming is a huge part of who I am, Mr Erasmus said.

    She thinks it could have been a massive heart attack, a stroke or an aneurysm that took her husband.

    Big Bay Swim organiser Ronald Coleman said Williamstowns Rotary Club of Point Gellibrand, which founded the swim, was in shock.

    Its the rst time in 27 years for a swimmer to come to grief like that, he said.

    e death last Sunday morning of Footscray councillor, Keith Anderson, 54, has stunned councillors, town hall sta and the hundreds of Footscray people who knew and loved him. Cr Anderson died at the Western General Hospital about 8.30am, an hour and a half aer complaining to his wife Roma about chest pains. He had had a heart attack. A few days earlier, at last weeks council meeting, Cr Anderson looked a picture of good health.

    Two young members of a Williamstown motorcycle group were sentenced last ursday to six weeks gaol for assaulting a man in an Altona street. ey mistook their victim for a car driver whom they claim had been involved with them in incidents on the road a little earlier. Christopher John Doyle, 18, of Woods Street, was convicted of assault by kicking and assault in company; George McLean, 19, of Melbourne Road, was convicted of assault in company.

    Westbourne Grammar School fosters a you can do it attitude.Principal Meg Hansen says the school aims to engage completely with its new vision statement: Shaping learners who inspire the world.

    Theyre not just sweet words written on paper. Were putting them into life, she says.

    Together, the member organisations of Arts West deliver the bulk of arts and cultural activities in Melbournes inner west and regionally, nationally and internationally. Arts West has an extensive and diverse reach, providing cultural

    services to more than 200,000 people annually.

    Arts West grew from an initiative of Arts Victoria in 2012 which aimed to encourage arts organisations to work together and build sustainability. With the support of the Victorian government, through Creative Victoria and in partnership with Gandel Philanthropy and the Lord Mayors Charitable Foundation, Arts West has become the only co-operative arts marketing body of its kind in Australia.

    When designing or styling a balcony, for example, there are two concepts that work well minimalism, where the focus is on one hero pot or sculpture with structured plantings in a corner with minimal furnishings; and gardenesque clusters of pots with a variety of plants set around balcony furniture, Ian says.
