According to recent data from the Pew Research Center, the disapproval of homosexuality in manynations around the world remains deeply entrenched. In most of the 40nations surveyed, more than50 percent of respondents consider it morally unacceptable, with that number above 90 percentinseven countries. Being LGBTin nearly 80nations remains a criminal offense, and the road to societal acceptance andfull equality under the law remains perilously long for citizens in these and many other countries. While LGBTpeople around the world face systematic stigmatization, persecution and violence, thereexists a network of American extremists who are working tirelessly to undercut them at every turn. Theseindividuals are spreading venomous rhetoric, outrageous theories and discredited science. Some claimthat LGBTpeople are responsible for the Holocaust, the Rwandan genocide and the spread of HIV/AIDS.Others argue that LGBTpeople are luring away children, and that acceptance of LGBTpeople will lead

to the destruction of families around the world. Some even suggest that the death penalty may be anappropriate punishment for homosexuality. While this vicious brand of bigotry is currently finding little traction in the United States, public opinionin many other nations makes their words and work much more dangerous. In fact, their actions pose afundamental threat to the safety of LGBTpeople around the world, and that threat is growing. These extremists are securing audiences with heads of government and their spouses, testifyingbefore parliaments and gatherings of lawmakers and building relationships with faith leaders and otherprominent citizens. Their organizations are lobbying United Nations delegates, getting involved in thedrafting of constitutions and intervening in international court cases that affect the rights and lives ofLGBTpeople. Disturbingly, in their advocacy of bigotry and anti-LGBTpolicies, their voices are being heard andtheir impact is being felt. Theyre active in nations on five continents, with concentrations of activity inEastern Europe and Africa. With anti-LGBTlosses mounting in the United States, and with strong indications of increased activityabroad, more must be done to expose this work and the people doing it.

In the pages to follow, The Export of Hate profiles some of the many individuals and organizations

dedicated to this shared global mission. We outline the connections and associations between them,the nations in which theyre active and some of the resources at their disposal.

Scott Lively has been active in the Americananti-LGBTmovement for decades. He firstappeared as a spokesman for the OregonCitizens Alliance (OCA) in 1991and quicklybecame known for his controversial tactics.The group used literature reminiscent of Nazipropaganda,1and Lively was fined $31,000for using unreasonable force in ejecting

a journalist from an OCAmeeting.2

AfterOregon, Lively moved on to a variety of pro-family roles in California, including headingup the Pro-Family Law Center, which heclaimed was the nations only law-centeredentity devoted exclusively to opposing thehomosexual agenda.3

In 2007, Lively and his wife relocated theirAbiding Truths Ministries to Springfield,Mass., where he said they would serve asmissionaries to America.4Abiding Truthsis listed as a hate group by the SouthernPoverty Law Center, and Lively uses it asa base of operations for his domestic andinternational advocacy.5He also runs the HolyGrounds coffee shop in Springfield.6

Scott Lively qualified for the November

2014gubernatorial ballot in Massachusetts.He has almost no campaign funds andreadily admits that hes running only to havea platform to articulate my views.7

In the United States, Lively is largelyconsidered a fringe extremist, even byother anti-LGBTactivists, but he has neverbeen content to spread extremism andhate at home. He first traveled to Ugandain 2002to warn about the LGBTmenaceto that country 8and he returned in 2009toheadline a conference on the dangers of

homosexuality.9Many Ugandan activistsbelieve that he was one of the inspirationsfor the harsh anti-homosexuality bill thatwas enacted in 2014, which punishessame-sex intimacy with penalties thatcan include life in prison.10

Lively has also been a frequent visitor toEastern Europe, where he spent months in2006-2007on a 50-city tour of the formerSoviet Union.11Wherever he goes, Livelypresents himself as a world-renowned experton LGBTissues and urges policymakers topass laws that crack down on LGBTrightsand the right of free expression. Lively takespersonal credit for the passage of the Russiangay propaganda law, which he says he

proposed back in 2007.12

Although he publicly proclaimed that hewas stepping away from the frontlines ofthe culture war in 2011, Lively has made abig comeback.13Last year he traveled to theUnited Kingdom14and back to Russia15topromote his extreme views. He recentlyvisited Washington, D.C.,to announce theformation of a Coalition for Family Values to

rally his fellow extremists from around theworld to the cause of blocking equality andspreading distortions and lies aboutLGBTpeople.16

