HSE Board and Management Board November 2019 Overview The HSE Board provides a balance of employee, employer, independent and local authority views. It sets HSE’s overall strategy and objectives within policy frameworks set by the government, and advises ministers on key issues. It oversees how HSE is managed, monitoring performance and providing a challenge where necessary. Appointed by the Secretary of State, members are not HSE officials. Key responsibilities Provides leadership for HSE on delivery of strategy and performance; Sets budget and investment priorities; Promotes working across functions and divisions; Owns and manages the strategic risk register. Committees Regulation Committee – providing support and assurance on policy and regulation work, ensuring that these are consistent with government policy and HSE’s strategic objectives and are deliverable within HSE’s Business Plan. Corporate Health and Safety Committee – the main forum for joint consultation between management and unions on health and safety matters affecting HSE’s people, contractors and visitors. Whitley Council – the central forum for formal discussion between HSE’s management and trade unions. Publications Governance Group – oversees the production of guidance and other web and intranet content, ensuring fit with corporate and government priorities. Evaluation Governance Group – oversees the implementation of HSE’s Evaluation Strategy. Key responsibilities Oversees overall direction for health and safety in Great Britain; Oversees the work and performance of HSE; Makes proposals to ministers for regulations; Provides advice to ministers. HSE Board Committees Audit and Risk Assurance – provides assurance to the HSE Board and the Accounting Officer on HSE’s audit and risk management arrangements and is chaired by Martin Esom. People and Remuneration – provides assurance to the HSE Board on people and capability issues including pay policy and is chaired by Martin Temple. Science, Evidence and Engineering Assurance – provides assurance to the HSE Board on the quality and relevance of its science strategy and delivery and is chaired by Ken Robertson.
