Overview

The Indian Army is the land based branch and the largest component of the Indian Armed Forces. With about 1,100,000 soldiers in active service and about 960,000 reserve troops, the Indian Army is the world's second-largest standing army. Its primary mission is to ensure the national security and defense the Republic of India from external aggression and threats, and maintaining peace and security within its borders.

The President of India serves as the Commander-in-Chief of the Army. The Chief of Army Staff (COAS), a General, is a four star commander and commands the Army. There is never more than one serving general at any given time in the Army. Two officers have been conferred the rank of Field Marshal, a 5-star rank and the officer serves as the ceremonial chief.

Army Core Values

The values of the army infused in the soldier through the years of training are enumerated below:- Espirit-de-Corps The spirit of comradeship and brotherhood of the brave, regardless of caste, creed or religion. The motto is, "One for all and all for one"!

Spirit of Selfless Sacrifice The tradition is never to question, but to do or die for the three "Ns"; Naam, i.e. name-honour- of the unit/Army/Nation, 'Namak'(salt) i.e. loyalty to the Nation, and 'Nishan', i.e. the insignia or flag of his unit/regiment/Army/Nation which the soldiers hold afloat willingly.

Valour Fearlessness in combat and in the face of the enemy even when fighting against great odds or even when facing sure death.

Non-discrimination The Indian Army does not discriminate on account of caste, creed or religion. A soldier is a soldier first and anything else later. He prays under a common roof. It is this unique character, which makes him bind in a team despite such diversity.

Fairness and Honesty The spirit of honesty and fair play. He fights for a just cause that extends even to the enemy (prisoner or wounded).

Discipline and Integrity Discipline and integrity impart the feeling of patriotism, honesty and courage under all circumstances, however strong be the provocation otherwise.

Fidelity, Honor and Courage He is a man on whose shoulders lies the honor and integrity of his nation. He knows that he is the last line of defence and he cannot fail the Nation.

Death to Dishonor A close bond amongst soldiers forces them to choose death to dishonor. The concept of 'IZZAT' (HONOUR) in the clan / unit enables them to shun the fear of death; to be called a coward in the peer group is worse than death.

Forthrightness A soldier has to be forthright, for on his word the men he leads are going to lay down their lives without questioning why.It is the spirit of this credo, imbibed in every officer that binds him with his men in an unshakeable bond of camaraderie.

Mediclaim Policy and Tax Benefits

The Indian Army is t Mediclaim insurance offers both tax savings and medical cover. You can insure against medical expenses of yourself or dependents. Mediclaim cover provides security to meet unanticipated medical expenses. These policies are offered by almost all insurance companies. They provide insurance cover for the treatment of most ailments with hospitalisation. In addition to the basic cover, there are addons available on payment of an extra premium. You should go through the cover and exclusion clauses carefully. In some cases, preexisting ailments are also covered on payment of an additional premium. The cover may be enhanced to ailments not normally covered also. Some insurance companies provide cover for day-care and annual medical check-ups as well. The premium paid for mediclaim policies is tax deductible. Under the Income Tax Act, exemption is available for the amount contributed towards medical insurance premium. This is provided under Section 80D of the Income Tax Act. According to these provisions, premium paid towards a mediclaim insurance is deducted from the total income of an assessee.

The deduction is available only to individuals and Hindu Undivided Family members.In case of an individual, the amount deductible includes any sum paid for insurance on his health, on the health of his spouse, dependent parents or dependent children. The dependence of parents will have to be proved in order to claim the exemption. Dependence will be evident in case the own resources of the parents are not sufficient to support them. In case of a Hindu Undivided Family, the amount deductible includes any sum paid for insurance on the health of any member of the family. In order to claim this deduction, the amount should be paid by cheque. Also, the amount should be paid in the relevant previous year. It should be paid out of income chargeable to tax. The scheme of insurance should be approved by the General Insurance Corporation of India. Moreover, the insurance should be approved by the Central Government.