Alliance Defending Freedom was establishedby Christian leaders in the 1990s becausepeople of faith were being outgunnedin court. The founding board of the

organization included many prominentconservatives, including James Dobson ofFocus on the Family. Over the years, ADFhas argued hundreds of cases across theUnited States. Its work has been describedas virulently anti-gay by the SouthernPoverty Law Center18and, among other high-profile cases, they defended Proposition 8in California and filed a brief in Lawrencev. Texassupporting laws banning same-sexsexual relationships. ADFargued beforethe United States Court of Appeals for theFourth Circuit in Richmond, Va.in defenseof Virginias marriage equality ban as well asfighting a similar case in Oklahoma.19

Beyond the realm of LGBTrights, ADFwona major victory in the United Statesrecently

when the Supreme Court ruled in favor ofallowing the town of Greece, N.Y.to openmunicipal meetings with Christian prayers.20It also represented Conestoga WoodSpecialties in a Supreme Court case on theright of corporations to refuse to providebirth control for their employees.21

In 2011, the Alliance Defending Freedomlaunched a global initiative to take itspro-life, anti-LGBTand pro-family legaladvocacy overseas.22The group claims tohave partnerships with attorneys in 31countries around the world. The ADFsrationale for expanding operations overseasis that American courts are often influencedby the outcome of cases elsewhere. To thatend, the group has intervened in casesinvolving Russia, Italy, Ireland, Mexico and

Argentina. Most recently, in February 2014,the Alliance was granted permission tointervene as a third party at the EuropeanCourt of Human Rights in defense of Italysban on same-sex marriages.23

The ADFhas been an active supporter ofefforts to keep same-sex relationships illegalin the country of Belize. An LGBTactivistis currently challenging that nationsanti-sodomy law in court and has facedsocietal stigma and violent attacks. Heis opposed by a group known as BelizeAction, which has boasted of its supportfrom American groups including the ADF.24The Alliances IRSreports indicate that thegroup has spent tens of thousands of dollarssupporting human rights legal work in

the Caribbean.25 In October 2013, Benjamin Bull repre-sented the ADFon a trip to Moscow, wherehe participated in planning sessions for the2014World Congress of Families (WCF)conference, originally scheduled forSeptember 2014at the Kremlin. 26Whilethere, the WCFdelegation met with Dumamember Yelena Mizulina, who is known asVladimir Putins morality crusader. Mizulinais responsible for the anti-gay propagandalaw that passed in2013as well as the ban onadoption of Russian orphans by same-sexcouples or unmarried individuals living incountries that allow marriage equality.27ADFhas also intervened in support of the

Putin governments campaign against theprotest group Pussy Riot at the EuropeanCourt of Human Rights on the grounds thatPussy Riot had violated religious freedomin Russia.28

The American Center for Law and Justice(ACLJ)has an annual budget of more than

$17 MILLION29

As a 501(c)(3) organization, the ACLJ isnot required to detail its spending to theIRS; however, the Better Business Bureaureported in 2012that the group did notmeet 10out of 20standards for charityaccountability. The missed standardsincluded board oversight, board size, boardmeetings, board compensation, effectivenesspolicies and reporting, accurate expensereporting, annual reports, website disclo-

sures and cause marketing disclosures.30Over the years, the ACLJhas distributedmillions of dollars to the Sekulow family.Between 1998 and 2011, ACLJand anotheraffiliated charity paid more than $33 millionto the Sekulow family and businesses theyown or co-own.31


The ACLJ was founded by Pat Robertson in1990to serve as a counter to the American

Civil Liberties Union.32

The ACLJis one ofthe biggest American religious-right legalpowerhouses, and it collaborated with anarray of other right-wing groups. The ACLJhas focused on blocking marriage equalityand participated in the original drafting ofthe Defense of Marriage Act. The organiza-tion also filed an amicus brief supportingefforts to keep sodomy illegal in the 2003Lawrence v. TexasSupreme Court case.33

The ACLJhas also been involved inother issues. It opposes a womans rightto choose and The Affordable Care Actand supported Arizonas anti-immigrantS.B. 1070law. The group also campaignedagainst the imposition of Sharia law inthe United Statesand opposed the

Park51 Islamic center in New York City.