According to the Income Tax Act, the limit eligible for deduction is Rs 15,000. In some cases, an enhanced deduction of Rs 20,000 is allowed, provided the insured is a senior citizen. Senior citizen means a person who is resident in India and at least 65 years of age at any time during the previous year. The scheme of deduction has been further modified with effect from the assessment year 2009-10 to encourage individuals to supplement the efforts of their parents in getting medical cover. Accordingly, an additional deduction of Rs 15,000 will be allowed to an individual on any payment made for an insurance on the health of his parents, irrespective of the fact whether they are dependent on him or not. This deduction would be in addition to the one on the insurance of the assessee himself, his wife or children source

Education Concession

Sports and Adventurous Activities

All cases seeking sponsorship for sports and adventure activities being organized by Army Adventure cell (AAc) will be routed through final sanction by the AG’s branch. Statement of case must be through proper channel in which full details of sponsor must be given.

Entertainment of Troops

Command HQs may project special demand of entertainment troupe for difficult areas or for special occasion if required. CHQ forwards the proposal to Song & Drama Div, Ministry of I&B, for taking necessary action.

Rail Travel Concession

Concession:- First Class/AC-2 Tier Complimentary Card Pass facility is available to following alongwith one companion in all Express/Mail trains except Rajdhani and Shatabadi Express trains:- (a) The Chakra series Gallantry Awardees (b) Widows of the Chakra Series Gallantry Awardees (posthumous).

75% concession for travel in 2nd Class Mail/Express trains is available to the war widows & Widows of Defence personnel killed in action against Terrorists and Extremists.

Deputation Policy

As we all know by now, Lt Cols on deputation to certain organisations such as NHAI, IRCON, Pawan Hans etc would remain in PB-3 till the time they revert back to military duty. Though only about 30 – 35 officers are expected to be affected by this stipulation, still I personally feel they should be granted PB-4 if they are on a military system of pay, due to the following reasons :

(a) The rules in this regard are very clear as far as civil officers of the All India Services are concerned. Any officer proceeding on a post with a lower status remains in his / her own Pay Band and only the Grade Pay is reduced. On that analogy, PB-4 cannot and should not be withheld from such officers and the maximum that can be done is that they can be granted a Grade Pay equivalent to the deputation post that they are holding. The rules on the civil side become clear by perusing Para 9 (i) of this letter dated 29 Sept 2008.

(b) Of course these officers could not have predicted this future PB-4 stipulation when they were proceeding on deputation to these organisations. Hence as a one time dispensation, the officers currently on deputation should be granted PB-4 and the said stipulation may only be imposed on future deputationists after making them fully aware of the pitfalls. Moreover, the last pay drawn and the pay in parent organisation of deputationists is protected as per pre-existing policy.

(c) The modalities should be kept short, simple and uncomplicated. Simply put, it should be placed in black & white that officers who out of their own volition opt to proceed on deputation to lower posts should be granted PB-4 with a lower GP as is done in case of civil officers. Deputation to posts with the Industrial DA (IDA) pattern of payment or with scales different than the Central DA (CDA) pattern are as it is not affected by PB-3/PB-4 stipulation.

Policy on Provident Fund

Principal CDA (Pensions) Allahabad sanctions all the pensionary awards except in case of Air Force and Navy personnel, which is sanctioned by CDA (Air Force) and Principal CDA (Navy) respectively. The annual increase of pensioners is about 45000 and the Defence Pension Budget constitutes approximately 49% of total Central Government Pension Expenditure. Defence Pension Expenditure works out to about 0.8% of GDP.

Given the enormous increase of the number of pensioners, efforts are on to account & audit pension payments on-line. Presently computerized pensioners profile is being generated in the Principal CDA (Pensions) office at Allahabad. To redress pensioners’ grievances, a comprehensive and interactive website on pension (www.pcdapension.nic.in) has been put in place. Besides, Defence Pension Adalats, Mini Pension Adalats are also held in various places from time to time to address and ameliorate problems faced by pensioners.