In2010,the ACLJopened an East African

office in Nairobi with the explicit purpose oflobbying the Kenyan government to take theChristians views into consideration as theydraft legislation and policies.35To that end,the group spent tens of thousands of dollarstrying to defeat a draft version of the Kenyanconstitution, which they argued was toopermissive toward LGBTKenyans andwould allow abortion on demand. 36Although the ACLJwas unsuccessful atdefeating the draft constitution, it pledged togo to court to continue the fight and to carryout civic education to warn people of thedangers of homosexuality. 37

In Zimbabwe, the ACLJopened an officein 2009,again with the intent of focusing on

the constitution-drafting process.38

In June2010,Jordan Sekulow and several otherACLJofficials traveled to Zimbabwe andmet with leaders of all three major politicalparties, including Prime Minister Tsvangirai.39At the time, ACLJ was distributing materialin Zimbabwe calling for homosexuality toremain a criminal offense. 40Bolstered bygroups like the ACLJ,Zimbabwe is one of themost homophobic and transphobic countrieson earth and the countrys president, RobertMugabe, often engages in homophobicrants, calling LGBT people pigs and dogsand animals.

Most recently, the ACLJexpanded intoSouth America, opening an office in Brazil in2013.The head of the office, Felipe Coelho,

is part of one of Brazils most prominentevangelical families, and the office aims toblock hate crime legislation from becominglaw and opposes marriage equality andemployment protections for LGBTpeople.41

Peter LaBarbera has recently become activeas an international anti-LGBTadvocate.In December 2013, LaBarbera traveled

to Jamaica to address a pro-familyconference.43Homosexuality is illegalin Jamaica and human rights advocatesconsider it one of the most homophobicplaces on earth, with LGBTJamaicans oftensubjected to societal stigma and horrificviolence.44LaBarbera urged JamaicanChristian conservatives not to repeal thecountrys anti-sodomy law and told themthat homosexuality is a choice and isassociated with pedophilia. He warned thatif the sodomy law were repealed, Jamaicawould become like the United Stateswhereso-called LGBTactivists manipulatewords and laws to achieve dominance inyour country. 45LaBarbera also dismissedconcerns about the violence that LGBT

Jamaicans face, claiming that most violentattacks are committed by otherLGBTpeople.46

Closer to home, LaBarbera recentlytraveled to Canada to address students atthe University of Regina in Saskatchewan.While there, he was arrested and chargedwith distributing hate materials on thedangers of same-sex relationships.A university official described his fliersas graphic and disturbing. 47

LaBarbera has also partnered withanother notorious exporter of hate,Scott Lively, on a new anti-LGBTgroupcalled the Coalition for Family Values.The Coalition was organized to support theRussian crackdown on gay propagandaand to call for the passage of similar lawsin the United Statesand other nations.48LaBarbera went so far as to suggest thatthe United Statesshould pass a Russian-style law to stop Disney from promotinglesbianism to kids.49LaBarbera hasalso openly praised Ugandas newanti-homosexuality law, which punishessame-sex relations with up to life inprison, and warned that any steps towarddecriminalizing homosexuality open aPandoras box of dangerous rightsand freedoms for LGBTpeople.50

Paul Cameron holds a doctorate inpsychology from the University of Coloradoand has been active for decades in theAmerican anti-LGBTmovement, churningout dozens of scientific papers on the

dangers of homosexuality. Cameronswork has long been deemed illegitimateby professional organizations in the UnitedStates. In the early 1980s he was expelledfrom the American Psychological Associationafter other psychologists complained that hehad deliberately misrepresented their work inhis anti-gay writing. Cameron then began tocall his research sociology, which promptedthe American Sociological Association tocensure him because he consistentlymisinterpreted and misrepresented sociologicalresearch on sexuality, homosexuality andlesbianism to campaign for the abrogationof the civil rights of lesbians and gay men.52

Despite the fact that Camerons researchhas been described as hate literaturemasquerading as legitimate science by theSouthern Poverty Law Center, it continuesto be cited by judges, religious leaders, andlegislators from Massachusetts to Colorado.53

As Paul Cameron has become moremarginalized even within the anti-LGBTcommunity at home in the United States,he has increasingly had to seek relevanceoverseas. Cameron has visited Russia andEastern Europe repeatedly since 2008to peddle his research. In June 2008,Cameron first appeared at a roundtable ondeviation of social norms in modern societyat Moscow State University.55In Octoberof that year, he was in Moldova to lectureon the demographic disaster that hebelieves is being unleashed by contraceptionand rights for LGBTpeople and women.Cameron returned to Moldova in 2011tolobby against anti-discrimination laws.56The Moldovan government took Cameronsmessage to heart and in 2013passed a lawbanning LGBT propaganda, but it wasquickly repealed as part of the nations drive

to join the European Union.57

Cameron hasalso appeared elsewhere in Eastern Europe,including a controversial trip to Poland in2009when he was turned away from giving

a speech on homosexuality at a universityand forced to find a new venue after anewspaper learned of his background.58

Cameron also returned to Russia in 2013,to address a Duma roundtable on familyvalues.57Camerons presence was intendedto bolster support for a bill that targeted gayand lesbian parents and threatened to takeaway their children. Camerons testimonywas full of false statistics, including the factthat one in three gay people support havingsex with children.60Duma member AlexanderSidyakin later tweeted that Cameronstestimony was evidence that children shouldbe taken away from LGBTparents andadopted by other families.61

Even in countries Cameron has not visitedpersonally, his influence has been felt. Theoriginal authors of Ugandas horrific anti-homosexuality law cited Camerons workalongside that of Scott Lively when draftingtheir bill.62When the bill was passed into lawin 2014, Cameron openly applauded andclaimed that harsh penalties were needed todiscourage homosexuality, just like murder.63

In May 2012, he traveled to Spain to address a World Congressof Families gathering. At this event, Brown referred to himself asa bit of a rebel and provided details to an international audienceon how NOMhad been able to secure electoral victories againstmarriage equality.86

Browns overseas travel really ramped up in 2013. In Januaryhe was off to Paris to address the French anti-marriage-equalitymovement. Calling his trip a blessing, Brown gave an enthusiasticendorsement of the Manif Pour Tous movement and has continuedto provide rhetorical and technical support for them ever since.87There is some evidence that NOM has been sharing software vendorsand expertise with the French movement and may even be planningto launch an International Organization for Marriage at some pointin the future.88Continuing his collaboration with the French rightwing, Brown hosted one of the founders of Manif Pour Tous at theMarch for Marriage in Washington, D.C. in June 2014.89

Following his trip to Paris, Brown next appeared at anothermeeting of the World Congress of Families in June in Trinidad and

Tobago. The country is one of 11in the Caribbean where same-sexrelations are forbidden by law, and Brown delivered a speech onMarriage One Man and One Woman to a crowd of pro-familyactivists from around the region.90Brown made another appearanceat a World Congress of Families event in Australia in August 2013.91

Days after his jaunt to the Caribbean, Brown was on the roadagain, for his first of two trips to Russia in 2013. Traveling with fiveFrench anti-LGBTactivists, Brown was able to address the RussianParliament arguing against allowing same-sex couples to adopt.92In addition to speaking before the legislative body, Brown appeared

on television to spread his message about the normal civil rightsof children.93Shortly after his trip, President Putin signed a law thatbans adoption of Russian orphans by same-sex couples or singleadults from countries where same-sex marriage is illegal.94

A few months later, it was back to Russia again for Brown. HisOctober trip to Moscow featured the entire planning committeefor the 2014World Congress of Families conference that wasinitially scheduled to be held at the Kremlin.95While in Russia, thegroup met with influential members of the Duma, including YelenaMizulina, the author of the anti-gay propaganda lawsigned into law in June 2013.96

The World Congress of Families (WCF)isa project of the Howard Center for Family,Religion and Society, an organization basedin Rockford, Ill. The Howard Center hasan annual budget of approximately

$500,000a year, an unknown portion of which is devotedto the World Congress of Families.97The WCFhas numerous partner organizations that alsoprovide financial and logistical support. Of the29partner organizations listed in a planningbrochure for a recent WCFevent, more than60percent were other American right-winggroups.98The entire board and staff of the WorldCongress of Families is American as well.99


The WCFis not a fringe group. Many main-

stream American conservative organizationsare dues-paying members and helpfund its conferences. In November 2013,representatives of the group held a briefingfor congressional staff on Capitol Hill on whatAmerica should learn about pro-familylegislation from countries like Russia.100

The George W. Bush administrationprovided extensive support for the WorldCongress of Families during its eight yearsin office. President Bush sent a welcomeletter to the 2001 WCFregional conferencein Washington, D.C. Representatives Jo AnnDavis (R-Va.) and John Doolittle (R-Calif.)attended that conference, and a sessionwas held on the floor of the U.S.House ofRepresentatives.101Assistant Secretary ofHealth and Human Services Wade Horn andU.N.Ambassador Ellen Sauerbrey attendedthe 2004World Congress in Mexico City 102and the 2007World Congress in Warsaw,Poland, despite the urging of 19membersof the European Parliament not to do so.103In Mexico City, Sauerbrey brought an officialmessage from President Bush, which read:As one of the pillars of civilization, familiesmust remain strong and we must defendthem during a time of great change. Larry Jacobs is the most visible public face of the World Congressof Families, an organization that advocates for anti-choice andanti-LGBT legislation around the world. Jacobs and the WCFhavebeen most active in Russia and Eastern Europe. Jacobs has been afrequent visitor to Russia since 2010and has met with high-rankingmembers of the Russian government and other influential policy-makers, including Yelena Mizulina, the author of the recently enactedban on LGBTpropaganda.104 Jacobs claims that he and the WorldCongress of Families played an important role in the passage of thisand other pro-family legislation in Russia. The WCF has also heldevents across Eastern Europe in an attempt to drum up support formore anti-LGBTlaws and suppress events like pride marches.105

The World Congress of Families has also been active in Africa,holding events in Nigeria 106and Kenya 107and sponsoring an eventkeynoted by the first lady of Uganda in New York. 108Jacobs traveledto Nigeria in 2012to address a WCF event where he spoke onhealthy sexuality and childrens rights vs. childrens needs.109WCFs presence in Africa has corresponded with a disturbing riseof harsh penalties for LGBTAfricans in countries like Kenya,Uganda and Nigeria, where nearly 90percent of citizens believe

homosexuality is wrong. Homosexuality has been illegal in

Nigeria since colonial rule, but a stricter ban was recently signed intolaw by President Jonathan. The new law makes it illegal not only toengage in an intimate relationship with a member of the same-sex,but to attend or organize a meeting of gays, or patronize or operateany type of gay organization, including private clubs. SeveralNigerian states have imposed the death penalty for being gay.

Australia is another target country for the WCFs export ofhomophobia. Officials from the WCFhave been traveling to Australiasince at least 2008 110and Jacobs traveled to Australia in 2012, wherehe met with conservative leaders to begin planning a WCF event thatdrew hundreds of international anti-LGBTactivists the next year.111With help from WCFpartner organizations, including the NationalMarriage Coalition, the Australian Family Association, the EndeavourForum and the Dads-4-Kids Foundation, marriage equality legislationwas defeated in the Australian parliament in 2012.112
